Book excerpt: River discharge is a fundamental hydrologic quantity that summarizes how a watershed transforms the input of precipitation into output as channelized streamflow. Accurate discharge measurements are critical for a range of applications including water supply, navigation, recreation, management of in-stream habitat, and the prediction and monitoring of floods and droughts. However, the traditional stream gage networks that provide such data are sparse and declining. Remote sensing represents an appealing alternative for obtaining streamflow information. Potential advantages include greater efficiency, expanded coverage, increased measurement frequency, lower cost and reduced risk to field personnel. In addition, remote sensing provides opportunities to examine long river segments with continuous coverage and high spatial resolution. To realize these benefits, research must focus on the remote measurement of flow velocity, channel geometry and their product: river discharge. This Special Issue fostered the development of novel methods for retrieving discharge and its components, and thus stimulated progress toward an operational capacity for streamflow monitoring. The papers herein address all aspects of the remote measurement of streamflow-estimation of flow velocity, bathymetry (water depth), and discharge-from various types of remotely sensed data acquired from a range of platforms: manned and unmanned aircraft, satellites, and ground-based non-contact sensors.

Available in PDF, EPUB and Kindle. Book excerpt: Rivers discharge approximately 106m3/s of freshwater to the oceans yet less than 60% of this discharge is measured at the river mouth. The standard method of measuring river discharge is to use in-situ current meters that are expensive to deploy and not easily used at remote locations. Remote sensing of river discharge could address the problem of global coverage and is becoming an active area of research due to the recent and upcoming improvements of the resolution of satellite altimeters, including the Surface Water and Ocean Topography (SWOT) altimeter. Remote measurements of river discharge have been made from altimeter type water surface elevation data before but only far upstream where the flow is uniform. In order to accurately quantify the amount of freshwater being discharged into the ocean the discharge measurement must be made at the river mouth where the flow is not uniform and the relationship between water surface elevation and discharge is not well understood. This dissertation uses airborne Lidar data, numerical model output, and new analytical expressions to characterize the relationships between river discharge, water surface elevation, tides, and bathymetry at and near the river mouth. It is found that the slope of the water surface elevation at the mouth of the Columbia River changes sign over the tidal period and that wave amplification increases with river flow velocity. Numerical model output of an idealized river discharge describes the shape of the water surface elevation near the river mouth under both low and high discharge conditions. During high discharge conditions an offshore ridge develops on the water surface whose location and height are related to river discharge. Equations are derived to calculate the location and height of the ridge and relate these signatures to the river discharge. These relationships are then used to predict whether the upcoming SWOT altimeter will be able to detect the ridge for flow from the Mississippi, Connecticut, and Columbia Rivers. This research provides an understanding of how water surface elevation changes at the river mouth are related to tides, waves, and discharge and quantifies which of these signals will be observable by SWOT. Finally, remotely sensed infrared videos of the surface are used to infer the bottom drag coefficient in a river. The surface turbulent kinetic energy is extracted from the videos and an equation is derived to calculate the river bottom drag coefficient from the turbulent kinetic energy. The equation is tested with field data from six locations in the Snohomish River and the drag coefficients calculated compare well with drag coefficients calculated from in situ velocity data. In the future, the turbulent kinetic energy equation for the drag coefficient and remote sensing techniques presented here could be applied to data from unmanned aerial vehicles and used in the surf zone.

Book excerpt: Motivated by the ubiquitous nature of turbulent surface features that are present on the surface of naturally occurring shallow flows, this dissertation leverages information contained within these signatures to remotely monitor bathymetry, bed shear stress and volumetric discharge. A series of Large-Scale Particle Image Velocimetry (LSPIV) and Acoustic Doppler Velocimetry (ADV) experiments are conducted in a wide-open channel for a variety of different bathymetric conditions. A methodology is developed that remotely and accurately determines volumetric flow rate from free surface imagery. This methodology takes advantage of the ubiquitous nature of counter-rotating vortices in wide-open channel flows, which have been demonstrated to scale with the flow and influence the pattern of velocity on the free surface. This approach to remote volumetric discharge monitoring is more efficient and cost-effective than current direct methods of determining volumetric flow rate. It reduces hazards to USGS personnel and yields the same or better accuracy relative to current methods. A second technique is developed that permits remote and large-scale assessment of bed shear stress. This is accomplished through correlation of dissipation measurements on the free surface with dissipation measurements in the upper portion of the water column. In open channel flow the distribution of dissipation in the water column follows a semi-theoretical relation developed by Nezu & Nakagawa (1993), which includes friction velocity. Hence, by understanding the correlation between free surface and near-surface values of dissipation, full depth profiles of dissipation can be approximated and the friction velocity, and subsequently bed shear stress, can be determined. The development of this technique has important implications for the prediction of sediment transport.

Since its first edition in 2002, in Louvain-la-Neuve, this series of conferences has found a large and loyal audience in the river research and engineering community while being also attractive to the new researchers and young professionals. This is highlighted by the large number of contributions applying for the Coleman award for young researchers, and also by the number of applications and attendants to the Master Classes which are aimed at young researchers and students. River Flow 2020 aims to provide an updated overview of the ongoing research in this wide range of topics, and contains five major themes which are focus of research in the fluvial environment: river fundamentals, the digital river, the healthy river, extreme events and rivers under pressure. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land.
