Book excerpt: As U.S. military forces appear overcommitted and some ponder a possible return to the draft, the timing is ideal for a review of how the American military transformed itself over the past five decades, from a poorly disciplined force of conscripts and draft-motivated "volunteers" to a force of professionals revered throughout the world. Starting in the early 1960s, this account runs through the current war in Iraq, with alternating chapters on the history of the all-volunteer force and the analytic background that supported decisionmaking. The author participated as an analyst and government policymaker in many of the events covered in this book. His insider status and access offer a behind-the-scenes look at decisionmaking within the Pentagon and White House. The book includes a foreword by former Secretary of Defense Melvin R. Laird. The accompanying DVD contains more than 1,700 primary-source documents-government memoranda, Presidential memos and letters, staff papers, and reports-linked directly from citations in the electronic version of the book. This unique technology presents a treasure trove of materials for specialists, researchers, and students of military history, public administration, and government affairs to draw upon.

Available in PDF, EPUB and Kindle. Book excerpt: During fiscal year 1974, the first full year of operation under the all-volunteer force concept, the Department of Defense (DOD) recruiting commands have met the services' strength goals with no appreciable decrease in quality of recruits. The number of enlistees with high school diplomas declined slightly, while the number with average test scores increased. GAO found evidence that DOD may overstate quality in its reports. Progress is being made toward adopting a single aptitude test to be used by all services, however an agreement must be reached regarding interpretation of test results. The high school recruiting and testing program is expensive in relation to the number of actual accessions based on high school test scores. Three of the four services have initiated education liaison programs which are duplicative and create the undesirable impression that the services are competing.

This book was released on 1999-05 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: The all-volunteer force, the historic norm in peacetime America, was reestablished in the U.S. on 30 June 1973, when induction authority expired. But never before had the U.S. attempted to field a standing Army in peacetime -- based on voluntary enlistments -- with the worldwide responsibilities that faced this force. Since the mid-1980s the ability of the armed forces to recruit and retain quality volunteers has not been seriously questioned. This book takes us through those years of transition, examining both the context in which the end of the draft occurred and the perspective which the Army's leaders brought to bear on the challenge they faced.

Download or read book Military Manpower and the All-volunteer Force written by Richard V. L. Cooper and published by . This book was released on 1977 with total page 446 pages. Available in PDF, EPUB and Kindle. Book excerpt: An overview of the broad trends and policies that have emerged during the transition from the selective service draft to an all-volunteer military. The report is divided into three parts. Part I discusses the factors underlying the decision to end the draft. The analysis shows that the AVF was essentially the only viable alternative for eliminating the inequities of the draft. Part II examines the early AVF experience and concludes that the AVF has succeeded in attracting a socially representative mix of the desired quantity and quality of recruits at a substantially lower cost than is commonly assumed. Part III examines broader implications raised by the removal of the draft, showing that major changes in manpower utilization and management are required to provide an effective defense at a cost the American public is willing to pay, and that the removal of the draft provides an opportunity for making such changes.

This book was released on 2013-03-13 with total page 11 pages. Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2012 in the subject Sociology - War and Peace, Military, grade: 1.0 (A), , course: Military and Society, language: English, abstract: In 1969 President Richard Nixon established the President’s Commission on the All-Volunteer Force, a 15-member commission chaired by former Secretary of Defense Thomas Gates, to "develop a comprehensive plan for eliminating conscription and moving to an all-volunteer force." After the Gates Commission recommended ending the draft, critics alleged the move to an all-volunteer force would negatively alter the concept of American citizenship by eliminating the connection between citizenship and military service. Even if a return to military conscription was politically possible, the draft ended for a myriad of legitimate military, political, and social reasons that make its re-establishment even less practical today. If Americans have lost a sense of civic obligation and community, the end of the draft did not create this problem, nor would the return of conscription serve as a panacea for problems with America’s civic and political culture.
Book Synopsis Difficulties in Selected Army Reserves Recruiting Under the All-volunteer Force by : United States. General Accounting Office
Download or read book Difficulties in Selected Army Reserves Recruiting Under the All-volunteer Force written by United States. General Accounting Office and published by . This book was released on 1979 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recruiting of the Nation's selected Reserves has changed since the draft ended in 1972. A steady decline in the numbers of Selected Army Reserve and Army National Guard recruits is increasing the gap between reserve troop requirements and strength. The Army's recruiting plans have been directed at overcoming these shortages. In addition, there has been a decline in recruit quality and an increase in turnover rates. The quality of non-prior-service recruits as defined by the Department of Defense (DOD) has also changed since the All-Volunteer Force replaced the draft. DOD has taken or is considering numerous actions to improve Selected Reserves recruiting such as increasing the number of full-time recruiters, increasing advertising funds, and introducing enlistment and reenlistment bonuses. In addition, there are several proposals and tests under way to attract new recruits and to reduce turnover. Many of the proposals and tests are directed towards the high quality male with no prior military service.
