This book presents a theory that accounts for the different strategies pursued by rebel groups in civil war, explaining why patterns of insurgent violence vary so much across conflicts. It does so by examining the membership, structure, and behavior of four insurgent movements in Uganda, Mozambique, and Peru. Drawing on interviews with nearly two hundred combatants and civilians who experienced violence firsthand, it shows that rebels' strategies depend in important ways on how difficult it is to launch a rebellion. Henshaw has collected and analyzed data on women’s participation in over 70 post-Cold War rebel groups. The book provides a theoretical analysis drawing upon both mainstream literature in the social sciences and critical, feminist inquiry on women and political violence to offer a new gendered theory on why women rebel. The book reveals that women are active in over half of all rebel groups sampled and that, while the majority of rebel groups have women serving in support roles away from direct combat, approximately a third of these groups employ women in the conduct of armed attacks, and just over a quarter have women in a leadership capacity. Henshaw reaffirms the idea that women are more likely to be engaged in left-wing political organizations, but does suggest that more conservative or traditional movements may also successfully incorporate women by appealing to concerns about community rights. In What Rebels Want, Jennifer M. Hazen challenges the commonly held view that rebel groups can get what they want, when they want it, and when they most need it. Hazen's assessments of resource availability in the wars in Sierra Leone, Liberia, and Côte d'Ivoire lead to a better understanding of rebel group capacity and options for war and war termination. Resources entail more than just cash; they include various other economic, military, and political goods, including natural resources, arms and ammunition, safe haven, and diplomatic support. However, rebel groups rarely enjoy continuous access to resources throughout a conflict. Understanding fluctuations in fortune is central to identifying the options available to rebel groups and the reasons why a rebel group chooses to pursue war or peace. The stronger the group's capacity, the more options it possesses with respect to fighting a war. The chances for successful negotiations and the implementation of a peace agreement increase as the options of the rebel group narrow. Sustainable negotiated solutions are most likely, Hazen finds, when a rebel group views negotiations not as one of the solutions for obtaining what it wants, but as the only solution.

Book excerpt: Rebellion, insurgency, civil war-conflict within a society is customarily treated as a matter of domestic politics and analysts generally focus their attention on local causes. Yet fighting between governments and opposition groups is rarely confined to the domestic arena. "Internal" wars often spill across national boundaries, rebel organizations frequently find sanctuaries in neighboring countries, and insurgencies give rise to disputes between states. In Rebels without Borders, which will appeal to students of international and civil war and those developing policies to contain the regional diffusion of conflict, Idean Salehyan examines transnational rebel organizations in civil conflicts, utilizing cross-national datasets as well as in-depth case studies. He shows how external Contra bases in Honduras and Costa Rica facilitated the Nicaraguan civil war and how the Rwandan civil war spilled over into the Democratic Republic of the Congo, fostering a regional war. He also looks at other cross-border insurgencies, such as those of the Kurdish PKK and Taliban fighters in Pakistan. Salehyan reveals that external sanctuaries feature in the political history of more than half of the world's armed insurgencies since 1945, and are also important in fostering state-to-state conflicts. Rebels who are unable to challenge the state on its own turf look for mobilization opportunities abroad. Neighboring states that are too weak to prevent rebel access, states that wish to foster instability in their rivals, and large refugee diasporas provide important opportunities for insurgent groups to establish external bases. Such sanctuaries complicate intelligence gathering, counterinsurgency operations, and efforts at peacemaking. States that host rebels intrude into negotiations between governments and opposition movements and can block progress toward peace when they pursue their own agendas.

Yet women have played a significant active role in many contemporary armed rebellions. Over recent decades, numerous resistance movements in many regions of the globe have deployed thousands of female fighters in combat. In Female Fighters, Reed M. Wood explains why some rebel groups deploy women in combat while others exclude women from their ranks, and the strategic implication of this decision. Examining a vast original dataset on female fighters in over 250 rebel organizations, Wood argues rebel groups can gain considerable strategic advantages by including women fighters. Drawing on women increases the pool of available recruits and helps ameliorate resource constraints. Furthermore, the visible presence of female fighters often becomes an important propaganda tool for domestic and international audiences. Images of women combatants help raise a group's visibility, boost local recruitment, and aid the group's efforts to solicit support from transnational actors and diaspora communities. However, Wood finds that, regardless of the wartime resource challenges they face, religious fundamentalist rebels consistently resist utilizing female fighters. A rich, data-driven study, Female Fighters presents a systematic, comprehensive analysis of the impact women's participation has on organized political violence in the modern era.

In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.
