Book excerpt: This book states that whilst academic research has long been grounded on the idea of western or scientific epistemologies, this often does not capture the uniqueness of Indigenous contexts, and particularly as it relates to the achievement of the United Nations Sustainable Development Goals (SDGs). The SDGs were announced in 2015, accompanied by 17 goals and 169 targets. These goals are the means through which Agenda 2030 for sustainable development is to be pursued and realised over the next 15 years, and the contributions of Indigenous peoples are essential to achieving these goals. Indigenous peoples can be found in practically every region of the world, living on ancestral homelands in major cities, rainforests, mountain regions, desert plains, the arctic, and small Pacific Islands. Their languages, knowledges, and values are rooted in the landscapes and natural resources within their territories. However, many Indigenous peoples are now minorities within their homelands and globally, and there is a dearth of research based on Indigenous epistemologies and methodologies. Furthermore, academic research on Indigenous peoples is typically based on western lenses. Thus, the paucity of Indigenous methodologies within mainstream research discourses present challenges for implementing practical research designs and interpretations that can address epistemological distinctiveness within Indigenous communities. There is therefore the need to articulate, as well as bring to the nexus of research aimed at fostering sustainable development, a decolonising perspective in research design and practice. This is what this book wants to achieve. The contributions critically reflect on Indigenous approaches to research design and implementation, towards achieving the sustainable development goals, as well as the associated challenges and opportunities. The contributions also advanced knowledge, theory, and practice of Indigenous methodologies for sustainable development.

Des investissements judicieux dans le développement des compétences, en accord avec les objectifs politiques de croissance de la productivité, d’inclusion et d’adaptabilité, peuvent aider à accélérer la transformation économique de la région subsaharienne au XXIe siècle. L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. L’expérience des économies développées et émergentes démontre que le produit intérieur brut (PIB) par habitant augmente avec la progression de l’urbanisation. Néanmoins, l’économie de la Côte d’Ivoire affiche des performances insuffisantes sur le plan de l’urbanisation. L’urbanisation et le revenu par habitant ont une corrélation négative depuis la fin des années 1970, et la pauvreté augmente. Au lieu d’envisager le développement des villes individuellement, un plan d’urbanisation réussie devrait considérer les villes de la Côte d’Ivoire comme un portefeuille d’actifs qui se distinguent les uns des autres par leur taille, leur emplacement et la densité de leur population. Les auteurs de L’Urbanisation diversifiée : Le cas de la Côte d’Ivoire identifient trois types de villes, fondées sur leurs contributions à la croissance et à la création d’emplois : les connecteurs globaux ; les connecteurs régionaux, situées le long des corridors d’échanges et des transports régionaux ; et les connecteurs locaux, qui génèrent les économies de localisation nécessaires à l’agro-industrie. Les parties prenantes des administrations nationales et infranationales et du secteur privé ont formulé une vision commune de l’urbanisation en Côte d’Ivoire : « villes planifiées, structurées, compétitives, attractives, inclusives et organisées autour de pôles de développement ». Afin de réaliser cette vision et d’atteindre le statut de pays à revenu intermédiaire, les décideurs politique ivoiriens doivent agir de toute urgence pour promouvoir une urbanisation diversifiée pour tous les types de villes. Cette présente étude identifie des contraintes principales et des enjeux dans quatre domaines : la planification, les connexions, l’écologisation, et le financement des villes.

This process of change has been made possible through the endorsement of an uncritical, a-historical, and apolitical economic theory that legitimized technocratic despotism, financial deregulation, precarious labour, and constitutional-political emptying. This book examines critical perspectives in mainstream neoliberal development analysis. It examines the neoliberal experiment as a global historical construct through the cases of Africa, Latin America, and Europe. The analysis begins in 1980 with the Structural Adjustment Plans in Latin America and Africa, followed in 1990 by Maastricht in the case of Europe and the euphoric shift that took place, typified by the Africa Rising narrative, which attempts to promote the idea of an economically emerging continent. It also considers the weakness of the state resulting from neo-liberal austerity and fiscal stabilization policies, which have amplified the inability to collectively deal with the social, economic, and political impact of the COVID-19 crisis. One of the key features of the book is the extensive comparative analysis between regions, using case studies, including examples from African countries. The authors connect the different regional perspectives, included in the book, in a clear and coherent way, such that it will appeal to students and scholars interested in the social, economic, and political outcomes of globalization and will also be of interest to official development agencies and third sector organizations in Latin America, Sub-Saharan Africa and Europe.
