Available in PDF, EPUB and Kindle. Book excerpt: Volume Three of the Classics of Comparative Policy Analysis, contains chapters concerned with "Regional Comparisons and Policy Analysis" – one of the most prevailing approaches in comparative public policy. Through the prism of inter-jurisdiction comparisons of similarities and variations, they address comparisons in specific policy sectors, governance or institutional constructs, and political regimes. The foci are, nevertheless, on those comparisons between countries or regions, which help to lesson-draw by identifying and understanding the variation in policy analysis and policy making that exists within or across regions. One benefit of regional comparisons is that it often allows studies to hold constant many variables, ranging from colonial legacy to federal systems, or from language to specific traditions, and more effectively isolate dependent variables. Regional organizations like the Organization for Economic Co-operation and Development (OECD) or European Union are also considered as catalysts for regional policy approaches and harmonization, and occupy a major role in this volume. The chapters address a broad and diverse number of countries and geographical areas: Latin America, North America, East Asia, Southeast Asia, Southern Africa, the Baltic states, the Nordic states, Western Europe, Central Europe, Eastern Europe, and Europe as a whole. "Regional Comparisons and Policy Analysis" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume showcases a different new chapter comparing domains of study interrelated with comparative public policy: political science, public administration, governance and policy design, authored by the JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie A. Pal and B. Guy Peters.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 2009 Regional Studies Association Best Book Award! Since the early 1980s, the region has been central to thinking about the emerging character of the global economy. In fields as diverse as business management, industrial relations, economic geography, sociology, and planning, the regional scale has emerged as an organizing concept for interpretations of economic change. This book is both a critique of the "new regionalism" and a return to the "regional question," including all of its concerns with equity and uneven development. It will challenge researchers and students to consider the region as a central scale of action in the global economy, and at the core of the book are case studies of two industries that rely on skilled, innovative, and flexible workers - the optics and imaging industry and the film and television industry. Combined with this is a discussion of the regions that constitute their production centers. The authors’ intensive research on photonics and entertainment media firms, both large and small, leads them to question some basic assumptions behind the new regionalism and to develop an alternative framework for understanding regional economic development policy. Finally, there is a re-examination of what the regional question means for the concept of the learning region. This book draws on the rich contemporary literature on the region but also addresses theoretical questions that preceded "the new regionalism." It will contribute to teaching and research in a range of social science disciplines and this new paperback edition will also make the book more accessible to students and researchers in those disciplines, those individuals who will influence the re-structuring economies of the 21st century.

Book excerpt: Flexible Incentives for the Adoption of Environmental Technologies in Agriculture identifies and structures more flexible economic incentives for the achievement of environmental goals in agriculture. It provides a conceptual framework and presents case studies that analyze how flexible incentives can address environmental problems that are caused by agricultural production. The book brings together economists, agency personnel and political economists for the purpose of exploring how new cutting-edge economic tools could be developed and applied to environmental problems. The goal of the book is to complement and to expand the economic theory of environmental regulation and technology adoption with new research findings. The key theme of this book is the important role technology takes when addressing environmental problems. New technologies and technical development are broadly defined to include economic instruments, innovative ways to communicate environmental information, new economic institutions, and education. This book is designed for public and private policymakers, government analysts, teachers, researchers and students who specialize in the fields of natural resources, agricultural economics and environmental regulation. It provides a fresh perspective on what types of incentives may be used to lead us to the desired environmental outcomes and offers new ideas about the types of economic instruments that may achieve these outcomes.

Book excerpt: Available online: https://pub.norden.org/nord2021-023/ The Nordic and Baltic countries are highly developed when it comes to digitization of the public sector. However, the fast-paced technological developments in the public sector have not only provided new opportunities, but has also led to higher expectations in relation to the quality of public services. Consequently, there is a need for public authorities to procure and implement new technological solutions across complex public organisations. This publication presents a mapping of the current state of GovTech in the Nordic-Baltic region and examines the associated challenges and opportunities. Finally, the report proposes five recommendations to accelerate the use of GovTech in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This report considers how to make pay more market-facing in local areas for NHS Agenda for Change (AfC) staff and recommends market-facing pay to support recruitment and staff retention. The AfC system is perceived as fair and objective by all parties, supports stable industrial relations, and is viewed as compliant with equal pay principles. Analysis does not provide firm evidence for further investment in additional market -facing pay in the NHS at this time and further development of AfC is needed to meet the challenges and cost pressures in the NHS. AfC is considered the appropriate vehicle through which to develop market-facing pay as it already has positive features for it. The Review Body therefore specifically recommends a fundamental review of high cost area supplements, appropriate use of local recruitment and retention premia, and regular review of AfC, including its flexibilities, with any necessary negotiations brought to a conclusion at a reasonable pace
