Book excerpt: The State Children's Health Insurance Program (SCHIP) offers federal matching funds for states and territories to provide health insurance to uninsured, low-income children in families whose annual incomes are too high to qualify for Medicaid. Unlike Medicaid, which operates as an individual entitlement, SCHIP operates as a capped grant program. Allotment of funds among states is determined by a formula set in law. Once a state depletes a given year's original allotment, other than funds from prior years made available through redistribution, no additional federal funds will be made available to that state for that year. States have the flexibility to design their programs to operate within these funding constraints. The allotment and redistribution methods under current law have been incompatible with state spending patterns to date.

Available in PDF, EPUB and Kindle. Book excerpt: Budgeting for the federal government is an enormously complex process. It entails dozens of subprocesses, countless rules and procedures, the efforts of tens of thousands of staff persons in the executive and legislative branches, and the active participation of the President, congressional leaders, Members of Congress, and members of the executive branch. This analysis shows the various elements of the federal budget process including the President's budget submission, framework, timetable, the budget resolution, reconciliation, the "Byrd Rule," appropriations, authorizations, and budget execution. Congress is distinguished from nearly every other legislature in the world by the control it exercises over fashioning the government's budgetary policies. This power, referred to as "the power of the purse," ensures Congress' primary role in setting revenue and borrowing policies for the federal government and in determining how these resources are spent. The congressional power of the purse derives from several key provisions in the Constitution. Article I, Section 8, Clause 1 (Power to tax and spend) declares in part that Congress shall have the power to raise (that is, "to lay and collect") revenues of various types, including taxes and duties, among other things. Article I, Section 8, Clause 2 (Borrowing power) declares that the power to borrow funds "on the credit of the United States" belongs to Congress. In addition to its powers regarding revenues and borrowing, Congress exerts control over the expenditure of funds. Article I, Section 9, Clause 7 declares in part that funds can be withdrawn from the Treasury only pursuant to laws that make appropriations. Under the Constitution, revenue measures must originate in the House of Representatives. Beyond this requirement, however, the Constitution does not prescribe how the House and Senate should organize themselves, or the procedures they should use, to conduct budgeting. Over the years, however, both chambers have developed an extensive set of rules (some set forth in statute) and precedents that lay out complicated, multiple processes for making budgetary decisions. The House and Senate have also created an intricate committee system to support these processes. As American society has grown and become ever more complex, and as the role of the federal government in the national economy has steadily expanded, Congress also has increasingly shared power over budgetary matters with the president and the executive branch. It has refashioned the president’s role in budgeting by requiring him to submit to Congress each year a budget for the entire federal government and giving him responsibilities for monitoring agencies’ implementation of spending and revenue laws. Accordingly, the president also exercises considerable influence over key budget decisions. Table of Contents 1. Available in PDF, EPUB and Kindle. Book excerpt: In 2005, Americans paid about $2.1 trillion in combined federal taxes, including income, payroll, and excise taxes, or about 16.8 percent of the Gross Domestic Product (GDP). These taxes fund the services provided by government. As taxpayers, we balance the costs of taxes with the benefits of government. The goal of tax policy is to design a tax system that produces the desired amount of revenue and balances the minimisation of compliance and efficiency costs with other objectives, such as equity, transparency, and administrability. This book examines the detail which is where vested interests do their damage.

Book excerpt: "Barbara Sinclair does an excellent job of showing how contemporary lawmaking departs from the traditional legislative process. I can′t imagine teaching a course on Congress without this text—it’s absolutely indispensable." —Philip Klinkner, Hamilton College Most major measures wind their way through the contemporary Congress in what Barbara Sinclair has dubbed "unorthodox lawmaking." In this much-anticipated Fifth Edition of Unorthodox Lawmaking, Sinclair explores the full range of special procedures and processes that make up Congress’s work, as well as the reasons these unconventional routes evolved. The author introduces students to the intricacies of Congress and provides the tools to assess the relative successes and limitations of the legislative process. This dramatically revised Fifth Edition incorporates a wealth of new cases and examples to illustrate the changes occurring in congressional process. Two entirely new case study chapters highlight Sinclair’s fresh analysis and the book is now introduced by a new foreword from noted scholar and teacher, Bruce I. Oppenheimer, reflecting on this book and Barbara Sinclair’s significant mark on the study of Congress.

Book excerpt: Could there be anything more exciting and blessed assurance in our life than knowing that the creator of the universe loves us? That is what this book "God's love in 3-dimensions" is about, God's love for us, and His designed purpose for our lives; Reflecting back over more than forty years of service in the Body of Christ; I have found the most important things to be taught and expressed, to bring love and unity, and success to the life of the Church, and to our personal lives are, "God's love for us," "Our love for God," and "Our love for one another." For the success and the life of the Church, and for our personal lives, God's love must prevail. "God's Love in 3-dimensions" reiterates the plea of the writings of our Lord's Apostles, and the prayer of our Lord, for love and unity. The apostles of our Lord pleaded for us throughout the scriptures to have love and unity through the Spirit of God's love. Jesus our Lord prayed for God's unity and love for His followers; "that all of them may be one, Father, just as you are in Me and I am in You." "I have made You known to them, and will continue to make You known in order that the love You have for Me may be in them and that I Myself may be in them."(John 17:21&26). What great accomplishments and success await us when we walk in unity with our Lord and Heavenly Father. The greatness of God's love, joy and peace fills our hearts, souls and minds, providing divine direction and assurance as we walk in our Lord's Spirit of love. And what great accomplishments have been made by the body of Christ when our Lord's love and unity prevail among His body members, when working together in the directives and spirit of their Lord. What creates and produces unity with the Heavenly Father, within us, and within the body of Christ?

Book excerpt: The Constitution grants Congress the power 'to lay and collect taxes, duties, imposts and excises'. From the First Congress until today, conflicts over the size, role and taxing power of government have been at the heart of national politics. This book provides a comprehensive historical account of US tax policy that emphasizes the relationship between taxes and other budget components. It explains how wars, changing conceptions of the domestic role of government, and beliefs about deficits and debt have shaped the modern tax system. The contemporary focus of this book is the partisan battle over budget policy that began in the 1960s and triggered the disconnect between taxes and spending that has plagued the budget ever since. With the US government now facing its most serious deficit and debt challenge in the modern era, partisan debate over taxation is almost completely divorced from fiscal realities.
