The aim of this collection of texts is to propose a number of specific measures member states can take to help adult migrants become acquainted with the language of the host country. The main focus is on organising language courses that meet migrants’ real communication needs. It is not enough for authorities simply to consider the technical aspects of such courses, they should also design and conduct them in accordance with the fundamental values of the Council of Europe. A number of issues concerning the linguistic integration of adult migrants are presented here, beginning with the notion of linguistic integration itself. Family reunion, the nature of citizenship and the function of language tests, among others, are dealt with from the point of view of language and language use. Readers are invited to reflect on the type of language competences that need to be acquired as well as an appropriate use of the Common European Framework of Reference for Languages. One assumes that progress is concerned primarily with recent developments whilst history deals with matters of the past. However, in the past there has also been considerable progress in the development of our understand ing of paediatric surgical problems, otherwise we would not have pro gressed to our present achievements. The editors, therefore, do not apologize for compiling this volume but, on the contrary, feel that the publication of this volume is most timely. Modern paediatric surgery has now been practised for three genera tions. The handful of pioneers who were the founders of our specialty worked mainly before the last world war. A few dozen of the inter mediary generation started work immediately after the war, while the new generation who are now dominating our specialty must be counted in thousands. Two factors have radically altered paediatric surgery as practised by the intermediary and the present generation of surgeons.

Book excerpt: Although the novel, V oyages el avantures de] aques Masse, caused some thing of a stir during the first half of the eighteenth century, its author, Simon Tyssot de Patot (1655-1738), remained largely unknown in his lifetime, and it is only in this century that he has been recognized as one of the countless soldiers in the vast army of philosophes that assaulted the bastions of religious, political and sodallife in Europe of the late seven 1 teenth and early eighteenth centuries. Tyssot was a Huguenot who lived most of his life in Holland where he pursued a career as professor of mathematics in the sodal and cultural 1 Tyssot and his work seem to have been first brought to the attention of modem writers by the German critics during their investigation of the type of desert island or robinsonade literature that preceded and followed Defoe's Robinson Crusoe. The earliest reference I have found occurs in A. Kippenberg, Robinson in Deutschland bis zur Insel Felsenburg (1713-43), Hanover, 1892, pp. 66-67. Tyssot's name and work appear to have been first linked with the development of socialism in A. Lichtenberger, Le Socialisme au XVIIIe siecle, Paris, 1895, p. 44. Tyssot's Voyages et avantures de]aques Masse was discussed for its literary merits in A. LeBreton, Le Roman au dix huitieme siecle, Paris, 1898. LeBreton did not know that Tyssot was the author.

And does it makeany difference if we see rights such as the right to freedom of association, to non-discrimination in the workplace, to freedom from child labour, and to safe and healthy working conditions in terms of international human rights law? Or are they more appropriately seen as 'principles' to bepromoted as and where appropriate?The contributors to this volume argue that international agreements and institutions are of central importance if labour rights are to be protected in a globalized economy. But the report cards they give to the World Trade Organization, the European Union, NAFTA, and the Free Trade Agreement of theAmericas are generally very critical. While there is a strong rhetorical commitment to labour rights, at least on the part of the US and the EU, the substance of what has been achieved to date is hardly impressive.
