Available in PDF, EPUB and Kindle. Book excerpt: In Ottoman Land Reform in the Province of Baghdad, Keiko Kiyotaki traces the Ottoman reforms of tax farming and land tenure and establishes that their effects were the key ingredients of agricultural progress. These modernizing reforms are shown to be effective because they were compatible with local customs and tribal traditions, which the Ottoman governors worked to preserve. Ottoman rule in Iraq has previously been considered oppressive and blamed with failure to develop the country. Since the British mandate government’s land and tax policies were little examined, the Ottoman legacy has been left unidentified. This book proves that Ottoman land reforms led to increases in agricultural production and tax revenue, while the hasty reforms enacted by the mandate government ignoring indigenous customs caused new agricultural and land problems.

Available in PDF, EPUB and Kindle. Book excerpt: Why has health care reform proved a stumbling block for provincial governments across Canada? What efforts have been made to improve a struggling system, and how have they succeeded or failed? In Paradigm Freeze, experts in the field answer these fundamental questions by examining and comparing six essential policy issues - regionalization, needs-based funding, alternative payment plans, privatization, waiting lists, and prescription drug coverage - in five provinces. Noting hundreds of recommendations from dozens of reports commissioned by provincial governments over the last quarter century - the great majority to little or no avail - the book focuses on careful diagnosis, rather than unplanned treatment, of the problem. Paradigm Freeze is based on thirty case studies of policy reform in Alberta, Saskatchewan, Ontario, Quebec, and Newfoundland and Labrador. The contributors assess the nature and extent of healthcare reform in Canada since the beginning of the 1990s. They account for the generally limited extent of reform that has occurred, and identify the factors associated with the relatively few cases of large reform. An insightful new perspective on a problem that has plagued Canadian governments for decades, Paradigm Freeze is an important addition to the field of health policy. Contributors include John Church (University of Alberta), Michael Ducie (Alberta Health and Wellness), Pierre-Gerlier Forest (Pierre Elliott Trudeau Foundation), Stephen Tomblin (Memorial University), Jeff Braun Jackson (Ontario Professional Firefighters Association, Burlington, ON), Marie-Pascale Pomey (Université de Montréal), John N. Available in PDF, EPUB and Kindle. Book excerpt: Throughout history, reform has provoked rebellion - not just by the losers from reform, but also among its intended beneficiaries. Finkel and Gehlbach emphasize that, especially in weak states, reform often must be implemented by local actors with a stake in the status quo. In this setting, the promise of reform represents an implicit contract against which subsequent implementation is measured: when implementation falls short of this promise, citizens are aggrieved and more likely to rebel. Finkel and Gehlbach explore this argument in the context of Russia's emancipation of the serfs in 1861 - a fundamental reform of Russian state and society that paradoxically encouraged unrest among the peasants who were its prime beneficiaries. They further examine the empirical reach of their theory through narrative analyses of the Tanzimat reforms of the nineteenth-century Ottoman Empire, land reform in ancient Rome, the abolition of feudalism during the French Revolution, and land reform in contemporary Latin America.

Available in PDF, EPUB and Kindle. Book excerpt: This book takes a comparative approach to local government across 14 European countries, looking at processes of decentralisation, regionalisation and reforms of local government. Examining second levels of government, such as UK Counties, French Départements, Italian and Spanish Provinces, and German Landkreise, this book reveals both the specific characteristics of particular countries, and also similarities across Europe. As the first book focussing on the second level of local governments, this monograph combines comparative analysis of institutional trends and reforms of local government with examination of country-specific features to provide an original and insightful evaluation of European governance. Organised along common thematic lines, leading experts in their field outline the historical development of local government, and analyse recent or current reform debates. The book argues democratic quality and effectiveness of this territorial level of government is in the focus of on-going debates about the rescaling of statehood and a shift from ‘government to governance’. The Second Tier of Local Government in Europe will be of interest to students and scholars studying local government, public administration and multi-level governance.

