Recognizing this need, the Water Environment Research Foundation (WERF) funded a research project to develop an integrated, conceptual framework for sustainable water resources management. Through WERF funding, this framework was developed over the past four years. Development of the framework was guided by the U.N. Agenda 21, Global Water Partnership, the Enlibra Principles, and Panarchy Theory. The conceptual framework for Sustainable Water Resources Management considers water as a renewable, but finite resource with global and regional constraints. It integrates ecological, economic, and social considerations through institutional and legal/regulatory constructs to move toward sustainable water resources. Implementation of the framework is guided by a process flow chart that considers both crisis management and proactive management activities. Sustainability is as much an outcome as a goal. If water resources are viewed within a total systems context and monitored, assessed and adaptively managed through time, sustainable water resources are the outcome.

The book begins with a section of introductory chapters describing water systems, institutions, constraints, and similarities in the following regions: Israel and the Middle East, Turkey, California, Florida, and Australia. Four of these regions face similar climates with wet winters and dry summers. Florida has a more even seasonal distribution of rainfall, yet it uses similar management strategies in controlling groundwater demand and water quality. The book concludes with a section on water management case studies. These case studies examine issues of conflict related to both water quality and water quantity. While the case studies address both international and intranational concerns in specific regions of the world, they portray broad principles that are applicable to many regions.

The framework and guidelines were developed to enable expert teams of the Inter-American Development Bank to incorporate capacity-building considerations into water-related projects. The framework and guidelines were tested in four countries with different physical, social and economic environments in Latin America and the Caribbean. Using this framework, it is possible to identify shortcomings in existing water management arrangements and to formulate interventions at and between the constitutional, organizational, and operational levels. To guide the formulation of interventions, an ideal IWRM situation is formulated. Due to the temporal and spatial specificity, a desired IWRM situation is formulated in a process which consists of ten operational steps. This process is based on an extensive consultation and participation of all relevant stakeholders. The fields of interventions concern awareness creation, policy development, legal and financial arrangements, human resources development and management information and decision support systems.

Another assumption behind the science–policy gap is the discrepancy between scientists and policy makers in terms of culture, process, timing, language and expected outcome. This book tries to reconcile this discrepancy through a multi-stakeholder approach to authoring its different articles. This joint initiative between the OECD – particularly its Water Governance Initiative – and the International Water Resources Association seeks to provide a canvas for grounding water policy in science, and vice versa. Book excerpt: The purpose of this book is to develop a general economic model which integrates the quantity and quality issues of water resource management and to provide, along with a detailed criticism of the policy instruments now in use, alternative proposals concerning the efficient allocation and distribution of water. In particular we treat water as a multi-product commodity where the market plays a major role in determining water quality-discriminant pricing and its value to the user. We examine the process of moving from administrative allocation and regulation to privatization of the water industry as the key element in promoting effective competition and in providing economic incentives for greater efficiency. Water quantity and quality, considered independently of each other, have been the subject of numerous studies during the last twenty years. Let us recall briefly the most outstanding among them. A variety of models have been constructed concerning the optimal scheduling and sequence of water-supply projects: dynamic programming for solving multi-bjective functions in water resource development; planning models for coordinating regional water-resource supply and demand, etc. Other studies have devised water-quality management models, including multi-period design of regional or municipal wastewater systems; cost-allocation methods to induce effluent dischargers to participate in regional water systems; models to predict the quality of effluent (in particular, whether it meets certain established standards); models for finding optimal waste-removal policies at each of the polluting sources, and so on.

Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.
