Available in PDF, EPUB and Kindle. Book excerpt: Vanessa Finch provides an interesting look at corporate insolvency laws and processes. She adopts an interdisciplinary approach to place two questions at the centre of her discussion. Are current UK laws and procedures efficient, expert, accountable and fair? Are fundamentally different conceptions of insolvency law needed for it to develop in a way that serves corporate and broader social ends? Topics considered in this wide-ranging book include different ways of financing companies, causes of corporate failure and prospects for designing rescue-friendly processes. Also examined are alternative asset distribution of failed companies, allocations of insolvency risks and effects of insolvency on a company's directors and employees. Finch argues that changes of approach are needed if insolvency law is to develop with coherence and purpose. This book will appeal to academics and students at advanced undergraduate and graduate level, and to legal practitioners throughout the common law world.

Available in PDF, EPUB and Kindle. Book excerpt: This report covers the operation of the Terrorism Acts in 2012. It summarises the independent reviewer's observations of the use of the powers during the year. Although the report makes no far-reaching recommendations (unlike in previous years), it does provide a much more detailed picture of the threat to the UK from terrorism and the role of this legislation. The independent reviewer in particular presents a fuller picture of the terrorist threat to the United Kingdom and its nationals, drawing particularly on the period 2010-2012; reviews the operation of all aspects of the Acts during 2012; requests views on possible changes to the definition of terrorism, with a view to making future recommendations; records progress made in relation to previous recommendations (e.g. in relation to proscription); and identifies other important issues (e.g. in relation to Schedule 7, currently subject to parliamentary as well as judicial attention). The Independent Reviewer considers the results of a programme of cautious and selective liberalisation of UK laws for dealing with terrorism are to be positive ones but that the threat from terrorism remains a substantial one. Amongst recommendations made were those relating to the rules relating to proscription (and in particular deproscription), some aspects of schedule 8 detention and the operation of schedule 7 power to stop and examine those travelling through ports

Available in PDF, EPUB and Kindle. Book excerpt: Approximately 700,000 Federal employees have children under age 13; at least an equal number of Federal employees are estimated to have concerns about their elderly parents and relatives. This handbook was developed primarily to put government employees in touch with the many free resource organizations and agencies around the country that can help them meet their dependent care needs. It also provides practical tips on how to find quality child care, information about federal personnel programs that can help to balance work and family responsibilities, and places to call for further information on related topics, such as obtaining financial assistance. The handbook is divided into three parts: Child Care, Elder Care, and Work and Family Programs. Part I suggests practical steps to take in finding quality child care, including questions to ask during the initial telephone screening and a checklist of things to observe when visiting child care centers or homes. It also provides a directory of resource and referral services around the country, and a list of federal and national organizations that can help parents learn about quality child care. Part II explains a variety of community resources that are offered around the country to help older adults function independently, and discusses housing options, financial and medical considerations, nursing homes, and home health care agencies. It also provides a short summary of the services provided by federal and national organizations which can help employees meet their elder care needs. The last part provides information on the Office of Personnel Management's (OPM's) Work and Family Program Center and government-wide personnel flexibility; and on programs, policies, and leave options to help employees balance their work and family demands. Available in PDF, EPUB and Kindle. Book excerpt: What are the ideal roles the mass media should play as an institution to strengthen democratic governance and thus bolster human development? Under what conditions do media systems succeed or fail to meet these objectives? And what strategic reforms would close the gap between the democratic promise and performance of media systems? Working within the notion of the democratic public sphere, 'Public Sentinel: News Media and Governance Reform' emphasizes the institutional or collective roles of the news media as watchdogs over the powerful, as agenda setters calling attention to social needs in natural and human-caused disasters and humanitarian crises, and as gatekeepers incorporating a diverse and balanced range of political perspectives and social actors. Each is vital to making democratic governance work in an effective, transparent, inclusive, and accountable manner. The capacity of media systems and thus individual reporters embedded within those institutions to fulfill these roles is constrained by the broader context of the journalistic profession, the market, and ultimately the state. Successive chapters apply these arguments to countries and regions worldwide. This study brought together a wide range of international experts under the auspices of the Communication for Governance and Accountability Program (CommGAP) at the World Bank and the Joan Shorenstein Center on the Press, Politics and Public Policy at Harvard University. The book is designed for policy makers and media professionals working within the international development community, national governments, and grassroots organizations, and for journalists, democratic activists, and scholars engaged in understanding mass communications, democratic governance, and development.
