Book excerpt: This Report deals with the investigation into the conduct of Mr Simon Hughes: that he failed to register six donations to his local party received from four named companies over six years despite the links he had with the donors; that he failed to declare two of these financial interests, in the House and in the Public Bill Committee on the Scrap Metal Dealers Bill; that he failed to declare two of these financial interests when approaching another Member and local councillors; and that he arranged one meeting which amounted to lobbying for reward or consideration, contrary to the rules of the House. The Committee agrees that the meeting Mr Hughes arranged to discuss a local development did not constitute a breach of the lobbying rules. There was no attempt to conceal the donations to Mr Hughes's local party, which were reported to the Electoral Commission, although there was a failure to include them in the Register of Members' Financial Interests, and a failure to declare interests. The publication of the Commissioner's memorandum sets on record Mr Hughes's failures to declare appropriately. Mr Hughes apologised at the outset. The Committee recommends that he now registers any outstanding interests; late registrations will appear in bold italics. Nonetheless there is concern that a Member of Mr Hughes's seniority and experience should have failed to observe The Code of Conduct over such a long period and failed to seek advice from the Registrar. Mr Hughes should apologise by way of a Personal Statement to the House.

Book excerpt: On 30 April 2009 the House of Commons agreed a Resolution which required Members to furnish the Registrar with details of: precise amount of each individual payment in relation to any interest; the nature of the work carried out in return for that payment; the number of hours worked during the period to which the payment relates; and except where disclosure of the information would be contrary to any legal or established professional duty of privacy or confidentiality, the name and address of the person, organization or company making the payment. Such interests are to be registered whether or not their value in any given year exceed on per cent of the current Parliamentary salary and the provisions to apply whether or not the interest in question depends essentially upon, or arises out of the Member's position as a Member of Parliament. This report reviews, in consultation with the Parliamentary Commissioner for Standards, the operation of the Resolution. The Committee concludes recommending that the Resolution be amended so that payment be registered only where its value exceeds one tenth of one per cent of the current Parliamentary salary or where the total value of payments from the same person, organization or company in a calendar year exceeds one per cent of the current Parliamentary salary.

Book excerpt: The focus of this report is Baroness Uddin's use of the Members' Reimbursement Scheme from May 2005 onwards, regarding her designation of three successive properties - in Frinton on Sea, Maidstone and Wapping, London - as her main residence. The last of these, designated on 1 January 2010, has been Lady Uddin's family home since 1993. The Sub-committee on Lords' Conduct found that Lady Uddin's interpretation of "main residence" was unreasonable. The designation of the Frinton and Maidstone properties was a deliberate misrepresentation of her position and the travel claims were made with the intention of substantiating her designation of her main residences. In total, the Sub-committee calculated that she wrongly claimed £125,349.10 over the period in question. Lady Uddin appealed to the full Committee against the Sub-committee's findings and recommendations. The Committee upholds the finding on the sum wrongly claimed, and recommends that she makes a personal statement of apology to the House and is then suspended from the House for three years or until she has repaid the sum wrongly claimed, whichever is the later.
