Book excerpt: As standards and accountability have become an increasingly prominent feature of the educational landscape, educators have relied more on remedial programs such as summer school and grade retention to help low-achieving students meet minimum academic standards. Yet the evidence on the effectiveness of such programs is mixed, and prior research suffers from selection bias. However, recent school reform efforts in Chicago provide an opportunity to examine the causal impact of these remedial education programs. In 1996, the Chicago Public Schools instituted an accountability policy that tied summer school and promotional decisions to performance on standardized tests, which resulted in a highly non-linear relationship between current achievement and the probability of attending summer school or being retained. Using a regression discontinuity design, we find that the net effect of these programs was to substantially increase academic achievement among third graders, but not sixth graders. In addition, contrary to conventional wisdom and prior research, we find that retention increases achievement for third grade students and has little effect on math achievement for sixth grade students

Book excerpt: We use a reform that was recently implemented in Italy to investigate the effects on academic achievement of more stringent requirements for the admission to the next grade at upper secondary school. We study how such effects are mediated by changes in family and school inputs, and in the student commitment to learn all school subjects including those usually considered as marginal components of the curriculum. Geographical discontinuities in the implementation of the reform allow us to set out the comparison of similar students undergoing alternative progression rules, and to shed light on whether, and to what extent, the reform has worked as a tool to improve short-term achievement gains. We document differential effects across curricular tracks, picturing at best - depending on the data employed - a marginal improvement for students in academic schools. We instead find sharp negative effects of the reform in technical and vocational schools, where the students enrolled come from less privileged backgrounds.These findings are accompanied by a substantial increase in the number of activities out of the normal school hours in technical and vocational schools, but not in academic schools. Also, we find that the reform has left unchanged the various family inputs that we consider, and that parents did not provide extra economic support to students facing an increased threat of grade retention. However, in contrast with the documented effects on achievement, we find that schools reacted to the additional administrative burdens and costs imposed by the reform by admitting more students to the next grade. We thus conclude that the reform has had a negative effect on motivation and engagement of the most struggling students, thus exacerbating existing inequalities.

Book excerpt: Policymakers, educators, and activists have referred to the 40-year decline in the average number of Americans graduating high school on time as both an "epidemic" and a "crisis." Feeling the pressure to stop the tide of dropouts, schools have implemented an array of interventions primarily designed to support students academically, since research shows that failure in core high school classes is a critical predictor of dropout behavior. One of these interventions, remedial math and English coursework, is the focus of this study. Most of the existing research on remedial education examines the relationship between these classes and high school student achievement. However, this body of work does not indicate if remedial coursework helps students at risk of academic failure avoid dropping out of high school. Using data from the U.S. Department of Education's nationally representative Educational Longitudinal Study of 2002 ("ELS:2002"), this paper examines how remedial coursework relates to high school dropout behavior among a sample of 15,000 10th graders. Additionally, the study uses the baseline student-level achievement test data included in ELS:2002 to determine if the relationship between remedial coursework and dropping out differs across students' 10th grade achievement on mathematics and English tests. Results of the study confirm that remediation is not associated with a decreased likelihood of dropout behavior and support the conclusions of prior research showing that GPA is a major determinant of dropout propensity. Results also confirm that the relationship between being in remedial courses and dropping out does not vary by a student's level of achievement on standardized tests of reading and math ability.

Book excerpt: Abstract: Studies have shown that learning outcomes are related to the amount of time students engage in learning tasks. However, visits to schools have revealed that students are often taught for only a fraction of the intended time, particularly in lower-income countries. Losses are due to informal school closures, teacher absenteeism, delays, early departures, and sub-optimal use of time in the classroom. A study was undertaken to develop an efficient methodology for measuring instructional time loss. Thus, instructional time use was measured in sampled schools in Tunisia, Morocco, Ghana, and the Brazilian state of Pernambuco. The percentage of time that students were engaged in learning vis-à-vis government expectations was approximately 39 percent in Ghana, 63 percent in Pernambuco, 71 percent in Morocco, and 78 percent in Tunisia. Instructional time use is a mediator variable that is challenging to measure, so it often escapes scrutiny. Research suggests that merely financing the ingredients of instruction is not enough to produce learning outcomes; students must also get sufficient time to process the information. The quantity-quality tradeoff that often accompanies large-scale enrollments may be partly due to instructional time restrictions. Time wastage also distorts budgetary outlays and teacher salary rates. To achieve the Millennium Development Goals students must get more of the time that governments, donors, and parents pay for.
