The report describes articles in the Convention dealing specifically with education: (1) Article 28 defines education as a right and recommends steps for this right to be achieved progressively and on the basis of equal opportunity; and (2) Article 29 addresses the purpose of school education. Articles delineating general principles of the Convention are also described, relating to nondiscrimination; best interests of the child; rights to life, survival, and development; and view of the child. The report maintains that the general principles outline a direction for progressive educational reform and analyzes eight areas of potential reform: (1) universal access to basic education; (2) equal opportunities; (3) the appropriate content of education; (4) cultural roots and global values; (5) new methods of learning; (6) mutual respect; (7) pupil participation; and (8) the role of teachers, parents, and the community. The report further examines differences in implementation of educational changes in developing nations, discusses the problems of inadequate resources, and notes that development has to start from the local community. The report concludes by asserting that although the global long-term trend is to give education more priority, it is not certain that the movement will be toward schooling in the spirit of the Convention. After the end of war, as we tried to make our way back home, I was terrified of the Russian soldiers and war prisoners who roamed our countryside. I feared my father would be shot or imprisoned. I listened to women screaming for help while being raped. I endured the sorrow of losing my beloved father, followed by living with my stepmother's cruelty. My agony ended with the happy reunion with my real mother, my sister, Oma my loving grandmother, and family. After WWII ended, my family and I lived behind the "Iron Curtain" in East Germany under the Russian occupation Stalin's "Iron Fist." His communist regime imposed such strict isolation and extreme hunger on us that in June of 1953 the citizens of East Germany waged an unsuccessful uprising to gain freedom from Russia and communism. Finally, in the fall of 1953, when I was eighteen, we escaped to West Germany. These are the memories of my childhood and teen years.

They deal with over a million cases a year, employ over 3500 people, and have become a substantial part of the system of justice. Yet, of the 70, only 20 each hear more than 500 cases a year; others are defunct; the quality of their work is variable; and cases take too long. The review has as its four main objectives: (1) to make the 70 tribunals into one Tribunals Service; (2) to make the tribunals independent of their sponsoring departments; (3) to improve the training of chairmen and members in the interpersonal skills required; (4) to enable unrepresented users to participate effectively and without apprehension in tribunal proceedings. The new Tribunals Service would provide a coherence essential if tribunals are to acquire a collective standing to match that of the court system. But there is also a basic need for a change in culture, with a greater focus on the users' needs, and swifter administration based on informality, simplicity, efficiency and proportionality. Without this culture change, the Review questions how tribunals can, as presently administered, find the independence, coherence, economies of scale, consistency, professionalism or IT, to which users are entitled.
