Book excerpt: On many criteria, Australia has been a pioneering democracy. As one of the oldest continuing democracies, however, a health check has long been overdue. Since 2002 the Democratic Audit of Australia, a major democracy assessment project, has been applying an internationally tested set of indicators to Australian political institutions and practices.The indicators derive from four basic principles--political equality, popular control of government, civil liberties and human rights and the quality of public deliberation. Comparative data are taken from Australia's nine jurisdictions, as well as from three comparator democracies, Canada, New Zealand and the United Kingdom, to identify strengths, weaknesses and opportunities for reform.Some of the findings are disturbing. For example, Australia has fallen well behind in the regulation of private money in elections and in controlling the use of government or parliamentary resources for partisan benefit. Transparency and accountability have suffered from relatively weak FOI regimes and from executive dominance of parliaments.For those studying democracy or wanting to reform Australian politics, The State of Democracy provides a wealth of evidence in a well-illustrated and highly accessible format. Book excerpt: This is the official report of the independent inquiry into the events leading up to the death of Victoria Climbiâ, an eight year old child who died in hospital in February 2000 of injuries sustained after months of abuse. The report by Lord Laming finds that the death represents a gross failure of the system of public agencies involved to protect vulnerable children from deliberate harm, and this failure is primarily due to 'widespread organisational malaise'. The agencies involved were under-funded, inadequately staffed and often showed a lack of even basic good practice. However, the key issue is one of lack of leadership and accountability shown by senior level management of the agencies involved, rather than just a structural or staffing problem. The legislative framework for child protection is judged to be basically sound; the problem lies more with its implementation. The report contains 108 recommendations for fundamental changes to the way social care, healthcare and police child protection services are organised and managed at national and local level in England, in order to establish a clear line of accountability in the provision of services for vulnerable children and the support of families. These include: i) the creation of a Children and Families Board within the government, to be chaired by a minister of Cabinet rank; ii) the creation of a National Agency for Children and Families with responsibility to advise the Board on policies that affect the well-being of children and families, and the discretion to conduct serious case reviews; and iii) the creation of a Management Board and a Committee at local authority level, involving senior management representatives. Other recommendations relate to improvements in the exchange of information within and between agencies; the feasibility of a national children's database to record any contact a child has with any key protection service; service funding issues; staff training and supervision.

Book excerpt: Historically, governments have played the predominant role in owning and operating infrastructure facilities such as schools, hospitals, roads, bridges, railways, ports, telecommunications networks, and water and electricity supply facilities. However, fiscal policy constraints, growing acceptance of the user-pays principle, and a recognition that there are generally greater incentives for efficiency in the private sector, have driven increased private involvement in the provision of both economic and social infrastructure. A new Commission Staff Working Paper reports on the experiences of a number of countries using different approaches to funding public infrastructure projects. The countries covered in the study are Australia, Canada, France, Germany, New Zealand, Sweden, the United Kingdom and the United States. In most countries, general government investment in infrastructure has declined in recent years. Nevertheless, overall investment in infrastructure has remained fairly steady, although volatile in some countries. Total Australian investment in infrastructure was just below 6 per cent of GDP in 2006-07. Sub-national governments undertook 76 per cent of public infrastructure investment, with government trading enterprises (GTEs) accounting for around half of this.
