Dozens of certification and labeling schemes have emerged to advise consumers on what seafood is sustainable. In recent years, an opposing narrative has emerged emphasizing the success of fisheries management in many places, the increasing abundance of fish stocks in those places, and the prescription for sustainable fisheries. However, there has been no comprehensive survey of what really constitutes sustainability in fisheries, fish stock status, success and failures of management, and consideration of the impacts of fishing on marine ecosystems. Its aim is to provide the FAO Committee on Fisheries, policy-makers, civil society, fishers and managers of world fishery resources with a comprehensive, objective and global review of the state of the living marine resources of the oceans. The review was based mainly on official catch statistics up until 2009 and relevant stock assessment and other complementary information available until 2010. This review consists of four major components. The first is a global overview of marine fishery production and the state of marine fish resources. The second part is divided into chapters that summarize and compile the information available for each FAO major fishing area, together with a discussion of the major trends and changes that have occurred with the main fishery resources exploited in each area and comments on the stock assessment work undertaken in support of fisheries management in each region. The third section is allocated to special topics that attract great attention in the international community, including tuna and tuna-like species, sharks, the Pacific islands region, deep-sea fisheries, and fisheries and long-term climate variability. Book excerpt: 'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.

The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

However, these fisheries are in generally bad shape, notably due to lack of management systems based on rigorous studies on the dynamics of major stocks exploited by the fisheries of China and neighboring countries. This could be mitigated, at least in part, by the systematic application of newly developed methods for evaluating the status of exploited fish stocks for use in data-sparse situations, focusing on methods for estimating maximum sustainable yield (MSY) from catch informed by a combination of biological knowledge on the species (intrinsic rate of population increase, r, and carrying capacity, k) and what is known about the stock, for instance relative abundance indicators, e.g., catch per unit of effort. The aim of this Research Topic is to create an outlet for the studies that will result from the application of these modern methods to exploited stocks of East Asian marine fish, encouraging the rigorous evaluation of these stocks and providing a basis for their rebuilding, as required especially for Chinese stocks. This would lead to the creation of a cadre of fishery scientists knowledgeable in using the methods in question and interested in collaborating with colleagues in other regions with similar issues. Focusing on East Asia will reinforce to readers in `the West' that these fisheries are not a sideshow to the more interesting fisheries in Europe or North America, but a major source of seafood for people in East Asia. Indeed, the failure of these domestic fisheries would increase the impacts of distant-water fisheries from East Asia in other parts of the world.
