(ETA) under Contract No. DACA31-92-D-0045, Delivery Order 0010, for the U.S. Army Environmental Center (USAEC) to address the Remedial Investigation and Feasibility Study of the Defense Reutilization and Marketing Office (DRMO) Yard at Fort Meade, formerly referred to as the Defense Property and Disposal Office (DPDO). This Quality Control Plan (QCP) has been developed in accordance with the United States Toxic and Hazardous Materials Agency (USATHAMA) Geotechnical Requirements, and the USATHAMA Quality Assurance Program and the Guidance for Conducting Remedial Investigations and Feasibility Studies Under CERCLA. This QCP for the RI/FS at the DRMO Yard has been developed to comply with the requirements of the USAEC Quality Assurance Program, USATHAMA PAM 11-41, Revision No. 0, January 1990 and appropriate EPA Region III Quality Assurance Guidance as applicable. Our subcontracted laboratory will be DataChem Laboratories, of Salt Lake City, Utah. They will provide chemical analyses of environmental samples collected during this investigation. Therefore the QA Program Plan from DataChem Laboratories is included as Attachment A. ETAs corporate policy includes a commitment to a high standard of quality in the work it performs for and delivers to its clients. This policy is reflected in the quality of our general operating policies and procedures and the quality of the workmanship that is produced for our clients. We expect the same level of commitment to quality from our subcontractors. The objective of the USAEC Quality Assurance Program is to establish a QA system and proper QC procedures associated with the Quality Control Plan for specific projects, such as the Remedial Investigation and Feasibility Study at the DRMO Yard at Fort Meade.

The study area is a storage facility for old vehicles, transformers and a variety of equipment. The site was formerly referred to as the Defense Property and Disposal Office (DPDO) Yard and is now known as the Defense Reutilization and Marketing Office (DRMO) Yard. This Work Plan has been developed in accordance with the Guidance for Conducting Remedial Investigations and Feasibility Studies Under CERCLA, United States Toxic and Hazardous Materials Agency (USATHAMA) Geotechnical Requirements, and the USATHAMA Quality Assurance Program (1990). Under the 1988 Defense Secretary's Commission on Base Realignment and Closure Act (BRAC), approximately 9,000 acres of the 15,000 acre facility were designated for closure. In October 1991, 7,600 acres were transferred from the U.S. Army to the Patuxent Wildlife Research Center, south of Route 32. In January 1993, an additional 500 acres were also transferred and FGGM decided to retain the 308 acres including the Active Sanitary Landfill. Figure 1 is a map showing the physical location of the DRMO Yard in relation to the BRAC Land Parcels. The remaining 440 acres, including the Tipton Army Airfield, is scheduled for closure in September 1995. Figure No. 1 shows the DRMO site in relation to surrounding lands.

Previous studies have been conducted by Arthur D. Little, Inc., and EA engineering, Science and Technology, Inc. The RI/FS process is designed to collect sufficient data of demonstrable quality, which can then be used to assess potential risks to human health and the environment, develop/evaluate remedial alternatives, and select a preferred remedial action. In general, data obtained during the RI phase is used to evaluate the nature, extent, and migration of contaminants at sites that are known or believed to have been adversely impacted by past hazardous waste or hazardous materials handling practices. The FS phase evaluates potential remedial action with regard to effectiveness, risk reduction or mitigation, implementability, and cost.

The program requires flexibility in organizing a team of technical personnel and technical resources to meet installation-specific needs, concurrent with employing preapproved field procedures, sampling techniques, and analytical methods to accomplish the assigned effort. At any given time during the period of performance, contamination assessments, sampling and analysis, geo- physical or aquifer testing, and preliminary risk assessments may be in various stages of progress. The effective program organization will accommodate these requirements for both flexibility and consistency while maintaining a manageable degree of control over all activities. Figure 1-1 illustrates the proposed organization for accomplishment of this effort. The core of the technical organization is the Project Manager and the assigned Project Team. Additional individuals can be made available if warranted. The Project Manager assigned to the project has current USATHAMA task management experience and will act as a direct line of technical communication to the COR with a secondary, backup line of communication through the Program Manager.
