It contains invited papers that were presented at the Wo- shop on Recent Developments in Applied Probability and Statistics Dedicated to the Memory of Professor Jürgen Lehn, Middle East Technical University (METU), Ankara, April 23–24, 2009, which was jointly organized by the Technische Univ- sität Darmstadt (TUD) and METU. The papers present surveys on recent devel- ments in the area of applied probability and statistics. In addition, papers from the Panel Discussion: Impact of Mathematics in Science, Technology and Economics are included. Jürgen Lehn was born on the 28th of April, 1941 in Karlsruhe. From 1961 to 1968 he studied mathematics in Freiburg and Karlsruhe, and obtained a Diploma in Mathematics from the University of Karlsruhe in 1968. He obtained his Ph.D. at the University of Regensburg in 1972, and his Habilitation at the University of Karlsruhe in 1978. Later in 1978, he became a C3 level professor of Mathematical Statistics at the University of Marburg. In 1980 he was promoted to a C4 level professorship in mathematics at the TUD where he was a researcher until his death.

The evaluation of educational services, as well as the analysis of judgements and preferences, poses severe methodological challenges because of the presence of one or more of the following aspects: the observational (non experimental) nature of the context, which is associated with the well-known problems of selection bias and presence of nuisance factors; the hierarchical structure of the data, that entails c- related observations and consideration of effects at different levels of the hierarchy and their interactions (multilevel analysis); the multivariate and qualitative nature of the dependent variable, that requires the use of ad hoc statistical methodologies; the presence of non observable factors, e. g. the satisfaction, calling for the use of latent variables models; the simultaneous presence of components of pleasure and components of uncertainty in the explication of the judgments, that asks for the speci?cation and estimation of mixture models. The decision rules with a finite number of elements in the action space are the so-called multiple decision procedures. An important aspect of the recent contributions is the attempt by several authors to formalize these problems more in the framework of general decision theory. In this work, we have applied general decision theory to develop some modified principles which are reasonable for problems in this field. Our comments and contributions have been written in a positive spirt and, hopefully, these will an impact on the future direction of research in this field. Using the various viewpoints and frameworks, we have emphasized recent developments in the theory of selection and ranking ~Ihich, in our opinion, provides one of the main tools in this field. The growth of the theory of selection and ranking has kept apace with great vigor as is evidenced by the publication of two recent books, one by Gibbons, Olkin and Sobel (1977), and the other by Gupta and Panchapakesan (1979). An earlier monograph by Bechhofer, Kiefer and Sobel (1968) had also provided some very interest ing work in this field.

Book excerpt: This second edition of Design of Observational Studies is both an introduction to statistical inference in observational studies and a detailed discussion of the principles that guide the design of observational studies. An observational study is an empiric investigation of effects caused by treatments when randomized experimentation is unethical or infeasible. Observational studies are common in most fields that study the effects of treatments on people, including medicine, economics, epidemiology, education, psychology, political science and sociology. The quality and strength of evidence provided by an observational study is determined largely by its design. Design of Observational Studies is organized into five parts. Chapters 2, 3, and 5 of Part I cover concisely many of the ideas discussed in Rosenbaum’s Observational Studies (also published by Springer) but in a less technical fashion. Part II discusses the practical aspects of using propensity scores and other tools to create a matched comparison that balances many covariates, and includes an updated chapter on matching in R. In Part III, the concept of design sensitivity is used to appraise the relative ability of competing designs to distinguish treatment effects from biases due to unmeasured covariates. Part IV is new to this edition; it discusses evidence factors and the computerized construction of more than one comparison group. Part V discusses planning the analysis of an observational study, with particular reference to Sir Ronald Fisher’s striking advice for observational studies: "make your theories elaborate." This new edition features updated exploration of causal influence, with four new chapters, a new R package DOS2 designed as a companion for the book, and discussion of several of the latest matching packages for R. In particular, DOS2 allows readers to reproduce many analyses from Design of Observational Studies.
