Book excerpt: Since the late 1980s, incomes have fallen sharply in most countries of Central and Eastern Europe, while unemployment and poverty rates have risen dramatically. In most countries during that period, the statutory minimum wage has been supposed to be an anchor of the social protection system and the wage structure, protecting the low-paid and those dependent on state benefits. Unfortunately for those affected, the level of the minimum wage has been allowed to drop to well below the "poverty level" and has ceased to protect anyone. This book considers the evidence and the implications of this development, and recommends a series of reforms.

Based on this research, Minimum Wages in Central and Eastern Europe examines the most crucial issues in Bulgaria, the Czech Republic, Hungary, Moldavia, Poland, Romania and Russia, and compares their systems with those of western industrialized economies.

Book excerpt: This paper evaluates the commonality in Eastern European economies of the employment practice whereby formal employers pay their formal employees both a declared wage and an undeclared 'envelope wage'. Until now, little survey evidence has been available. Here, an extensive Eurobarometer survey involving 10,171 face-to-face interviews in Eastern European economies conducted in 2007 is reported. The finding is that 1 in 10 formal employees had received envelope wages in the previous year amounting to on average two-fifths of their gross annual wage and this is found to be a ubiquitous practice, albeit one that is more common in some countries, sectors, occupations and population groups than others. The paper concludes by calling for a more in-depth evaluation of this wage practice in Eastern Europe and greater discussion of how this arrangement might be tackled.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Companion to Reward Management provides a prestige reference work and a state-of-the-art compilation, mapping out contemporary developments and debates on rewarding people in employment, and how they relate to business, corporate governance and management. Reward management stands at the interdisciplinary interface between economics, industrial relations and HRM, industrial psychology and organisational sociology, and increasingly corporate governance incorporating debates around equity and fairness in and around the employment relationship and wider capital-labour relations. In recent years, trade union decline and widening differentials between those employed at the top of organisations have generated critical commentary in the popular media which can negatively impact on social cohesion. Theoretically underpinned but practically oriented, this Companion will synthesise these trends and controversies around issues while tracing conceptual and empirical provenance, currency and future prospects. It will be an invaluable resource for student and researchers in reward management, corporate governance, management and HRM seeking convenient access to an area which is highly complex and controversial in application.

Available in PDF, EPUB and Kindle. Book excerpt: The collapse of communism in Central, East and South-East Europe (CESEE) led to great hopes for the region and for Europe. A quarter of a century on, the picture is mixed: in many CESEE countries, the transformation process is incomplete, and the economic catch-up has taken longer than anticipated. The current situation has highlighted the need for a better understanding of the long-term political and economic implications of the Central, East and South-East European historical experience. This thematically organised text offers a clear and comprehensive guide to the economic history of CESEE from 1800 to the present day. Bringing together authors from both East and West, the book also draws on the cutting-edge research of a new generation of scholars from the CESEE region. Presenting a thoroughly modern overview of the history of the region, the text will be invaluable to students of economic history and CESEE area studies.

Book excerpt: Recent enlargement to the east made the European Union a more diverse social space and brought it into more direct contact with the social and cultural aftermath of communism. The purpose of this book is to help social scientists, policy makers and other observers cope with the unfamiliarity of this new world by bringing together a collection of informative analyses of key domains of social life in the new member states and candidate countries, viewed in comparison both to each other and to the 'old' EU-15. The focus is on social conditions, such as social exclusion, poverty and living conditions, work and labour markets, family and housing. But is also offers accounts of the institutional contexts within which these conditions arise. The analyses makes use of a range of data, including a new data source, the European Quality of Life Survey 2003.

Book excerpt: Under communism there was, in the countries of Eastern Europe, a high level of gender equality in the labour market, particularly in terms of high participation rates by women. The transition from communism has upset this situation, with different impacts in the different countries. This book presents a comprehensive overview of gender and the labour market since the fall of communism in a wide range of Eastern European countries. Each country chapter describes the nature of inequality in the particular country, and goes on to examine the factors responsible for this, including government policies, changing social attitudes, levels of educational attainment and the impact of motherhood. Overall, the book provides an interesting comparison to the situation in Western developed countries, outlining differences and similarities. No one single Eastern European model emerges while, as in Western developed countries, a range of experiences and trends is the norm.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an all-encompassing and timely analysis of the EU regulatory framework deriving from the enactment of Directive 2022/2041 on adequate minimum wages. In the first part, the book discusses the function of minimum wage policies in contemporary labour markets and the role of social partners and collective bargaining in governing minimum wage determinants and trends. The second part provides an article-by-article commentary of the Directive, including insights on crucial aspects such as the EU competence to intervene on wages, the concept of minimum wage adequacy, and the measurement and promotion of collective bargaining coverage. The third part assesses the impact of the Directive across the EU, focusing on the main systemic implications of the Directive as well as on the structural changes that Member States will need to implement. With contributions written by scholars and stakeholders from across Europe, the book sheds light on one of labour law's most fundamental objectives – to provide for adequate minimum wages. It is an invaluable resource for researchers, policy makers, trade unionists and employers' representatives.
