Available in PDF, EPUB and Kindle. Book excerpt: "Regional development banks (RDB) have become increasingly important in the world economy, but have also been relatively under-researched to date. This timely volume addresses this lack of attention by providing a comprehensive, comparative, and empirically informed analysis of their origins, evolution, and contemporary role in the world economy through to the second decade of the twenty-first century. The editors provide an analytical framework that includes a revised categorization of RDB by geographic operation and function. In part one, the chapter authors offer detailed analyses of the origins, evolution, and contemporary role of the major RDB, including the Inter-American Development Bank, the African Development Bank, the Asian Development Bank, the European Investment Bank, the Central American Bank, the Andean Development Corporation, the European Bank for Reconstruction and Development, and the Asian Infrastructure Investment Bank. In part two, the authors engage in comparative analyses of key topics on RDB, examining their initial design and their changing business models, their shifting role in promoting policies supported by the United States as hegemon and the private sector. The volume ends with a critical reflection on the role played by RDB to date and a strong defence of the need for these banks in an increasingly complex world economy"--Publisher's description.

Book excerpt: As pillars of the post-1945 international economic system the Regional and Sub-Regional Development Banks (RSDBs) have long been considered mini-World Banks, reiterating the policy approach of the largest official multilateral development lender in the world. The main objective of the collection is to identify what role the RSDBs play in global economic governance and why. This edited collection draws together cutting edge original research on these understudied institutions. In the burgeoning sub-field of global economic governance as well as the broader study of international organisations (IOs), too often the focus remains on the World Bank and the International Monetary Fund (IMF). Second-order IOs, such as the RSDBs, receive much less attention despite their longevity and regional importance. This volume corrects this oversight by bringing together methodologically diverse research on the RSDBs that interrogates the role and impact of these organisations in global economic governance. The book investigates: the African Development Bank (AfDB); the Asian Development Bank (AsDB); the Inter-American Development Bank (IDB), and the European Bank for Reconstruction and Development (EBRD) and select sub-regional development banks in comparison to the World Bank Group. This work will be of great interest to students and scholars of IPE, IR and Development Studies.

Book excerpt: This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.

Focusing on the dichotomy between their banking and development roles, we learn that regional development banks are potentially critical catalysts in the fight against poverty, even with their institutional limitations.

Book excerpt: We use loan-level data on syndicated lending to a large sample of developing countries between 1993 and 2017 to estimate the mobilization effects of multilateral development banks (MDBs), controlling for a large set of fixed effects. We find evidence of positive and significant direct and indirect mobilization effects of multilateral lending on the number of deals and on the total size of bank inflows. The number of lending banks and the average maturity of syndicated loans also increase after MDB lending. These effects are present not only on impact, but they last up to three years and are not offset by a decline in bond financing. There is no evidence of anticipation effects and the results are not driven by confounding factors, such as the presence of large global banks, Chinese lending and aid flows. Finally, the economic effects are sizable, suggesting that MBDs can play a vital role to mobilize private sector financing to achieve the goals of the 2030 Development Agenda.

Book excerpt: Comparison of the origins, membership, structure and evolution of three regional development banks, namely the African development bank, the Asian development bank and the IDB in America - argues that, although the institutions concerned evolved differently, none of them has been significantly successful in shifting the balance of control of economic aid funds in favour of the developing countries whose needs they are intended to serve, and includes a set of recommendations for the strengthening of regional banks. Book excerpt: The crisis of the current global financial order is challenging us to critically reflect on how this order has been driven, and the development outcomes produced by its central political and economic actors. There is a great deal of academic knowledge about the role of the international financial institutions, powerful states and capital markets in international development, but there is little understanding of how regional dynamics and regional institutions influence global governance and developing countries. This book offers an independent and grounded investigation concerning the political economic role of Regional Development Banks through a study of the world’s leading regional development bank, the Inter-American Development Bank (IDB). The book examines the political economy of the IDB and its role in regional and national development during the neoliberalisation processes of the 1990s. In particular, the investigations explore the IDB’s power in regional and national development – via its technical, political and financial interventions – to frame policy alternatives, absorb opposition forces, support specific coalition forces and justify a particular direction of development, all in order to legitimize specific political economic projects directed by market-led pro-reform coalitions aligned with global financial forces and financial development guidelines. This book will be relevant to scholars and professionals interested in the international and regional political economy of development financing.

Book excerpt: This book provides a comprehensive overview and insight of virtually all multilateral institutions involved in lending for international socio-economic development. The analysis covers twenty-five MDBs globally by classifying them in three groups based on geographical lending outreach. Unlike similar books and articles, which treat MDBs as banks, this book offers a novel perspective by addressing the specifics of multilateral lending institutions, revealing multiple aspects of their operations, going beyond the “bank” concept towards “knowledge bank,” “change agent,” and even “benchmark setter.” The book reflects on the key role of most MDBs in inspiring and advancing sustainable economic development through transfer of knowledge and funding towards addressing multiple global challenges for the benefit of practitioners, consultants, government officials, borrowers, and researchers interested in MDBs.

Available in PDF, EPUB and Kindle. Book excerpt: The shift of people from rural areas to cities and urban towns in developing and emerging economies is one of the most profound demographic changes happening globally. Cities all over the world offer significant opportunities to transform human well-being, catalyze economic development, and serve as incubators for new ideas. Rapid urbanization is often linked to improved economic opportunities, better access to health and education services, and improved living conditions. However, underinvestment in infrastructure and services and weak urban governance, planning and financing frameworks can undermine urbanization’s potential to serve as the engine of green and inclusive growth and development.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
