By analysing argument structures in research articles across time, this book shows how the discipline in France is caught between the American character of the discipline and the French state as regulator of legitimate forms of expression. Concretely, French research arguments are less explicit about what their propositions are and what academic discussions they draw on and add to than their transnational-American counterparts. Based on a comparative case study of French and American IR research from 1950 to 2011, the book is a major contribution to the meta-IR literature on global, regional and national traditions of IR. The challenge to the French discipline of whether and how to position itself in relation to the evolving American discipline is in many ways exemplary for other non-American national IR disciplines, and the choices as well as the structural conditions underlying the French case are relevant to all non-Western disciplines. The comparative analysis moreover reveals that the modern American discipline -- what is considered as recognisable social science -- takes shape only during the 1970s. The book thus offers new knowledge about the discipline's international development as such. Both case and methodology are interesting to larger audiences outside IR, in the history and sociology of social science, contrastive rhetoric, as well as French and cultural studies.

Grant examines the Great Debate over state recognition, tracing its eclipse, and identifying trends in contemporary international law that may explain the lingering persistence of the terms of that debate. Although writers have generally accepted the declaratory view as more accurate than its old rival, the judicial sources often cited to support the declaratory view do not on scrutiny do so as decisively as commonly assumed. Contemporary doctrinal preference requires explanation. Declaratory doctrine, in its apparent diminution of the role state discretion plays in recognition, is in harmony, Grant asserts, with contemporary aspirations for international law. It may seem to many writers, he believes, that international governance functions better in a conceptual framework that reduces the power of states to legislate what entities are states. Grant proceeds from this analysis of the contemporary status of the old debate to ask what questions now take center stage. In place of doctrine, Grant argues, process is the chief issue concerning recognition today. Whether to recognize unilaterally or in a collective framework; whether to acknowledge legal rules or to let recognition be controlled by political calculus—as Grant points out, such questions concern how states recognize, not the theoretical nature of recognition. This is an important analysis for scholars and researchers of international law and relations and contemporary European politics.

The book analyses the process of implementing international policies from a sociological perspective, and looks at the adaptations and arrangements of public policies achieved through the transactions of international actors with local actors, who are at the heart of policy implementation. In particular, it analyses the disarmament, demobilisation, and reintegration of combatants (DDR) programme and shows the extent to which it was co-produced with Kosovo Liberation Army (KLA) leaders co-opted by international administrators. These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. Book excerpt: Every State has an obligation to prevent terrorist attacks emanating from its territory. This proposition stems from various multilateral agreements and UN Security Council resolutions. This study exhaustively addresses the scope of this obligation of prevention and the legal consequences flowing from its violation, so as to provide greater clarity on governments' counterterrorism duties and to enhance State accountability for preventable wrongs. It defines the contents and contours of the obligation while placing critical emphasis on the mechanics of State responsibility. Whether obscured by new technologies like the Internet, the sophisticated cellular structure of some terrorist organisations or convoluted political realities, the level of governmental involvement in terrorist activities is no longer readily discernible in every instance. Furthermore, the prospect of governments waging surrogate warfare through proxies also poses intractable challenges to the mechanism of attribution in the context of State responsibility. This monograph sets out the shortcomings of the extant scheme of State responsibility while identifying a paradigm shift towards more indirect modes of accountability under international law, a trend corroborated by recent State and institutional practice. Drawing on varied legal and theoretical influences, the study devises and prescriptively argues for the implementation of a strict liability-inspired model grounded in the logic of indirect responsibility with a view to enhancing State compliance with counterterrorism obligations. This shifts the policy focus squarely to prevention, while promoting multilateralism and transnational cooperation. Ultimately, the legal and policy sensibilities underlying the book converge into a new theory of prevention in counterterrorism contexts.
