Output fell precipitously in 1992–94 in response to the withdrawal of subsidies and the disruption in traditional economic relations, but the decline then began to taper off, and real GDP registered a small increase in 1997. However, the recovery proved short-lived, and GDP was already on a downward trend by the first half of 1998. This contraction was severely aggravated by the economic crisis that erupted in mid-1998.

Available in PDF, EPUB and Kindle. Book excerpt: An analysis of the challenges facing Russia's economy ten years after the transition, based on recent research and data. Can Russia's recent burst of economic growth be sustained? Taking a comprehensive look at the economic and political regime shift from Yeltsin to Putin, this book explores the key challenges facing the Russian economy: to narrow the productivity gap between Russian and Western firms and industries; to attract more domestic and foreign investment; and, underlying these goals, to implement the judicial, administrative, social, and banking reforms necessary to future growth. Written by a team of researchers from the Center for Economic and Financial Research—a Moscow-based independent think tank—the book draws on a wealth of new research and data. The authors emphasize the need to strengthen the protection of property rights, restructure the banking sector, and reduce government officials' powers to intervene arbitrarily in private businesses. They also stress the importance of enhancing human capital—through educational reform and by reducing barriers to citizens' geographical and sectoral mobility. Considering political institutions, the authors examine the promise and risks of the centralization of power around President Putin. Finally, they discuss the likely impact of Russia's greater integration into the world economy, notably through its potential membership in the World Trade Organization.

Available in PDF, EPUB and Kindle. Book excerpt: The contributors to this volume analyze the present state of the Russian economy and its future prospects - which now seem brighter than at any previous time in the country's history. The Russian economy is now showing positive GDP growth and a positive balance of payments, portending a trend of sustained growth. The record of the Putin presidency with respect to the establishment of market-friendly legal and administrative environments is substantially positive. On the other side of the ledger, the contributors identify the persistence of monopolies in energy, transportation, and agriculture; distortions resulting from corruption, infrastructural inadequacies, and the maldistribution of political power and decision-making authority; demographic decline and the erosion of human capital as manifested in the health, education, and welfare of the population. Russia's successful development as a democratic society with a market economy is of great importance to its neighbors and to the global economy, and specifically to the United States, which is why the U.S. Congress commissioned these studies by expert analysts. This edition includes a comprehensive subject index, making the volume user-friendly.

Available in PDF, EPUB and Kindle. Book excerpt: Globalization proceeds apace, taking on new forms that impact global economic, financial and social processes. Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly two decades after the fall of the Soviet Union, the character of Russia, its principal successor state, remains unresolved. So, too, does the character of Russia's relationship with the West. Though the intense U.S.-Soviet rivalry of the Cold War is over, Russia has not become the consistent partner that many on the outside hoped would emerge after the Cold War's end. The United States and Europe have taken issue with many elements of Russia's domestic trajectory and regional and international posture, including its democratic practices, energy-related activities in Europe, stance on Iran's nuclear program, and actions in the 2008 Russia-Georgia conflict. At the same time, many Russians are also disappointed with Western policies and actions, including sympathy for Georgia, U.S. plans for missile defense, and, above all, the enlargement of NATO. This has made for a mix of resentment and assertiveness in Moscow. A principal factor enabling this assertiveness in recent years has been Russia's strong economic growth. Since 2008, though, Russia, like many other countries, has experienced a deep economic crisis. The question is how this crisis might affect Russia's domestic politics and foreign policy and, consequently, whether any change is warranted in U.S. policy toward Moscow.
