Book excerpt: In early 2008, the National Energy Board (Board or NEB) identified a proposed approach for the Land Matters Consultative Initiative (LMCI), consisting of four distinct topic streams. One of the streams, Stream 3, was Pipeline Abandonment--Financial Issues. The Board indicated that the key issue to be considered in respect of that stream was: "What is the optimal way to ensure that funds are available when abandonment costs are incurred?" The Board noted two key principles fundamental to its future decisions with respect to the financial matters related to pipeline abandonment. These were: a) Abandonment costs are a legitimate cost of providing service and are recoverable upon Board approval from users of the system; and b) Landowners will not be liable for costs of pipeline abandonment. These Reasons for Decision provide an overview of the matters considered by the Board in reaching a decision in respect of the abandonment cost estimates applications.--Document.
Book Synopsis Offshore Petroleum Politics by : Peter Clancy
Download or read book Offshore Petroleum Politics written by Peter Clancy and published by UBC Press. This book was released on 2011-09-01 with total page 438 pages. Available in PDF, EPUB and Kindle. Book excerpt: The extraction of oil and gas from offshore continental shelves represents one of the most dynamic sectors of global petroleum development. It is also one of the most complex. Atlantic Canada is no exception and the history of Scotian Basin petroleum over the past half century reveals a fascinating series of political challenges, accommodations, and settlements. Peter Clancy’s comprehensive analysis of petroleum politics in Nova Scotia demonstrates the complex intergovernmental and intercorporate relationships, ecological concerns, and Aboriginal interests that have complicated offshore development. Among the analytic themes he addresses are institutional adaptation and rigidity, “basin development” as a policy challenge, the strong and weak characteristics of the offshore state, and the shifting shapes of the offshore polity. His incisive analysis of the complex politics at play provides new insights into the unique challenges facing the petroleum industry in Atlantic Canada.

Book Synopsis Inalienable Properties by : Jamie Baxter
Download or read book Inalienable Properties written by Jamie Baxter and published by UBC Press. This book was released on 2020-05-31 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: As many Indigenous communities return to self-governance and self-determination, they are taking their own approaches to property rights and community development. Based on case studies in four Indigenous communities – the Westbank, Membertou, Nisga’a, and James Bay Cree nations – Jamie Baxter traces how local leaders have set the course for land rights and development during formative periods of legal and economic upheaval. Drawing on new research about institutional change in organizational settings, Baxter explores when and how community leaders have sustained inalienable land rights without turning to either persuasion or coercive force – the two levers of power normally associated with political leadership. Inalienable Properties challenges the view that liberalized land markets are the inevitable result of legal and economic change. It shows how inalienability can result from intentional choices and is linked to structures of decision-making that have long-lasting consequences for communities.
