Much of the canonical literature on civil-military relations was either written during or references the Cold War, while other major research focuses on the post-Cold War era, or the first decade of the twenty-first century. A great deal has changed since then. This book considers the implications for civil-military relations of many of these changes. Specifically, it focuses on factors such as breakdowns in democratic and civil-military norms and conventions; intensifying partisanship and deepening political divisions in American society; as well as new technology and the evolving character of armed conflict. Chapters are organized around the principal actors in civil-military relations, and the book includes sections on the military, civilian leadership, and the public. It explores the roles and obligations of each. The book also examines how changes in contemporary armed conflict influence civil-military relations. Chapters in this section examine the cyber domain, grey zone operations, asymmetric warfare and emerging technology. The book thus brings the study of civil-military relations into the contemporary era, in which new geopolitical realities and the changing character of armed conflict combine with domestic political tensions to test, if not potentially redefine, those relations.

In this book, Peter Feaver proposes an ambitious new theory that treats civil-military relations as a principal-agent relationship, with the civilian executive monitoring the actions of military agents, the armed servants of the nation-state. Military obedience is not automatic but depends on strategic calculations of whether civilians will catch and punish misbehavior. This model challenges Samuel Huntington's professionalism-based model of civil-military relations, and provides an innovative way of making sense of the U.S. Cold War and post-Cold War experience--especially the distinctively stormy civil-military relations of the Clinton era. In the decade after the Cold War ended, civilians and the military had a variety of run-ins over whether and how to use military force. These episodes, as interpreted by agency theory, contradict the conventional wisdom that civil-military relations matter only if there is risk of a coup. On the contrary, military professionalism does not by itself ensure unchallenged civilian authority. As Feaver argues, agency theory offers the best foundation for thinking about relations between military and civilian leaders, now and in the future.

Part II argues that the nation's polity is in decline and that the increasingly politicized armed forces may force a change in government. Part III asks, "Where do we go from here?" This monograph attributes a thinning of civilian control over the military to specific legal and political decisions. They explain some of the most important implications of this transformation and offer proposals about how to improve that critical relationship for the sake of enhancing the effectiveness of the armed forces and the vitality of the republic. This monograph goes on to examine briefly the evolving great power politics, the effects new technologies have on long-standing distinctions and borders, and the relative rise of non-state actors including al Qaeda -- three sets of exogenous factors that inevitably drive changes in the civil-military relationship. In the end, this monograph points to a more ambitious enterprise: a complete reexamination of the relationship between force and society.

Book excerpt: In the first book to focus on civil-military tensions after American wars, Thomas Langston challenges conventional theory by arguing that neither civilian nor military elites deserve victory in this perennial struggle. What is needed instead, he concludes, is balance. In America's worst postwar episodes, those that followed the Civil War and the Vietnam War, balance was conspicuously absent. In the late 1860s and into the 1870s, the military became the tool of a divisive partisan program. As a result, when Reconstruction ended, so did popular support of the military. After the Vietnam War, military leaders were too successful in defending their institution against civilian commanders, leading some observers to declare a crisis in civil-military relations even before Bill Clinton became commander-in-chief. Is American military policy balanced today? No, but it may well be headed in that direction. At the end of the 1990s there was still no clear direction in military policy. The officer corps stubbornly clung to a Cold War force structure. A civilian-minded commander-in-chief, meanwhile, stretched a shrinking force across the globe. With the shocking events of September 11, 2001, clarifying the seriousness of the post-Cold War military policy, we may at last be moving toward a true realignment of civilian and military imperatives.

The authors feel the relationship exists on two levels. The first is focused on specific issues and key individuals and is transitory in nature. The second level deals with the enduring questions with essential values. At the latter level individuals merely represent the issues. Two questions are addressed in this study: What is the appropriate level of involvement of the military in national security policymaking? and, within that context, with what or whom does an officer's ultimate loyalty lie? Most Americans agree that the objective is a competent, professional military able to contribute to national security policymaking but not to dominate it, but there is no consensus on the changes that the evolution of the global security environment will bring, or on the risks of too much military involvement in policymaking. The issues that will shape the future, such as the changing nature of armed conflict and alterations in U.S. national security strategy, are clear, but their precise impact on civil-military relations is not. There is no crisis in American civil-military relations now, but what will happen in a decade or so when the psychological legacy of the Cold War fully fades and fundamental assumptions are again open to debate remains to be seen.
