Available in PDF, EPUB and Kindle. Book excerpt: Policy Shock examines how policy-makers in industrialized democracies respond to major crises. After the immediate challenges of disaster management, crises often reveal new evidence or frame new normative perspectives that drive reforms designed to prevent future events of a similar magnitude. Such responses vary widely - from cosmetically masking inaction, to creating stronger incentive systems, requiring greater transparency, reorganizing government institutions and tightening regulatory standards. This book situates post-crisis regulatory policy-making through a set of conceptual essays written by leading scholars from economics, psychology and political science, which probe the latest thinking about risk analysis, risk perceptions, focusing events and narrative politics. It then presents ten historically-rich case studies that engage with crisis events in three policy domains: offshore oil, nuclear power and finance. It considers how governments can prepare to learn from crisis events - by creating standing expert investigative agencies to identify crisis causes and frame policy recommendations.

That is why case studies are such a powerful way to engage students while teaching them about concepts fundamental to the study of international relations. In Cases in International Relations, Glenn Hastedt, Vaughn P. Shannon, and Donna L. Lybecker help students understand the context of headline events in the international arena. Organized into three main parts—military, economic, and human security—the book’s fifteen cases examine enduring and emerging issues from the longstanding Arab-Israeli conflict to the rapidly changing field of cyber-security. Compatible with a variety of theoretical perspectives, the cases consider a dispute’s origins, issue development, and resolution so that readers see the underlying dynamics of state behavior and can try their hand at applying theory.

Book excerpt: Statement of Frank Rusco, Dir., Natural Resources and Environment, GAO. The Dept. of the Interior oversees oil and gas activities onleased federal lands and waters. Revenue generated from federal oiland gas production is one of the largest nontax sources of federalgovernment funds, accounting for about $9 billion in FY 2009. Since the April 2010 explosion on board the Deepwater Horizon, Interior has been restructuring the bureaus that oversee oil and gas development. Specifically, Interior's Bureau of Land Mgt. (BLM) oversees onshore federal oil and gas activities; the Bureau of Ocean Energy Mgt., Regulation, and Enforcement (BOEMRE) created in May 2010 oversees offshore oil and gas activities; and the newly established Office of Natural Resources Revenue (ONRR) is responsible for collecting royalties on oil and gas produced from both onshore and offshore federal leases. Prior to BOEMRE, the Minerals Mgt. Service's (MMS) Offshore Energy and Minerals Mgt. Office oversaw offshore oil and gas activities and revenue collection. In 2011, GAO identified Interior's management of oil and gas resources as a high risk issue. This testimony discusses GAO's work in this area, which identified challenges in five areas: (1) reorganization, (2) balancing responsibilities, (3) human capital, (4) revenue collection, and (5) development of existing leases. Available in PDF, EPUB and Kindle. Book excerpt: Although congressional investigations have provided some of the most dramatic moments in American political history, they have often been dismissed as mere political theater. But these investigations are far more than grandstanding. Investigating the President shows that congressional investigations are a powerful tool for members of Congress to counter presidential aggrandizement. By shining a light on alleged executive wrongdoing, investigations can exert significant pressure on the president and materially affect policy outcomes. Douglas Kriner and Eric Schickler construct the most comprehensive overview of congressional investigative oversight to date, analyzing nearly thirteen thousand days of hearings, spanning more than a century, from 1898 through 2014. The authors examine the forces driving investigative power over time and across chambers, identify how hearings might influence the president's strategic calculations through the erosion of the president’s public approval rating, and uncover the pathways through which investigations have shaped public policy. Put simply, by bringing significant political pressure to bear on the president, investigations often afford Congress a blunt, but effective check on presidential power—without the need to worry about veto threats or other hurdles such as Senate filibusters. In an era of intense partisan polarization and institutional dysfunction, Investigating the President delves into the dynamics of congressional investigations and how Congress leverages this tool to counterbalance presidential power.

Available in PDF, EPUB and Kindle. Book excerpt: Offshore Safety Management, Second Edition provides an experienced engineer's perspective on the new Safety and Environmental System (SEMS) regulations for offshore oil and gas drilling, how they compare to prior regulations, and how to implement the new standards seamlessly and efficiently. The second edition is greatly expanded, with increased coverage of technical areas such as engineering standards and drilling, and procedural areas such as safety cases and formal safety assessments. The new material both complements the SEMS coverage and increases the book's relevance to a global audience. Following the explosion, fire, and sinking of the Deepwater Horizon floating drilling rig in April 2010, the Bureau of Ocean Energy Management, Regulations, and Enforcement (BOEMRE) issued many new regulations. One of them was the Safety and Environmental System rule, which is based on the American Petroleum Institute's SEMP recommended practice, finalized in April 2013. Author Ian Sutton explains the SEMS rule, and describes what must be done to achieve compliance. Each of the twelve elements of the SEMS rule (such as Management of Change and Safe Work Practices) is described in the book, and guidance is provided on how to meet BOEMRE requirements. Detailed explanation of how to implement the new SEMS standard for offshore operations Ties the new regulations in with existing safety management approaches, helping managers leverage existing processes and paperwork With CEOs now signing off on compliance paperwork, this book provides expert insights so you can get SEMS compliance right the first time

Available in PDF, EPUB and Kindle. Book excerpt: The blowout of the Deepwater Horizon and subsequent underground oil spill in the Gulf of Mexico in 2010 is considered by many to be the worst environmental disaster in U.S. history. Interest groups, public officials, and media organizations have spent considerable time documenting the economic and ecological impacts of this spill as well as the causes of the spill, ostensibly to prevent future disasters of this magnitude. However, rather than an unbiased search for answers, such investigations involve strategic efforts by a variety of political actors to define the spill and its causes in ways that lead to their preferred policy solutions. Framing Environmental Disaster evaluates the causal stories that environmental groups tell about the spill and develops theoretical propositions about the role of such stories in the policy process. Which actors do groups hold responsible, and how do groups use blame attributions to advance their policy agendas? Constructing a creative methodological approach which includes content analysis drawn from blog posts, emails, press releases, and testimony before Congress and insights and quotations drawn from interviews with environmental group representatives, Melissa K. Merry argues that interest groups construct causal explanations long before investigations of policy problems are complete and use focusing events to cast blame for a wide range of harms not directly tied to the events themselves. In doing so, groups seek to take full advantage of “windows of opportunity” resulting from crises. An indispensable resource for scholars of public policy and environmental politics and policy, this book sheds new light on the implications of the gulf disaster for energy politics and policies while advancing scholarly understandings of the role of framing and causal attribution in the policy process.
