Book excerpt: This study has been prepared by the Group of Governmental Experts on Regional Disarmament appointed by the Secretary-General to assist him in carrying out a systematic study of all the aspects of regional disarmament, as requested in paragraph 3 of resolution 33/91 E adopted by- the General Assembly on 16 December 1978. The Secretary-General notes that, whereas certain important regional measures have already been adopted and other measures are currently under negotiation, the study indicates that there is considerable room for further efforts in this direction. The study further indicates that disarmament efforts in a regional context, while not being a substitute for efforts at the global level, could greatly facilitate the achievement of global disarmament measures.

This book was released on 1999-10-12 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: The topic of biological weapons and the issues of arms control and disarmament are addressed in Middle East regional perspective. This requires that the subject be dealt with not as a separate category but within the overall context of the Middle East military balance. This taken into consideration, the different approaches to unconventional and mixed arms control are addressed in terms of how they affect the national interests of regional states, and in what form they are most likely to appear as increasing rather than diminishing their security. The US-USSR nuclear arms control effort during the Cold War is advocated as a process model for the Middle East. It provides a way to disarm the most heavily-armed regional powers of their most dangerous weapons without damaging their respective national interests. The voluntarism inherent in this approach respects the sovereignty of the region's several states, thereby overcoming both the Israeli distrust of international organizations and treaties and the Arab distrust of the partiality of the American superpower. The further recommendation to marry the US-USSR arms control negotiation model to the Middle East theater and its long history of negotiated military agreements, beginning with the Arab-Israeli armistice agreements in 1948-49, contains the additional benefit of separating the military requirements of arms control from the political shackles of a declining Middle East peace process. Israel's objection is that the Arms Control and Regional Security Committee, part of the multilateral track of the peace process, does not include states like Iran, Iraq, Syria and Libya - the states by which Israel says it is most threatened. The remodeling of Middle East arms control according to Cold War standards enables the inclusion of those proliferating states which are not prepared to enter into political and economic normalization or security cooperation with Israel, but whose arms races with Israel and with one another are creating an ever more dangerous regional environment.

Book excerpt: Since the end of the Cold War, the Middle East has been the focus of various projects for the establishment of arms control (including CBMs) regimes. Whereas some of these projects were initiated at the global level, others were discussed and debated at the regional level. This book analyses the global and regional dynamics of arms control in the Middle East in the post-Cold War era. It examines American and European arms control projects, the contexts in which they were presented, the reactions of major regional actors, and their impacts on arms control efforts in the region. It assesses Arab perceptions of the motivations for and constraints on establishing arms control regimes. It also explores the prospects of regional arms control in the context of the ongoing Arab Spring with its ramifications for Arab regional politics, and provides a new perspective on arms control in the Middle East. This volume enriches the ongoing discourse, which to date has been dominated by mainly Western perspectives.

Book excerpt: The initial years of the new millennium have seen little substantive progress in nucleararms control. Recent challenges for nuclear non-proliferationinclude: the non-entry into force of the Comprehensive Test Ban Treaty (CTBT); the 1998India and Pakistan nuclear weapon tests; the withdrawal of North Korea from the NonproliferationTreaty (NPT); the ambiguous status of Iran's nuclear energy developmentprogramme and past Iraqi NPT violations under Saddam Hussein. The strategy of establishing regional NWFZs is generally seen as both a non-proliferation and security-enhancing measure for the regions themselves, and as a partial step towards the eventual global elimination of nuclear weapons. Currently some 107 countries and the larger part of the globe are part of regional NWFZs while NWFZs for such conflict-prone areas such as the Middle East, South Asia, Northeast Asia and Central and Eastern Europe are in various stages of consideration.

Book excerpt: This book examines the issue of nuclear disarmament in different strategic, political, and regional contexts. This volume seeks to provide a rich theoretical and practical insight to one of the major topics in the field of international security: global abolishment of nuclear weapons. Renewed calls for a nuclear weapons-free world have sparked a wide academic debate on both the attainability of such goal and the steps that should be taken. Comparably less attention, however, has been paid to theoretically informed considerations of the consequences of nuclear abolition. Comprising essays from leading scholars and experts within the field, this collection discusses the fundamental theoretical and conceptual foundations of nuclear disarmament and subsequently tries to assess its hypothetical impact in global and regional contexts. The varied methodological approach of the contributors aims to advance a multi-theoretical and multi-perspectival view of the issue. The book is organized in three main sections: ‘Strategic Perspectives’, dealing with the specific constraints and facilitators for the states to achieve their core objectives; ‘Political Perspectives’, with the focus on the power of norms, belief-systems and ideas; and ‘Regional Perspectives’, with the analyses of seven regional and/or state-specific nuclear contexts. As a whole, the volume provides a detailed, complex overview of the risks and opportunities that are embedded in the vision of a nuclear weapon-free world. This book will be of great interest to students of nuclear proliferation, arms control, war and conflict studies, international relations and security studies.

Available in PDF, EPUB and Kindle. Book excerpt: The establishment of a Middle East zone free of nuclear weapons, a concept more recently broadened to cover all weapons of mass destruction (WMD), has been before the international community for decades. In this book, two experts from the region explore why the matter remains unresolved, and outline a comprehensive yet achievable roadmap to a Middle East free of WMD. Weapons of mass destruction pose an existential threat to global peace and security. But nowhere is it more urgent to stem their spread than in the Middle East, a region fraught with mistrust and instability. Accounting for these geopolitical realities, including the ongoing talks to curb Iran’s nuclear program, the authors present a practical and innovative strategy to a Middle East free of weapons of mass destructions (WMD). They outline a phased approach toward disarmament in the region, prescribing confidence-building measures and verification tools to create trust among the region’s governments. Their vision also sees the realization of a WMD-free zone within a broader regional agenda for security and cooperation to advance socioeconomic and political progress. This book will be of great interest to students and scholars of international relations, politics and security studies in the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: This book while comprehending the contemporary global security environment, offers a new roadmap for nuclear disarmament by creating a balance between deterrence supporters and disarmament advocators. The author identifies the divide between competing approaches such as traditional security-centric aspects and humanity-centered disarmament perspectives, tackling the complex question of how to balance some states’ requirements for effective nuclear deterrence with other states’ long-term desire for a nuclear-free world. The book explores how new technologies such as cyber and Artificial Intelligence advances are available to more countries than nuclear technology, and could level the playing field for weaker nuclear weapons states. It also looks into the issues which continue to be obstacles in the way of convincing the nuclear weapon states on nuclear disarmament presented in this volume. The author argues that the gap between states' security needs and disarmament aspirations can be bridged by building a new roadmap and creating new security environment. This volume will be of great interest to students and scholars, researchers, policymakers, NGOs and members of the diplomatic community, in the fields of security studies, strategic studies and nuclear policy.
