Book excerpt: For any government agency, the distribution of available resources among problems or programs is crucially important. Agencies, however, typically lack a self-conscious process for examining priorities, much less an explicit method for defining what priorities should be. Worst Things First? illustrates the controversy that ensues when previously implicit administrative processes are made explicit and subjected to critical examination. It reveals surprising limitations to quantitative risk assessment as an instrument for precise tuning of policy judgments. The book also demonstrates the strength of political and social forces opposing the exclusive use of risk assessment in setting environmental priorities.

Book Synopsis Innovation-Oriented Environmental Regulation by : J. Hemmelskamp
Download or read book Innovation-Oriented Environmental Regulation written by J. Hemmelskamp and published by Springer Science & Business Media. This book was released on 2013-11-27 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Innovation-oriented environmental regulation is extremely attractive for policy planners and decision makers, since it is expected that innovations can cut costs of environmental measures and overcome existing trade-offs between economic and ecological goals. The central question is, however, how such a regulatory regime of environmental policy approaches should look like. This book provides an excellent overview of the state of research by presenting and discussing theoretical approaches towards a framework of environmental regulation and innovation, international case studies as well as econometric and modelling studies from Europe and the USA.

Book Synopsis Innovations in Ground Water and Soil Cleanup by : National Research Council
Download or read book Innovations in Ground Water and Soil Cleanup written by National Research Council and published by National Academies Press. This book was released on 1997-10-21 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most books on ground water and soil cleanup address only the technologies themselvesâ€"not why new technologies are or are not developed. Innovations in Ground Water and Soil Cleanup takes a holistic approach to the entire field, addressing both the sluggish commercial development of ground water and soil cleanup technologies and the attributes of specific technologies. It warns that, despite cleanup expenditures of nearly $10 billion a year, the technologies remain rudimentary. This engaging book focuses on the failure of regulatory policy to link cleanup with the financial interests of the company responsible for the contamination. The committee explores why the market for remediation technology is uniquely lacking in economic drivers and why demand for innovation has been so much weaker than predicted. The volume explores how to evaluate the performance of cleanup technologies from the points of view of the public, regulators, cleanup entrepreneurs, and other stakeholders. The committee discusses approaches to standardizing performance testing, so that choosing a technology for a given site can be more timely and less contentious. Following up on Alternatives for Ground Water Cleanup (NRC, 1994), this sequel presents the state of the art in the cleanup of various types of ground water and soil contaminants. Strategies for making valid cost comparisons also are reviewed.

Book Synopsis Environmental Law, Policy, and Economics by : Nicholas Askounes Ashford
Download or read book Environmental Law, Policy, and Economics written by Nicholas Askounes Ashford and published by MIT Press. This book was released on 2008 with total page 1125 pages. Available in PDF, EPUB and Kindle. Book excerpt: The past twenty-five years have seen a significant evolution in environmental policy, with new environmental legislation and substantive amendments to earlier laws, significant advances in environmental science, and changes in the treatment of science (and scientific uncertainty) by the courts. This book offers a detailed discussion of the important issues in environmental law, policy, and economics, tracing their development over the past few decades through an examination of environmental law cases and commentaries by leading scholars. The authors focus on pollution, addressing both pollution control and prevention, but also emphasize the evaluation, design, and use of the law to stimulate technical change and industrial transformation, arguing that there is a need to address broader issues of sustainable development. Environmental Law, Policy, and Economics, which grew out of courses taught by the authors at MIT, treats the traditional topics covered in most classes in environmental law and policy, including common law and administrative law concepts and the primary federal legislation. But it goes beyond these to address topics not often found in a single volume: the information-based obligations of industry, enforcement of environmental law, market-based and voluntary alternatives to traditional regulation, risk assessment, environmental economics, and technological innovation and diffusion. Countering arguments found in other texts that government should play a reduced role in environmental protection, this book argues that clear, stringent legal requirements--coupled with flexible means for meeting them--and meaningful stakeholder participation are necessary for bringing about environmental improvements and technologicial transformations.
