Book excerpt: This thesis presents a sub-national comparative analysis of the nexus between migration and development using the case of two disparate migrant communities (from the Upper East and Eastern regions of Ghana) in the UK. The aim is to examine how inherent socio-economic inequalities prior to emigration impact on emigrants' migration patterns, experiences, transnational activities and, ultimately, development outcomes at the micro and meso levels in the sending country. I argue, in this thesis, that the focus by development economists and most migration researchers on national-level macro analysis, as well as 'location specific' or single-site sub-national analysis, of the centrality of remittances to the enhancement of development at 'home' masks important nuances that are revealed by a comparative sub-national analysis. This study uses a case study approach, whereby two migrant communities are investigated in detail within their pre-migration contexts. This allows for a deeper understanding of how transnational migration practices and/or processes are influenced by, and influence their context. It examines regional socio-economic inequalities and the interconnections between migration stage, spatial scales and local development. This is achieved through a fifteen-month fieldwork using multiple research methods (key-informant interviews, in-depth structured and semi-structured interviews, surveys, participant observation and library research) in order to corroborate and triangulate findings from different sources. The thesis takes a spatiotemporal perspective in the migration-development nexus debate. Respondents for this research include economic migrants and refugees/forced migrants. Among others, I conclude that globalisation and access to effective, yet relatively cheap, technological and communications facilities have bolstered individualistic migratory decision making thus reducing the centrality of the family or household as the unit of analysis in the causes and consequences of migration discourses. Overall, the thesis aims to contribute a new, broader, and more inclusive perspective to migration research by arguing that migration-development phenomena are better appreciated through a comprehensive approach that encompasses migrants and sending communities and underlines the relationship between the two within a sub-national context.

Book excerpt: Migration from and within Africa, just like migration elsewhere in the world, often generates anti-immigrant sentiment and ignites heated public debate about the migration policies of the destination countries. These countries include South Africa as well as others outside the continent. The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.

The movement of people across country borders, especially from less developed to richer countries, has a substantial impact in several dimensions. First, it affects the migrants themselves by allowing them to achieve higher income as a result of their higher productivity in the destination country. It also increases the expected income for their offspring. Second, it affects the destination country through the impact on labor markets, productivity, innovation, demographic structure, fiscal balance, and criminality. Third, it can have a significant impact on the countries of origin. It may lead to loss of human capital, but it also creates a flow of remittances and increases international connections in the form of trade, FDI, and technological transfers. This paper surveys our understanding of how migration affects growth and inequality through the impact on migrants themselves as well as on the destination and origin countries.

As the country achieves moderate to significant economic gains driven (in part) by the country’s diaspora communities, the desire to migrate has intensified. Migration is now synonymous with social mobility and self-improvement. It has been found that existing class and status inequalities are analytically inseparable from the social and cultural processes underpinning the motivations behind Ghanaian migration. Migrant class and socioeconomic attributes are closely intertwined, reinforcing and operating at every level of the migration decision-making to influence the motivation to migrate, the type and form of migration, the direction of the migration, its timing, and ultimately the outcomes and expectations that migrants associate with their decision to migrate. From a historical and contemporary perspective, this book argues that power and class-based structural relationships are significant components in understanding how migratory diasporas shape and are shaped in turn by social class and inequality. The social class identities that Ghanaian immigrants manifest in the United States are often based on immigrant formulations and importation of class dynamics from the home country. These identities are then transformed in the countries of destination and replayed or relived back home, thereby creating multiple class identities that are powerful forces in inducing social changes. In essence, migrant social class attributes formed before and post-migration is significant because it holds the possibilities of transforming the social structures of migrant-sending countries. As migrants return home and seek reintegration into the body polity of the home society, conflicts emanating from changes in their class dynamics may hinder or promote sociocultural and economic development. Hence, the imperative of the central government is to understand and incorporate into national development planning the social class characteristics of its citizens who are leaving, as well as those who are returning.

Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.
