Available in PDF, EPUB and Kindle. Book excerpt: Reports of scandal and corruption have led to the downfall of numerous political leaders in Latin America in recent years. What conditions have developed that allow for the exposure of wrongdoing and the accountability of leaders? Enforcing the Rule of Law examines how elected officials in Latin American democracies have come under scrutiny from new forms of political control, and how these social accountability mechanisms have been successful in counteracting corruption and the limitations of established institutions. This volume reveals how legal claims, media interventions, civic organizations, citizen committees, electoral observation panels, and other watchdog groups have become effective tools for monitoring political authorities. Their actions have been instrumental in exposing government crime, bringing new issues to the public agenda, and influencing or even reversing policy decisions. Enforcing the Rule of Law presents compelling accounts of the emergence of civic action movements and their increasing political influence in Latin America, and sheds new light on the state of democracy in the region.

Book excerpt: This book stems from the CyberBRICS project, which is the first major attempt to produce a comparative analysis of Internet regulations in the BRICS countries – namely, Brazil, Russia, India, China, and South Africa. The project has three main objectives: 1) to map existing regulations; 2) to identify best practices; and 3) to develop policy recommendations in the various areas that compose cybersecurity governance, with a particular focus on the strategies adopted by the BRICS countries to date. Each study covers five essential dimensions of cybersecurity: data protection, consumer protection, cybercrime, the preservation of public order, and cyberdefense. The BRICS countries were selected not only for their size and growing economic and geopolitical relevance but also because, over the next decade, projected Internet growth is expected to occur predominantly in these countries. Consequently, the technology, policy and governance arrangements defined by the BRICS countries are likely to impact not only the 3.2 billion people living in them, but also the individuals and businesses that choose to utilize increasingly popular applications and services developed in BRICS countries according to BRICS standards. Researchers, regulators, start-up innovators and other Internet stakeholders will find this book a valuable guide to the inner workings of key cyber policies in this rapidly growing region.

Available in PDF, EPUB and Kindle. Book excerpt: The book examines the political importance of moral opposition to authoritarian rule in Chile, 1973-90, as a challenge to the government's systematic human rights' violations. It was initially led by the Catholic Church, whose primate founded an organisation to defend human rights: the Vicariate of Solidarity (1976-92). The book assesses the impact of moral opposition as a force for redemocratisation by tracing the history and achievements of the Vicariate. It also argues that such moral matters are often underestimated in regime transition analysis.

Available in PDF, EPUB and Kindle. Book excerpt: We live in a world governed by states whose enduring importance and domination of contemporary politics has been strikingly underlined by their renewed activism in the face of a global economic crisis. Yet the very nature of states remains deeply contested, with a range of competing theories offering very different views of how they actually do or should operate. In the past this competition has lead to deep ideological conflict – and even to war. In this major new work, John S. Dryzek and Patrick Dunleavy provide a broad-ranging assessment of classical and contemporary theories of the state, focusing primarily on the democratic state form that has come to dominate modern politics. The authors' starting point is the classical theories of the state: pluralism, elite theory, Marxism and market liberalism. They then turn to the contemporary forms of pluralism prevalent in political science, systematically exploring how they address central issues, such as networked governance, globalization, and changing patterns of electoral and identity politics. They proceed to analyse a range of key contemporary critiques of modern states and democracy that have emerged from feminism, environmentalism, neo-conservatism and post-modernism. Each approach is carefully introduced and analysed as far as possible in relation to a common set of issues and headings. Theories of the Democratic State takes the reader straight to the heart of contemporary issues and debates and, in the process, provides a challenging and distinctive introduction to and reassessment of contemporary political science.

Available in PDF, EPUB and Kindle. Book excerpt: The transformation of the BRIC acronym from an investment term into a household name of international politics and into a semi-institutionalized political outfit (called BRICS, with a capital ‘S’), is one of the defining developments in international politics in the past decades. While the concept is now commonly used in the general public debate and international media, there has not yet been a comprehensive and scholarly analysis of the history of the BRICS term. The BRICS and the Future of Global Order, Second Edition offers a definitive reference history of the BRICS as a term and as an institution—a chronological narrative and analytical account of the BRICS concept from its inception in 2001 to the political grouping it is today. In addition, it analyzes what the rise of powers like Brazil, Russia, India, China, and South Africa means for the future of global order. Will the BRICS countries seek to establish a parallel system with its own distinctive set of rules, institutions, and currencies of power, rejecting key tenets of liberal internationalism, are will they seek to embrace the rules and norms that define today’s Western-led order?

Book excerpt: The Democracy Sourcebook offers a collection of classic writings and contemporary scholarship on democracy, creating a book that can be used by undergraduate and graduate students in a wide variety of courses, including American politics, international relations, comparative politics, and political philosophy. The editors have chosen substantial excerpts from the essential theorists of the past, including Jean-Jacques Rousseau, John Stuart Mill, Alexis de Tocqueville, and the authors of The Federalist Papers; they place them side by side with the work of such influential modern scholars as Joseph Schumpeter, Adam Przeworski, Seymour Martin Lipset, Samuel P. Huntington, Ronald Dworkin, and Amartya Sen. The book is divided into nine self-contained chapters: "Defining Democracy," which discusses procedural, deliberative, and substantive democracy; "Sources of Democracy," on why democracy exists in some countries and not in others; "Democracy, Culture, and Society," about cultural and sociological preconditions for democracy; "Democracy and Constitutionalism," which focuses on the importance of independent courts and a bill of rights; "Presidentialism versus Parliamentarianism"; "Representation," discussing which is the fairest system of democratic accountability; "Interest Groups"; "Democracy's Effects," an examination of the effect of democracy on economic growth and social inequality; and finally, "Democracy and the Global Order" discusses the effects of democracy on international relations, including the propensity for war and the erosion of national sovereignty by transnational forces.
