Available in PDF, EPUB and Kindle. Book excerpt: Poverty and inequality in Latin America are easily recognizable in the faces of women, Afro-descendents, the indigenous, people with disabilities, victims of HIV/AIDS, and other groups outside the societal mainstream. Social Inclusion and Economic Development in Latin America reviews the common features of these excluded populations, including their invisibility in official statistics and the stigma, discrimination, and disadvantages they have long endured. But it also examines the region's inclusionary policies and programs that can improve access by these groups to the quality social services and economic and political resources these groups need to level the playing field. Case studies examine ethnic and racial political organization, gender quotas, and labor markets across the region, and social exclusion in Brazil, Honduras, Guatemala, Mexico, and Peru. Comparative studies summarize social inclusion policies of both the European Union and selected countries on the Continent.

Book excerpt: The Book the CIA Doesn’t Want You to Read Gary Berntsen, the CIA’s key commander coordinating the fight against the Taliban forces around Kabul, comes out from under cover for the first time to describe his no-holds-barred pursuit—and cornering—of Osama bin Laden, and the reason the terrorist leader escaped American retribution. As disturbingly eye-opening as it is adrenaline-charged, Jawbreaker races from CIA war rooms to diplomatic offices to mountaintop redoubts to paint a vivid portrait of a new kind of warfare, showing what can and should be done to deal a death blow to freedom’s enemies.

Book excerpt: Award-winning combat journalist Sean Naylor reveals a firsthand account of the largest battle fought by American military forces in Afghanistan in an attempt to destroy al-Qaeda and Taliban forces. At dawn on March 2, 2002, America's first major battle of the 21st century began. Over 200 soldiers of the 101st Airborne and 10th Mountain Division flew into Afghanistan's Shah-i-Kot Valley—and into the mouth of a buzz saw. They were about to pay a bloody price for strategic, high-level miscalculations that underestimated the enemy's strength and willingness to fight. Naylor, an eyewitness to the battle, details the failures of military intelligence and planning, while vividly portraying the astonishing heroism of these young, untested US soldiers. Denied the extra support with which they trained, these troops nevertheless proved their worth in brutal combat and prevented an American military disaster.

Available in PDF, EPUB and Kindle. Book excerpt: While there is a strongly held belief that Latin American societies are highly discriminatory, the economic profession has found relatively little evidence for this perception, and until recently other social sciences had prevailed in the discussion of this timely and relevant topic. The development of new tools for analyzing the economic mechanisms underlying discrimination, however, has opened up several avenues for research. This book presents a set of studies on contemporary discrimination in Latin America that takes advantage of these new tools by focusing on social interactions that range from cooperation, group formation, and the impact of migration in poor families to specific markets such as housing and labor. The techniques applied include traditional regression analysis, experimental approaches, and audit studies, as well as structural methods. This wide range of analytical approaches leads to findings that confirm some of the common perceptions regarding discrimination but challenge the conventional wisdom in other regards In some instances the long-held conventional wisdom may not hold at all. Latin Americans do not discriminate more or less than inhabitants of other regions, and the discrimination that does occur appears largely to stem from lack of information on individuals a result of great interest in colleges and universities that teach courses on Latin American development both at the undergraduate and graduate level. Furthermore, this book s findings extend to the political arena, as they challenge standard policies that have been ineffective for decades. Finally, this book should be of interest to researchers, as the empirical methods employed are at the vanguard of the profession. In fact, in addition to the contribution that this volume makes to the literature on discrimination, it also has the potential to contribute more broadly to labor economics, development economics and experimental economics, as well as to Latin American studies.

Book excerpt: Basing their discussions on the concept of "intergenerational transmission of poverty"--the "process by which poor parents pass on poverty and disadvantage to their children," in the words of editor Moran (until recently a senior economist with the International Development Bank's Sustainable Development Department)--five essays reflect on political, philosophical, social, and other dimensions of investing in early childhood in Latin America. The essays include Amartya Sen's discussion of early childhood investment within the context of the overall development process, as well explorations of the relationship between health, nutrition, and cognitive and social dimensions of poverty; the impact of early childhood investment on economic growth and equity; and the role of the state in marshalling resources for early childhood investment. Available in PDF, EPUB and Kindle. Book excerpt: On a moonless night just weeks after September 11, 2001, U.S. Special Forces team ODA 574 infiltrates the mountains of southern Afghanistan with a seemingly impossible mission: to foment a tribal revolt and force the Taliban to surrender. Armed solely with the equipment they can carry on their backs, shockingly scant intelligence, and their mastery of guerrilla warfare, Captain Jason Amerine and his men have no choice but to trust their only ally, a little-known Pashtun statesman named Hamid Karzai who has returned from exile and is being hunted by the Taliban as he travels the countryside raising a militia. The Only Thing Worth Dying For chronicles the most important mission in the early days of the Global War on Terror, when the men on the ground knew little about the enemy—and their commanders in Washington knew even less. With unprecedented access to surviving members of ODA 574, key war planners, and Karzai himself, award-winning author Eric Blehm cuts through the noise of politicians and high-level military officials to narrate for the first time a story of uncommon bravery and terrible sacrifice, intimately exposing the realities of unconventional warfare and nation-building in Afghanistan that continue to shape the region today.

Book excerpt: Mrs L complained about the care that her father, the late Mr M, received at a Wakefield Metropolitan District Council-funded care home, Hazel Garth and from a visiting community nurse funded by NHS Wakefield District Primary Care Trust. Mr M was visited by the nurse on 13 October 2009 to deal with a problem with a catheter. Later that day he became unwell and was taken to hospital, where he was treated for urinary sepsis as well as a grade 4 necrotic (dead tissue) pressure ulcer on his sacrum. He was treated with antibiotics and recovered somewhat, but he died on 23 November 2009. Mrs L was not satisfied with the responses to her complaints to the Council and the Trust, and complained to the Ombudsmen. Their investigations find service failure by both Council and Trust for the care provided in the home and by the nurse. They also found failings in record keeping at the home and maladministration by both Council and Trust in dealing with Mrs L's complaints. The Council and the Trust's successor (Wakefield Clinical Commissioning Group) are instructed, within three months: to write to Mrs L apologising for the service failures and distress caused by the maladministration; to compensate her for the poor complaint handling; and to prepare action plans that describe what they have done to ensure they have learnt the lessons from the failings identified and what they have done or plan to do to avoid a recurrence.
