The question this thesis attempts to answer is summarized as follows: what accounts for the amazing stability of Italian transport policy in the face of European challenges, given the fact that - as most national and European policy-makers readily believe - it is not capable of addressing the problem of the sector? This study analyzes the transport policy in Italy from the 1990s into the 21st century. It looks at how the two sub-sectors of surface transport, road haulage and raliways, have been managed by the public and private actors involved. In both sectors the policy appears to have failed, either by not offering a remedy to problems or by aggravating them further. The author believes that studying transport policy in Italy will shed light on the wider question of how national policy-making patterns are influenced by developments in the international environment; in this case looking closely at the influence of the European Union.

Book excerpt: Transport costs have been, and still are, an important component of trade costs, which are one the major determinants of the volume of trade, and thus of gross domestic product (GDP) and GDP growth. Studies show that two of the main determinants of transport costs are regulatory frameworks in transport sectors and transport infrastructure. The productivity and competitiveness of goods and services firms depends largely on access to low-cost and high-quality transport services, and those services have a powerful influence on economic growth. Countries commit themselves to increasing the efficiency of transport services, which can largely be achieved through increased competition and hence through liberalization of transport sectors. Since barriers to trade in transport services are typically regulatory in nature, this book provides a thorough discussion of international, regional, and country specific rules and regulations in those sectors. Concentrating on the EU, and Turkey in particular, it considers rules and regulations in transport sectors. It shows that economic liberalization pursued unilaterally, multilaterally, or regionally has beneficial effects for Turkey, and that the benefits from such liberalization are substantial. Furthermore, the volume shows that transport infrastructure is an important determinant of exports, and hence GDP and GDP growth.

With many countries, about 50 percent of total expenditures and income pass through the budget via taxes, charges and expenditures. In recent years many countries, e. g. in the OECD and the EU, have tended to use this influence in an environmentally rational way. Tradi tional environmental policy has relied on command-and-control and cnd-olpipc technologies that have proven to be insufficient in coping with the challenge of glo bal change. Hence, many countries have started to investigate the environmental impacts of their budgets by looking at existing taxes and charges, as well as tax allowances and exemptions and other relevant regulations and expenditures -even to have a special impact on the environment. The implementation of those not meant such findings is now broadly discussed in these countries. This publication will contribute to the debate. It is a result of a wider project called Green Budget Reform -Prospects in Central and Eastern Europe. initiated by Vida Ogorelec Wagner, managing Director of Umanotera, The Sloven ian Founda tion for Sustainable Development, and then jointly developed. proposed to the EC and carried out in partnership with Kai Schlegelmich of the Wuppertal Institute in Germany. Book excerpt: Many transport economists have for some time proposed marginal social cost as the principle on which prices in the transport sector should be based and, in recent years, their prescription has come to be taken more and more seriously by policy-makers. However, in order to properly test the possible implications of implementing pricing based on marginal social cost and, ultimately, to introduce such a system, it is necessary to actually measure the marginal social costs concerned, and how they vary according to mode, time and context. This book reviews the transport pricing policy debate and reports on the significant advances made in measuring the marginal social costs of transport, particularly through UNITE and other European research projects. We look in turn at infrastructure, operating costs, user costs (both of congestion and of charges in frequency of scheduled transport services) accidents and environmental costs, and how these estimates have been used to examine the impact of marginal cost pricing in transport. We finish by examining how the results of case studies might be generalised to obtain estimates of marginal social costs for all circumstances and, finally, presenting our conclusions.
