Book excerpt: This paper examines the three-year attempt by the Thai people to establish a viable democratic political process. It focuses on the primary reasons for their failure: excessive right-left student activism, political polarization, intellectual-academic irresponsibility, status quo conservative and communist inspired subversion of the political process, ineffective civilian political leadership, excessive number of political parties, the impact of communist success in Indochina, and US foreign policy twards Thailand during this period. The paper also examines basic attitudes and patterns of action of traditional Thai political culture that may have indirectly contributed to the failure of democracy in Thailand. A central theme of the paper, however, is that old Thai bureaucratic polity that governed Thailand from 1932 to October 1973 collapsed because its political process could not cope with the rise of new economic and social pressures tht its earlier development 'successes' created. Thailand, in short, is seen as a case study of the hypothesis that long term economic development and political stability cannot occur and be maintained without corresponding development of the political structure and process that ultimately will develop and define the policies and processes most conducive to steady economic and social progress.

These can cause serious political conflicts and may lead to fierce political confrontation and major upheaval at the society level. The other revolves around the types of political and institutional arrangements under democratic regimes. Centrifugal democratic regimes are likely to weaken government capacity or state capacity, rendering governments incapable of effectively resolving political conflicts and, when these two factors come together, political conflicts are less likely to be controlled effectively. These situations can evolve into serious political crises and eventually lead to the collapse of democratic regimes. The empirical research of this book is based on a comparative historical analysis of Germany, Nigeria, Chile, and India. Examining democratic collapses from both theoretical and empirical perspectives, this book will be of interest to those engaged in the study of democracy, Political Science, Comparative Politics, and Political Theory.

In this book, Stephan Haggard and Robert Kaufman explore this relationship, addressing a variety of questions: What role have economic crises played in the current wave of political liberalization and democratization? Can new democracies manage the daunting political challenges posed by economic reform? Under what economic and institutional conditions is democracy most likely to be consolidated? Drawing on contemporary political economy and the experiences of twelve Latin American and Asian countries, they develop a new approach to understanding democratic transitions. Does the rise of middle OC classesOCO promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike most previous studies, shows that both the roots and results of growth are largely political rather than economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the four places under consideration. Violence has been common in these polities, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the effects on fair justice of local money and power (largely from small- and medium-sized firms that emerge after agrarian reforms), this book asks democrats to face squarely the extent to which electoral procedures fail to help ordinary citizens. Students and scholars of Asia will all need this book OCo as will students of the West whose methods have become parochial.

He concludes that what gave emergent human rights in Thailand their shape, force, and trajectories are the ways that advocates engaged, contested, or reworked debates around Buddhism in its relationship to rule and social structure; political struggle in relation to a narrative of Thai democracy that disavowed egalitarian movements; and traditional standards of social stratification and face-saving practices. Three years later, in a brutal reassertion of authoritarian rule, Thai state and para-state forces quashed a demonstration at Thammasat University in Bangkok. In Revolution Interrupted, Tyrell Haberkorn focuses on this period when political activism briefly opened up the possibility for meaningful social change. Tenant farmers and their student allies fomented revolution, she shows, not by picking up guns but by invoking laws—laws that the Thai state ultimately proved unwilling to enforce. In choosing the law as their tool to fight unjust tenancy practices, farmers and students departed from the tactics of their ancestors and from the insurgent methods of the Communist Party of Thailand. To first imagine and then create a more just future, they drew on their own lived experience and the writings of Thai Marxian radicals of an earlier generation, as well as New Left, socialist, and other progressive thinkers from around the world. Yet their efforts were quickly met with harassment, intimidation, and assassinations of farmer leaders. More than thirty years later, the assassins remain unnamed. Drawing on hundreds of newspaper articles, cremation volumes, activist and state documents, and oral histories, Haberkorn reveals the ways in which the established order was undone and then reconsolidated. Examining this turbulent period through a new optic—interrupted revolution—she shows how the still unnameable violence continues to constrict political opportunity and to silence dissent in present-day Thailand.

Four decades later there has been no investigation into the atrocity; information remains limited, the truth unknown. There has been no collective coming to terms with what happened or who is responsible. Thai society still refuses to confront this dark page in its history. Moments of Silence focuses on the silence that surrounds the October 6 massacre. Silence, the book argues, is not forgetting. Rather it signals an inability to forget or remember—or to articulate a socially meaningful memory. It is the “unforgetting,” the liminal domain between remembering and forgetting.
