This book was released on 2020-01-17 with total page 79 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deeper economic integration within the Caribbean has been a regional policy priority since the establishment of the Caribbean Community (CARICOM) and the decision to create the Caribbean Single Market and Economy (CSME). Implementation of integration initiatives has, however, been slow, despite the stated commitment of political leaders. The “implementation deficit” has led to skepticism about completing the CSME and controversy regarding its benefits. This paper analyzes how Caribbean integration has evolved, discusses the obstacles to progress, and explores the potential benefits from greater integration. It argues that further economic integration through liberalization of trade and labor mobility can generate significant macroeconomic benefits, but slow progress in completing the institutional arrangements has hindered implementation of the essential components of the CSME and progress in economic integration. Advancing institutional integration through harmonization and rationalization of key institutions and processes can reduce the fixed costs of institutions, providing the needed scale and boost to regional integration. Greater cooperation in several functional policy areas where the region is facing common challenges can also provide low-hanging fruit, creating momentum toward full integration as the Community continues to address the obstacles to full economic integration.

Book excerpt: This book offers a theoretical and substantive analysis of intra-Caribbean migration, perception of regionalism, and the construction of identities among Caribbean nationals. Through a multi-methods study in the 15 member countries of the Caribbean community, Oral Robinson explores how intra-Caribbean migrants experience living within different member countries, and how these experiences and perceptions influence ideas about citizenship, belonging, and identity. Responding directly to the lack of scholarship on how Caribbean nationals feel about integration and/or free movement within their own countries and other Caribbean countries, this volume attempts to understand Caribbean societies historically, theoretically, and methodologically; proposes bases of social identities in the Caribbean; and examines how intra-Caribbean migrants negotiate their identities and narrate their lived experiences as intra-Caribbean migrants. The book offers policy solutions based upon its findings, reconciling practice, theory, and migration policies in the Caribbean.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses a major gap in the longstanding research on regional organisations: how do their finances work and what do they reveal about the region-building process? It brings together an empirically rich collection of chapters written by experts of regional organisations in Latin America, Africa and Asia. Based on the insights on thirteen regional organisations as well as two chapters dedicated to the influence of external funders, the editors develop typologies to cluster regional organisations according to their financial characteristics: the size of budgets, the sources of funding and the criteria to calculate contributions. Through analysing the process of budgeting and resourcing, the book sheds light on the different nature and functioning of these organisations existing outside of the Global North and puts a specific emphasis on regional organisations in the area of security in Africa and the Global South. It provides explanations to why members pay or do not pay and how budgeting works, and it deals with data availability, the role of donors, overlapping regionalism, cultural transfers between regional organisations and the impact on regional actorness. This volume will be of key interest to scholars and students of African studies and politics, the Global South, the finances of international organisations, comparative regionalism, international political economy and international relations.

Book excerpt: In 1987 St. Vincent's Prime Minister James Mitchell called on his fellow Prime Ministers in the Eastern Caribbean to merge their separate countries into a single state. He argued that individually they had exhausted the possibilities of separate independence and they could only pursue regional and international development and indeed economic survival by pooling their scarce resources to combat common problems. By the end of the year all the Leeward Islands rejected the initiative although it remained very much alive among the governments of the Windward chain, Grenada, St. Vincent and the Grenadines, St. Lucia and the Commonwealth of Dominica. During the next eight years, efforts of the Windward Islands to merge were debated but the initiative for unification ultimately died. Through extensive interviews and analyses of primary documents, Lewis paints a compelling picture of island and regional jealousies and conflicting economic priorities, which prevented the Windward and Leeward Islands from cooperating and which ultimately destroyed the movement for political unification in the Windwards. Ultimately, the unification movement failed because the process was dominated by elites a

This report, however, embraces a vision of hope: one that illustrates the many ways in which the region can act to ensure its future security and prosperity. It envisages a day when authoritarianism, occupation, foreign domination and all forms of discrimination end. A vision of human development and economic prosperity implies that citizens are free to voice their opinions and practice their beliefs without fear, the rule of law applies equally to all, and the basic necessities for a decent life are affordable even for the least fortunate. It calls for choices to be made in order to lay the foundations of an inclusive society, so as not to slip further into a spiral of deepening violence, instability and recession that would undermine development for generations to come. This report presents a vision of improved governance, advanced social justice and human well-being, transformed economies, and intensified regional integration; in short, an Arab region at peace, stable and prosperous.

In this collection, the contributors illustrate that Caribbean people s similarities far outweigh any drawbacks from their diversity. The survival and success of regional institutions in health, social services, youth empowerment, education and agriculture, among others, have served to create a common bond of understanding and appreciation of the oneness of the Caribbean people. While the regional integration movement is primarily an institutional activity, its success will depend largely on the impact on the people of the region by these institutions. The contributors argue that an approach which puts people a the centre of development is necessary for the construction and effective functioning of the CARICOM Single Market and Economy the linchpin of Caribbean survival in the new globalized dispensation. Book excerpt: "With the launch of the CARICOM Single Market and Economy and the Caribbean Court of Justice, the Caribbean Community has taken major steps to promote closer and more intensive forms of economic cooperation among its constituent members. This effort requires the adoption of innovative approaches to regional governance and creative regional development strategies aimed at maximizing the exercise of sovereignty within the Community and also optimizing the development possibilities of the region. The 30th anniversary of the establishment of the Caribbean Community in 2003 marked an important milestone in the historical evolution of regional integration in the Caribbean. Caribbean Imperatives focuses on several important topics relevant to the future of the community by addressing issues such as the conception of the Caribbean Community; integration theory; the exercise of sovereignty; the Single Market and Economy; production integration; the external relations of the community; and the importance of multilateralism for the viability of small states in the international system. The analysis contained in the volume is extremely relevant to policy makers in the region in managing the transition to more intensive forms of regional integration aimed at improving the well-being of the people of the Caribbean.
