El mito esconde importantes dosis de xenofobia y de criminalización de personas que simplemente han atravesado irregularmente una frontera o se hallan con una documentación caducada.El respeto de los Derechos Humanos de las personas en situación irregular no siempre se produce en nuestros democráticos Estados de Derecho{ en ellos surge con demasiada frecuencia el cinismo del doble o triple lenguaje. El respeto efectivo de los Derechos Humanos (universales, indivisibles, interdependientes, inalienables e irrenunciables) interesa a todos y a todas. Cuando algún grupo de personas sufre su violación, otras personas (en esta hipótesis, muchos ciudadanos de la Unión) no se dan cuenta de que se cuestiona, sufre y peligra la misma esencia de la democracia.

It has been suggested that the unification of substantive law through international conventions constitutes one way to achieve this outcome. This book shows that the drafting of uniform substantive law convention cannot prevent forum shopping. The reasons are classified into two main categories: convention-extrinsic and convention-intrinsic reasons. The former category comprises those reasons upon which uniform substantive law conventions do not have an impact at all. These reasons range from the costs of access to justice to the bias of potential adjudicators to the enforceability of judgments. The convention-intrinsic reasons, on the other hand, are reasons that relate to the nature and design of uniform substantive law conventions, and include their limited substantive and international spheres of application as well as their limited scope of application, the need to provide for reservations, etc. This book also focuses on another reason why forum shopping cannot be overcome: the impossibility of ensuring uniform applications and interpretations of the various uniform substantive law conventions.

Exploring the discourses and actions of two contrasting population groups, rarely studied in tandem, within these cities--popular-settlement residents and professionals in the planning and construction sector--this study analyzes how each is involved in house designs and neighborhood consolidation. Ideas, ambitions, and power relations come into play at every stage of the production and use of urban space, and as a result individual decisions about both house designs and the urban layout influence the development of the urban fabric. Knowledge about intermediate cities is crucial in order to understand current trends in the predominantly urban societies of Latin America, and this study is an example of needed interdisciplinary scholarship that contributes to the fields of urban studies, urban anthropology, sociology, and architecture.

Book excerpt: Between 1840 and 1920, Cuba abolished slavery, fought two wars of independence, and was occupied by the United States before finally becoming an independent republic. Tiffany A. Sippial argues that during this tumultuous era, Cuba's struggle to define itself as a modern nation found focus in the social and sexual anxieties surrounding prostitution and its regulation. Sippial shows how prostitution became a prism through which Cuba's hopes and fears were refracted. Widespread debate about prostitution created a forum in which issues of public morality, urbanity, modernity, and national identity were discussed with consequences not only for the capital city of Havana but also for the entire Cuban nation. Republican social reformers ultimately recast Cuban prostitutes--and the island as a whole--as victims of colonial exploitation who could be saved only by a government committed to progressive reforms in line with other modernizing nations of the world. By 1913, Cuba had abolished the official regulation of prostitution, embracing a public health program that targeted the entire population, not just prostitutes. Sippial thus demonstrates the central role the debate about prostitution played in defining republican ideals in independent Cuba.
