Rigorous statistical analyses are carried out by using valuable household data of rice farmers. The book is actually sequel to the two earlier books on the same subject published by Springer and edited by K. Otsuka and D.F. Larson, An African Green Revolution published in 2013 and In Pursuit of an African Green Revolution in 2016. The main message of the first book was that rice is the most promising cereal crop in SSA because of the high transferability of Asian rice technology, whereas that of the second book was that rice cultivation training programs are effective in significantly increasing rice yield in SSA. This third book has wider coverage in terms of topics, study periods, and study sites. It continues to show the significant impacts of rice cultivation training on productivity and newly demonstrates the high sustainability of the productivity impact of the training and the existence of spillover effects from trainees to other farmers by using panel data. We newly assess the important role of mechanization in intensification of rice farming, high returns to large-scale irrigation schemes, and the critical role of rice millers in improving the quality of milled rice. Based on these studies, this book provides clear pathways toward full-fledged Green Revolution in rice farming in sub-Saharan Africa.

Employing yield response models, profitability analysis, and adoption models, results show various practices contribute to yield improvements in irrigated and rainfed systems including chemical fertilizer use, use of certified seed of improved varieties, transplanting, bunding, leveling, use of a sawah system, seed priming, and row planting. Evidence also shows that extension services on rice production are limited and that intensifying extension services can contribute to increases in rice yield.

The book surveys IP and innovation policies in Africa's past and present, providing theoretical, policy, and legal frameworks, as well as specific measures that will help African LDCs. It proposes solutions to overcome challenges currently posed by inefficiencies in the flow of technologies to LDCs and by the fragmentation of the international legal framework that regulates technology transfer. Notably, the book proposes maximal implementation of the TRIPS Agreement provisions related to technology transfer and recommends the adoption of a uniform international legal instrument under the framework of the WTO to be designated as the Agreement on Trade-Related Issues of Technology Transfer and Innovation (TRITTI). The book advocates for proactivity from African LDCs and urges them to cultivate environments that attract and enable technology transfer into their respective states. Book excerpt: Rice consumption in Africa has increased dramatically over recent decades, growing faster than consumption of any other major staple on the continent. However, apart from Egypt, no African country is currently self-sufficient in terms of rice consumption. FAO implemented the project from May 2014 to December 2019, with the ten ministries of agriculture from the beneficiary countries. The project goal was to develop sustainable and productive rice systems in Africa to increase food security and enhance sustainable development of the rice food chain among smallholder farmers. South-South Cooperation was demonstrated to be an excellent mechanism for pooling resources and efforts in innovation and development processes. Sharing knowledge with decision makers and political consultation at the highest level was useful to reaffirm and update policies strategies and intervention priorities, and to mobilize partners from a large number of countries. Several producers, producer groups and communities successfully moved from subsistence farming to commercial farming by increasing production, reducing post-harvest losses and improving quality of rice through the use of appropriate post-harvest management technologies and equipment.

Book excerpt: This paper describes how modern service providers have emerged in the African agricultural sector, a subject that has been vastly understudied. The paper looks at providers of modern rice mills, power tillers, combine harvesters, and production services at a highly productive rice irrigation scheme in Ghana. These service providers earn net profits that are greater than the profits they would likely achieve from simply expanding rice production without investing in respective machines, suggesting that higher returns primarily induce the emergence of these modern providers. Surpluses and experiences from their years of rice production are likely to have provided the primary finance and knowledge required for entry. The service providers emerged by exploiting both the economies of scale and the economies of scope, keeping rice production as the primary source of income, instead of specializing only in service provisions. Key policy implications are also discussed.

Many studies analyzing environmental impacts of food systems confirm significant effects of food production on climate change. Most of them associate primary production with emission of greenhouse gasses identified as one of the causes resulting in warming the atmosphere and global climate effects. A wider perspective shows that the food chains start at farms with consumers being at the end of the pipeline. This approach emphasizes the role of the entire food chain highlighting different kinds of environmental impacts affecting climate change. On the other side, temperature changes and variations of precipitation patterns, together with extreme weather events and water reduction, are recognized as predictors for producing less food, decreased food quality, new food safety risks, biodiversity losses, and depletion of resources associated with food production in modified circumstances. Last but not least, these effects introduce new threats known as food security where some assumptions stress that almost one billion of people are hungry not receiving enough food as a result of climate changes. As a result, the UN highlights the need for combating climate change and promotes sustainable (food) consumption and production. Based on the perceived need to promote and disseminate information on climate change related to food system, the “Handbook of Climate change across the food supply chain” is being produced. The publication compiles information, experiences, practical initiatives, and projects around the subject matter and makes it available to a wide audience. It is expected that the “Handbook of Climate change across the food supply chain” makes many benefits of climate service clearer and, inter alia, leads to an increase in the demand for such important services.
