The repair and strengthening framework is a complex process and there are often barriers in the preventative upgrade of the existing structures related to the cost of the applications and the limited expertise of the engineers. The engineers need to consider various options thoroughly and the selection of the appropriate strategy is a crucial parameter for the success of these applications. The main aim of this collection is to present a number of different approaches applied to a wide range of structures with different characteristics and demands acting as a practical guide for the main repair and strengthening approaches used worldwide. This document contains a collection of nine case studies from six different countries with different seismicity (i.e. Austria, Greece, Italy, Mexico, Nepal and New Zealand). Various types of structures have been selected with different structural peculiarities such as buildings used for different purposes (i.e. school buildings, town hall, 30 storey office tower), a bridge, and a wharf. Most of the examined structures are Reinforced Concrete structures while there is also an application on a Masonry building. For each of the examined studies, the local conditions are described followed by the main deficiencies which are addressed. The methods used for the assessment of the in-situ conditions also presented and alternative strategies for the repair and strengthening are considered.

Book excerpt: A number of driving engines are required for earthquake loss estimation and mitigation, including an inventory of exposed systems, seismic hazards of the study area and fragility relationships. The number of existing buildings in the UAE that may be at risk because of insufficient seismic design provisions cannot be underestimated. A crucial role in the recovery period following an earthquake is also played by emergency facilities. Therefore, a systematic seismic vulnerability assessment of a diverse range of reference structures representing pre-seismic code buildings and emergency facilities, in a highly populated and seismically active area in the UAE, has been conducted in this study. Detailed structural design and fiberbased modeling were carried out for nine reference structures. Forty earthquake records were selected to represent potential earthquake scenarios in the study area. Three limit states, namely Immediate Occupancy, Life Safety and Collapse Prevention, were selected based on inelastic analysis results as well as the values recommended in previous studies and code provisions. Over 8000 inelastic pushover and incremental dynamic analyses are performed to assess the lateral capacity and to derive a wide range of fragility relationships for the reference structures. Vulnerability functions were also developed for the buildings that proved to have unsatisfactory performance, and hence proposed to be retrofitted using different mitigation techniques. It was concluded that pre-code structures were significantly more vulnerable than emergency facilities. This is particularly true for low-rise buildings due to their inefficient lateral force resisting systems. Far-field records have much higher impact compared with near-source ground motions. The results reflect the pressing need for the seismic retrofit of pre-code structures to reduce the probability of collapse, and for certain emergency facilities to ensure their continued vii service. Four retrofit approaches are therefore assessed, namely reinforced concrete jacketing, fiber reinforced polymers wrapping, adding buckling restrained braces and installing externally unbonded steel plates. The highest positive impact of retrofit are observed on the pre-code buildings, especially frame structures, since they were only designed to resist gravity and wind loads. The reductions achieved in the vulnerability of the retrofitted structures confirmed the effectiveness of the techniques selected for upgrading the seismic performance of buildings and mitigating earthquake losses in the study area.

In spite of this common ground, discussions on sustainability usually give insufficient attention to safety. In the last years the EU has made large investments to increase the energy efficiency of the existing building stock, paving the way for a low-carbon future; however, less effort has been made to enhance its seismic resilience. Therefore, the safety and, consequently, the sustainability of towns situated in earthquake-prone countries remain inadequate. In such countries, energy renovation actions should be combined with seismic retrofitting. However, a number of barriers considerably limit the real possibility of extensively undertaking combined retrofit actions, especially for multi-owner housing and high-rise buildings. These barriers are of different kinds: technical (e.g., unfeasibility and/or ineffectiveness of conventional retrofit solutions), financial (e.g., high renovation costs, insufficient incentives/subsidies), organizational (e.g., occupants’ disruption and relocation, renovation consensus by condominium ownerships), and cultural/social (insufficient information and skills, lack of adequate policy measures for promoting renovation actions). This book aims to overcome these barriers and to bridge the gap between sustainability and safety, so to conserve both human and environmental resources.

The planning of changes to existing buildings differs from new planning through an important condition; the existing construction must be taken as the basis of all planning and building actions. The need for seismic retrofitting of an existing building can arise due to several reasons like: building not designed to code, subsequent updating of code and design practice, subsequent upgrading of seismic zone, deterioration of strength and aging, modification of existing structure, change in use of the building, etc. Seismic retrofit is primarily applied to achieve public safety, with various levels of structure and material survivability determined by economic considerations. In recent years, an increased urgency has been felt to strengthen the deficient buildings, as part of active disaster mitigation, and to work out the modifications that may be made to an existing structure to improve the structural performance during an earthquake. Seismic retrofitting schemes can be either global or local, based on how many members of the structures they are used for. Strengthening and Retrofitting of Existing Structures is a compendium of cutting-edge trends of the research and existing practices in strengthening and retrofitting of structural elements, as well as the findings of a research endeavor initiated by the authors to investigate and develop a robust structural retrofitting scheme by utilizing elastomeric polymers to enhance the resistance of reinforced concrete (RC) structures.
