The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. We speak for all the participants in offering our thanks to the NATO SCIentific Affairs Division, especially Secretary General Durand and Dr. Craig Sinclair, for rnei r- generosity and encouragement. WIthout them this book would not exist. We thank the Leverhulme Trust for enabling assistance to be provided to the Workshop Directors, in the form of lain Bate, who himself played a major part in the success of the meeting. The NATO Advanced Studies Institute program of the NATO Science Committee is a unique and valuable forum under whose auspices over one thousand international tutorial meetings have been held since the inception of the program in 1959. The ASI is intended to be primarily a high-level teaching activity at which a carefully defined subject is presented in a systematic and coherently structured program. The subject is treated in considerable depth by lecturers eminent in their fields and of international standing. The subject is presented to other experts or practitioners who will already have specialized in the field or possess an advanced general background appropriate to the topic. The ASI is aimed at an audience at the post-doctoral level. This does not exclude advanced graduate students or other senior participants with qualifications and achievements in the subject of the ASI or rclated areas. The approach of this book is to challenge the fundamental but flawed belief that a substantial and lasting peace dividend could be secured through market solution alone. The principal assertion is that market adjustment by itself cannot deliver such a dividend.The book focuses on the major aspects of the economic, business and security consequences of post Cold War defence expenditure reduction. Book excerpt: The NATO Science Programme, under the direction of the Science Com mittee, mounted in September 1986 a successful meeting which examined the structure and outputs of civil science in the Soviet Union. As a topical sectoral examination of the evolutionary state of the Soviet Union under those in separable and elusive twins, 'perestroyka' and 'glasnost', it was successful in providing the basis for assessments of the likely future role of Soviet scientists in the world scene. Such meetings are infrequent events in the Programme calendar; the Science Programme has concentrated for thirty years almost exclusively on supporting scientific mobility in the Alliance countries. This it does, essentially, through the funding under competitive conditions, of fellow ships, exchanges and meetings of researchers. Such activities are a response to unsolicited scientific demand from the Alliance R&D community which sees mobility as an essential part of scientific dissemination (rather lacking it would appear from the following accounts in the Eastern European countries). The Committee, however, does like to act upon its own behalf in supporting wider perceptions of the place of R&D in the world by examining, from time to time, topics of strong current interest. These have taken the form of the consideration of particularly pressing issues, as arose for example in the series of energy and material supply crises of the seventies.
