In conflicts large and small, however, insurgents frequently take and hold territory, establishing sophisticated systems of governance that deliver extensive public services to civilians under their control. From police and courts, schools, hospitals, and taxation systems to more symbolic expressions such as official flags and anthems, some rebels are able to appropriate functions of the modern state, often to great effect in generating civilian compliance. Other insurgent organizations struggle to provide even the most basic services and suffer from the local unrest and international condemnation that result. Rebel Rulers is informed by Zachariah Cherian Mampilly's extensive fieldwork in rebel-controlled areas. Focusing on three insurgent organizations—the Liberation Tigers of Tamil Eelam (LTTE) in Sri Lanka, the Rally for Congolese Democracy (RCD) in Congo, and the Sudan People's Liberation Movement/Army (SPLM/A) in Sudan—Mampilly's comparative analysis shows that rebel leaders design governance systems in response to pressures from three main sources. They must take into consideration the needs of local civilians, who can challenge rebel rule in various ways. They must deal with internal factions that threaten their control. And they must respond to the transnational actors that operate in most contemporary conflict zones. The development of insurgent governments can benefit civilians even as they enable rebels to assert control over their newly attained and sometimes chaotic territories.

Book excerpt: The 1728 Musin Rebellion: Politics and Plotting in Eighteenth-Century Korea provides the first comprehensive account in English of the Musin Rebellion, an attempt to overthrow King Yŏngjo (1694–1776; r. 1724–1776), and the largest rebellion of eighteenth-century Korea. The rebellion proved unsuccessful, but during three weeks of fighting the government lost control of over a dozen county seats and the rebels drew popular support from the inhabitants of three southern provinces. The revolt profoundly unsettled the early years of Yŏngjo's reign and had considerable influence on the subsequent course of factionalism. In this keenly reasoned study, Andrew David Jackson investigates the causes, development, suppression, legacy, and significance of the bloody Musin Rebellion. The Musin Rebellion had its roots in the factional conflicts surrounding Yŏngjo's troubled succession to the throne. Jackson analyzes an aspect of the conflict previously neglected by researchers, namely how the rebels managed to create an armed rebellion. In the aftermath of the genocide, some of the top-echelon Hutu officers who had organized it fled Rwanda to the eastern Congo (DRC) and set up a new base for military operation, with the goal of retaking power in Kigali, Rwanda. More than twenty years later, these rebel forces comprise a diverse group of refugees, rebel fighters, and civilian dependents who operate from mountain areas in the Congo forests and have a long and complex history of war and violence. While media and human rights reports typically portray this rebel group as one of the most brutal rebel factions operating in the eastern Congo region, Hutu Rebels paints a more complex picture. Having conducted ethnographic fieldwork in a rebel camp located deep in the Congo forest, Anna Hedlund explores the micropolitics and practices of everyday life among a community of Hutu rebel fighters and their families, living under the harshest of conditions. She describes the Hutu fighters not only as a military unit with a vision of return to Rwanda but also as a community engaged in the present Congo conflicts. Hedlund focuses on how fighters and their families perceive their own life conditions, how they remember and articulate the events of the genocide, and why they continue to fight in what appears to be an endless conflict. Hutu Rebels argues that we need to move beyond compiling catalogs of atrocities and start examining the "ordinary life" of combatants if we want to understand the ways in which violence is expressed in the context of a most brutal conflict.
