The size of the shock differed across European countries and affected economies in different ways. Yet despite this heterogeneity, most European countries suffered a prolonged period of economic slowdown which raised concerns about the risk of a secular stagnation in Europe. This book focuses on labour productivity in Europe, one of the main drivers of growth and prosperity. Although productivity trends became the focus of policy interest in the immediate aftermath of the recession in the UK, 'productivity puzzles' received much less attention in the rest of Europe. These 'puzzles', which are apparent to greater or lesser extents in most European economies, centre on the marked decline in labour productivity growth which occurred with the on-set of recession. They are puzzles because, in neo-classical economics, firms respond to demand shocks by laying off workers, thus maintaining labour productivity and limiting growth in unit labour costs. Yet this didn't happen in this recession - at least, not to the same extent as in previous recessions, except in Spain. This book brings together contributions from leading European economists who analyse production models and macroeconomic policies, with specific focus on European countries that represent around 60% of the EU GDP. Desde el punto de vista científico se enmarca dentro de los estudios de Ciencia Política y, en particular, de Políticas Públicas. Concretamente, se indaga la opinión de los españoles sobre tres cuestiones asociadas a distintas etapas del ciclo de las políticas: la formación de la agenda pública y la definición de los problemas públicos, la identificación de las preferencias de política pública y la evaluación de los resultados de las políticas. El objeto de estudio de la investigación son las actitudes hacia la política pública de vivienda y lo que se pretende es describir las percepciones de los ciudadanos sobre la política de vivienda e identificar los factores que influyen sobre dichas percepciones. El trabajo se enmarca dentro de las investigaciones que analizan las actitudes de los ciudadanos hacia el sector público (los gobiernos, las administraciones, las políticas y los servicios públicos) y su peculiaridad reside en que se centra en el análisis en profundidad de una sola política pública y en que utiliza conceptos clave del análisis de políticas para ordenar la descripción e interpretar los resultados. Parte de la noción de que la opinión pública de las naciones desarrolladas es cada vez más sofisticada y de que recabar información sobre la opinión agregada de los ciudadanos haciendo un uso responsable y profesional de las herramientas de indagación de la opinión pública constituye un input valioso para la gestión de las políticas públicas en todas sus fases. La investigación desarrollada es deudora de la denominada gobernanza receptiva y, en general, de los planteamientos teóricos de la Nueva Administración Pública. En un contexto de gobernanza receptiva es donde adquiere especial sentido indagar sobre la opinión pública respecto de las políticas públicas. La investigación realizada recaba información sobre las siguientes cuestiones: La agenda pública y la definición de los problemas públicos, Las preferencias de política pública y la valoración de outputs, outcomes y procedimientos de elaboración de la política pública. Al hacer un análisis exhaustivo de las políticas públicas tomando en consideración todos estos ángulos de observación se puede hacer una reconstrucción bastante completa a partir de las percepciones de los ciudadanos. Por supuesto que muchas de estas distinciones son puramente analíticas y que las opiniones de una y otra dimensión pueden responder a fenómenos comunes, como por ejemplo: la evolución de la agenda pública, la valoración del problema del acceso a la vivienda, o las preferencias de gasto público en vivienda están influidas por la evolución de los precios de la vivienda o los intereses de los individuos. Ahora bien, las opiniones sobre cada una de estas cuestiones reflejan la incidencia de otros fenómenos y del análisis de los datos pueden extraerse matices que ayuden a entender mejor la política de vivienda. Metodológicamente, la investigación recurre a la triangulación múltiple en el estudio de la opinión pública sobre las políticas públicas, tomando en consideración cuando ha sido posible: series temporales sobre los distintos ítems analizados, comparaciones interterritoriales entre comunidades autónomas y entre distintos países de la Unión Europea o de la OCDE y el análisis de microdatos que permitieran analizar el peso de los intereses y valores sobre las precepciones de los individuos. Con el análisis realizado el resultado principal de esta investigación es la elaboración de una propuesta metodológica de barómetro de opinión pública en materia de vivienda que permita obtener información precisa y útil que ayude a mejorar la calidad de la política pública de vivienda y de las decisiones de los responsables de la misma.
