Jacob Fleenor I (b.ca. 1750), a son, was born in Bucks County, Pennsylvania and moved from Maryland to Washington County, Virginia, and in 1791 to Sullivan County, Tennessee. Jacob William Fleenor (1855-1933), direct descendant of Jacob I in the fifth generation, was born in Kansas territory and left an orphan. He married Mary Susanna Hope in 1873 at near Elgin, Chataqua County, Kansas, and settled at LeCompton, Kansas. Descendants and relatives of the immigrant ancestor lived in Pennsylvania, Maryland, Virginia, Kentucky, Tennessee, Indiana, Kansas, Arkansas, Iowa, Oregon and elsewhere.

He presents an egalitarian case for restricting inherited wealth, arguing that unrestricted inheritance is unjust to the extent that it enables and enhances the intergenerational replication of inequality. Here, inequality is understood in a group-based sense: the unjust effects of inheritance are principally in its tendency to concentrate certain opportunities into certain groups. This results in what Halliday describes as 'economic segregation'. He defends a specific proposal about how to tax inherited wealth: roughly, inheritance should be taxed more heavily when it comes from old money. He rebuts some sceptical arguments against inheritance taxes, and makes suggestions about how tax schemes should be designed.

Using the Health and Retirement Study (HRS), we first document that inheritance receipt is common among older workers - one in five households receives an inheritance over an eight-year period, with a median value of about $30,000. We find that inheritance receipt is associated with a significant increase in the probability of retirement. In particular, we find that receiving an inheritance increases the probability of retiring earlier than expected by 4.4 percentage points, or 12 percent relative to the baseline retirement rate, over an eight-year period. Importantly, this effect is stronger when the inheritance is unexpected and thus more likely to represent an exogenous shock to wealth.
