Book excerpt: "The 7 December 2005 National Security Presidential Directive designated the Department of State (DOS) to be the lead agency for coordinating, synchronizing and conducting Reconstruction and Stabilization (R&S) operations clearly identifies the United States Government interest in transitioning operations to assist the Afghanistan central government in securing its country in order to develop long-term stability and order. For the interim, however, the sole cabinet level organization that possesses the ability to conduct reconstruction and stability operations is the Department of Defense (DOD). The DOD is the only organization manned, staffed, equipped and funded to execute the nation's R&S requirement today. Realizing this reality the DOD has taken steps to broaden its scope through the publication and implementation of DOD Directive 3000.05 direct that stability, security, transition and reconstruction (SSTR) operations be treated as a core military mission and to broaden its planning guidance and training to more fully address post-conflict operations. The DOD serving as the ad hoc lead agency for the interim period is more out of necessity than preference until the DOS and other executive branch organizations expand their manning, equipment and resource capacity to take the lead role. Having the DOD serve in the lead for the interim is not a negative reflection on the contributions being made by other executive branch organizations; their roles are vital to current operations, however, their capacity is limited and must be expanded to effectively take the lead role. DOD is capable of effectively leading R&S operations now while other executive branch organizations build their capacity and capabilities and procedures to take the lead in the future.

Book excerpt: This paper examines the United States Government's (USG) current National Security Presidential Directive (NSPD 44) policy that drives reconstruction and stability (R&S) operations, and whether the USG has postured its legislative procedures and governmental agencies to support this policy. The current operational environment dictates how the USG will structure capability and expand capacity to successfully meet the strategic challenges. The United States' history is full of great examples of conducting R&S operations; however, the looming 21st Century challenges will demand a "Whole-of Government" approach to R&S operations. By focusing the USG national level approach to these operations, a better legislative approach will emerge. A new NSPD that is supported by statutory reforms that do not restrict the civilian and military capacity is paramount. The Departments of State (DOS) and Defense are the most important agencies in implementing this national directive. It is incumbent that clear delineated lines and authorities are granted to both agencies to facilitate a coherent national policy. The U.S. Army and DOS will need to reform some of its structure, policy, doctrine and training to better support the nation in R&S operations.

However, the post-conflict period immediately following, known as Reconstruction, lasted another twelve years. This era provides a great case study to examine the impacts of politics on military stability operations. This paper studies the Freedmen’s Bureau during its existence from 1865 to 1872. Envisioned as the lead organization for integrating former slaves into American society, the Bureau’s efforts in the post-Civil War South were undermined by a hostile political situation at the national and state level and a diminishing lack of popular support throughout the entire nation to embrace radical social changes. The Bureau’s operational timeframe splits into three distinct periods: conflict with President Andrew Johnson from 1865 to early 1867, revamped efforts during Congressional Reconstruction from early 1867 to the end of 1868, and a reduced operational focus (primarily education) from 1869 to 1872. The Bureau faced manning challenges and fought racism as it worked to help former slaves become self-sufficient, educated, and true citizens of the nation in which they resided. Unfortunately, hostile political conditions meant much of the civil rights work accomplished by the Bureau was subdued after its demise until the Civil Rights Movement in the 1960s.

Book excerpt: Recent military operations in Afghanistan and Iraq were characterized by the rapid defeat of enemy military forces, by relatively small deployments of American forces, and by a very limited destruction of the critical civilian infrastructure. This success can be credited in large part to the ongoing transformation of the U.S. military evident in its effective use of information superiority, precision strike, and rapid maneuver on the battlefield. The Armed Forces were not nearly as well prepared to respond promptly to the lawlessness, destruction of the civilian infrastructure, and attacks on coalition forces that followed hard on the defeat of the Iraqi military. This has set back plans to restore essential services and to pass the reins to a representative Iraqi government. Moreover, the failure to establish security concurrently with the defeat of the Iraqi military may well have emboldened those who oppose the United States, United Kingdom, and even United Nations presence. It is precisely the success of the U.S. military in transforming its forces to execute rapid decisive operations that makes it imperative to transform how it prepares for and executes stabilization and reconstruction (S AND R) operations. The very rapid defeat of the enemy military means the United States must be ready to field the resources needed to secure stability and begin the reconstruction process promptly-ideally concurrently-with the end of major combat. This can only be done if planning for the stabilization and reconstruction operations is integrated into planning for the conflict from the beginning and if the right skills are in theater to begin operations concurrently with the surrender or collapse of the enemy military.

The authors identify the primary and secondary civilian agencies that should be involved in strategic-level planning and implementation of SSTR operations. Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations.

Book excerpt: Stabilization is essential to set the conditions for strategic success in post-major combat operations environments. A great deal of effort is expended in planning and executing combat operations. However, surprisingly less effort goes into the planning and execution of stability operations, despite the criticality of this stage to establishing the desired end-state. Iraq has demonstrated the pitfalls of inadequate planning for or ineffectively executing stabilization. Many of the conditions that contributed to the insurgency in Iraq were directly or indirectly related to the coalition's ineffective stabilization of the country. The majority of the problems could have been solved if the lead agency would have asserted control over the operation. From the end of major combat operations in May 2003, until the Coalition Provisional Authority was disbanded and sovereignty established in June 2004, Iraq stabilization was led by the Department of Defense (Defense). The United States then established an embassy and stability operations were led by the Department of State (State), working in concert with the Iraqis. Neither State nor Defense was successful. This thesis explores the question, which U.S. government department or agency should have responsibility for Stability Operations in a post-MCO environment? Two of the most critical principles to stabilization, unity of effort and security, serve as the framework for analyzing over seven years of Government Accountability Office data to determine which U.S. government department is best-suited for leading stability operations. Nothing short of strategic success relies on the U.S. capably conducting stability operations.
