The nature of this change, however, may differ during different stages of the economic transition. This paper investigates the increase in income inequality in urban China during two phases of economic reform: a moderate reform era (1988-95) and a radical reform era (1995-99). It is found that although income inequality increased considerably during both stages, the nature and causes of the increase are different. In the moderate reform period, the increase in inequality was a result of some parts of society sharing more of the economic gain than others, and the main cause of this inequality is regional income dispersion. During the radical reform period income reductions at the lower end of the distribution is observed, and it is mainly due to the large-scale unemployment generated by labor reallocation.

Book excerpt: In the past 20 years the average real earnings of Chinese urban male workers have increased by 350 per cent. Accompanying this unprecedented growth is a considerable increase in earnings inequality. Between 1988 and 2007 the variance of log earnings increased from 0.27 to 0.48, a 78 per cent increase. Using a unique set of repeated cross-sectional data this paper examines the causes of this increase in earnings inequality. We find that the major changes occurred in the 1990s when the labour market moved from a centrally planned system to a market oriented system. The decomposition exercise conducted in the paper identifies the factor that drives the significant increase in the earnings variance in the 1990s to be an increase in the within-education-experience cell residual variances. Such an increase may be explained mainly by the increase in the price of unobserved skills. When an economy shifts from an administratively determined wage system to a market-oriented one, rewards to both observed and unobserved skills increase. The turn of the century saw a slowing down of the reward to both the observed and unobserved skills, due largely to the college expansion program that occurred at the end of the 1990s.

Under the Balassa-Samuelson effect, nontradeables cost more in richer areas, so nominal inequality exceeds real inequality. This especially matters in China, where spatial cost of living differences should grow with recent development of urban housing markets. We use new data on apartment prices in 104 cities in China to develop housing-related spatial deflators. The level of spatial inequality in urban China is overstated by 27% if cost of living differences are ignored. Our hedonic analysis of 41,000 individual apartment sales shows that most price variation is between areas, rather than from features of individual apartments. The dominant trend in the reform era is for regional inequality in China to decline, contrary to the common perceptions. In nominal terms, the Theil index for interprovincial inequality in 2016 is just 46% of its 1978 level. The current results imply that the fall in inequality in real terms would be even greater.

Yet the benefits of growth have not been evenly distributed across the country. This dissertation provides an up-to-date evaluation of the research and debates regarding China's regional inequality. In addition to systematically reviewing and synthesizing the voluminous studies on this topic, we conduct various quantitative and qualitative analyses to explore the undiscovered issues in the literature. In Part 1, we examine how sensitive China's regional inequality, in terms of its magnitude and trend, can be to different measurements. The evolution of uneven regional development indicates that both government policies and market forces play an important role in shaping regional inequality. Changes in China's regional inequality in the reform period mirror a large number of elements of various economic theories. In Part 2, we apply two broad empirical approaches to investigate multiple and complex forces behind regional inequality step by step. It is argued that China is not an exception in that market mechanisms shape regional inequality as elsewhere. But the prominent role of government policies in triggering and enhancing regional inequality stands out as the Chinese character. To achieve "growth with equity", China should not treat direct redistribution as a panacea. It should rather implement policies to propel and assist the market to function smoothly so as to accelerate spillover effects and generate self-sustaining growth in the backward interior regions.

Book excerpt: Gender earnings differentials in urban China by region and their changes during the first decade of economic reform are examined. It is found that the female-male earnings ratio increased during the early stage of reform. The male earnings premium, overall, showed an increasing trend in the later stage of reform. Decomposition of the gender earnings differential reveals that a relatively lower percentage of the differential could be explained by gender differences in productive characteristics in the fast growing regions and in regions with a rapid pace of reform. The cross-sectional results highlight the possible existence of gender discrimination, particularly in the later stages of economic reform and development. Both market competition and the effects of wage decentralization play a role in shaping the gender earnings differentials. Gender earnings differentials varied by region and over time, generally in tandem with the pace of economic reform and development. The decomposition of the over time changes in the earnings gap indicated that improvement in the productive characteristics of females during the reform period constantly enhanced the earnings of females relative to those of males. The changes over time in the return to female characteristics, however, work to counter any narrowing of the gender earnings gap.

Book excerpt: Using annual urban household survey data from 6 provinces in different regions of China, we analyze the rapid increase in earning inequality of urban China from 1988 to 2003. We describe overall and residual inequality trends and use quantile regression to address the relationship between education and earning inequality. We find that returns to education are higher for the low earning individuals in the first half of this period conditional on their observable characteristics. This suggests that education has a negative impact upon within-group earning inequality. However, the situation is reversed during the recent half period. Using the Quantile-JMP decomposition technique we partition the observed distribution of earnings into "price" components (earning coefficients) and "quantity" components (labor force composition) and calculate, through simulation, the impact of education on changes in overall earning dispersion. The decomposition shows that the rise of earning dispersion between 1988 and 2003 is almost entirely accounted for by prices rather than quantities, and it attributes a large proportion to the overall effect of education. From 1988 to1997 education serves as the equalizing force to decrease earning inequality but it is the primary driving force which increases the earning inequality between 1997 and 2003. The empirical analysis also reveals that the overall effect of college and above education category on the growth of earning inequality is the most pronounced one.