Book excerpt: In the past decade, China was able to carry out economic reform without political reform, while the Soviet Union attempted the opposite strategy. How did China succeed at economic market reform without changing communist rule? Susan Shirk shows that Chinese communist political institutions are more flexible and less centralized than their Soviet counterparts were. Shirk pioneers a rational choice institutional approach to analyze policy-making in a non-democratic authoritarian country and to explain the history of Chinese market reforms from 1979 to the present. Drawing on extensive interviews with high-level Chinese officials, she pieces together detailed histories of economic reform policy decisions and shows how the political logic of Chinese communist institutions shaped those decisions. Combining theoretical ambition with the flavor of on-the-ground policy-making in Beijing, this book is a major contribution to the study of reform in China and other communist countries. This title is part of UC Press's Voices Revived program, which commemorates University of California Press's mission to seek out and cultivate the brightest minds and give them voice, reach, and impact. Available in PDF, EPUB and Kindle. Book excerpt: Archbishop Angelo Roncali (later Pope John XXIII) read True and False Reform during his years as papal nuncio in France and asked, A reform of the church 'is such a thing really possible?" A decade later as pope, he opened the Second Vatican Council by describing its goals in terms that reflected Congar's description of authentic reform: reform that penetrates to the heart of doctrine as a message of salvation for the whole of humanity, that retrieves the meaning of prophecy in a living church, and that is deeply rooted in history rather than superficially related to the apostolic tradition. Pope John called the council not to reform heresy or to denounce errors but to update the church's capacity to explain itself to the world and to revitalize ecclesial life in all its unique local manifestations. Congar's masterpiece fills in the blanks of what we have been missing in our reception of the council and its call to "true reform." Yves Congar, OP, a French Dominican who died in 1995, was the most important ecclesiologist in modern times. His writings and his active participation in Vatican II had an immense influence upon the council documents. With a few other contemporaries, Congar pioneered a new style of theological research and writing that linked the great tradition of Scripture and the Fathers to contemporary pastoral questions with lucidity and passion. His key concerns were the unity of the church, lay apostolic life, and a revival of the church's theology of the Holy Spirit. He was named a cardinal by Pope John Paul II in recognition of his profound contributions to the Second Vatican Council. Paul Philibert, OP, has taught pastoral theology in the United States and abroad. He is a Dominican friar of the Southern Province. His translation of a collection of Congar's essays on the liturgy has recently been published by Liturgical Press under the title At the Heart of Christian Worship. His book The Priesthood of the Faithful: Key to a living Church (Liturgical Press, 2005) reflects the ecclesiology of Yves Congar and his Vision of the apostolic life of the faithful."

Book excerpt: A comprehensive account of English legal thought in the age of Blackstone and Bentham for nearly a century, The Province of Legislation Determined advances an ambitious reinterpretation of eighteenth-century attitudes to social change and law reform. Professor Lieberman's bold synthesis rests on a wide survey of legal materials and on a detailed discussion of Blackstone's Commentaries, the jurisprudence of Lord Kames and the Scottish Enlightenment, the chief justiceship of Lord Mansfield, the penal theories of Eden and Romilly, and the legislative science of Jeremy Bentham. The study relates legal developments to the broader fabric of eighteenth-century social and political theory, and offers a novel assessment of the character of the common law tradition and of Bentham's contribution to the ideology of reform.

The collapse of the Soeharto regime was accompanied by massive economic decline, widespread rioting, communal conflict, and fears that the nation was approaching the brink of disintegration. Although the fall of Soeharto opened the way towards democratization, conditions were by no means propitious for political reform. This book asks how political reform could proceed despite such unpromising circumstances. It examines electoral and constitutional reform, the decentralization of a highly centralized regime, the gradual but incomplete withdrawal of the military from its deep political involvement, the launching of an anti-corruption campaign, and the achievement of peace in two provinces that had been devastated by communal violence and regional rebellion.
