Agricultural public spending in Africa not only lags behind other developing regions by several metrics of volume, it is also vitiated by misinvestment such as input subsidies programs and transfers that tend to benefit the better off, with insignificant gains for the poor. Shortcomings of the budgeting process also reduce spending effectiveness. Addressing the quality of public spending and the efficiency of resource use is perhaps even more important than addressing the level of spending. Investments in rural public goods combined with better policies and institutions have driven agricultural productivity growth around the world. The dividends from investments to strengthen markets, expand irrigation, develop and adopt improved technologies can be enormous. Despite high returns on such investments, Sub-Saharan African countries grossly underinvest in them. Rebalancing the composition of public agricultural spending would reap massive payoffs. To realize these benefits requires better choices about how to allocate public agricultural spending and how to ensure that budget processes support those allocations. And making those choices will require overcoming the inertia in policymaking that favors continuing with today s inefficient spending and that favors short-term visible programs over much higher, if less visible, long-term gains.

The purpose of the paper is to frame the key challenges and opportunities in the sector – including emerging innovations in digital agriculture, water accounting, water supply and wastewater reuse – and to lay out broad strategic directions for action.

La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. The AIDA economic planning toolkit has been built using an economy-wide and minimalistic investment data approach to assist governments in meeting this planning challenge. Centered on the use of economy-wide Computable General Equilibrium (CGE) models, it allows for a comprehensive planning approach to ensure that the level and allocation of investment in the agriculture and rural sectors is sufficient for achieving desired targeted outcomes. It does this by linking agricultural and rural spending to economic growth, job creation, and household poverty, given resource and market constraints, as well as considering trade-offs and opportunity costs associated with different investment options. Such a holistic system approach enables the ranking of possible interventions and allocations of public funds amid possible changes in public policy to help in designing national agriculture plans and targets.

Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Yet they suffer from degradation, poor management, and overuse due to government subsidies. 'Detox Development: Repurposing Environmentally Harmful Subsidies' examines the impact of subsidies on these foundational natural assets. Explicit and implicit subsidies--estimated to exceed US$7 trillion per year--not only promote inefficiencies but also cause much environmental harm. Poor air quality is responsible for approximately 1 in 5 deaths globally. And as the new analyses in this report show, a significant number of these deaths can be attributed to fossil fuel subsidies. Agriculture is the largest user of land worldwide, feeding the world and employing 1 billion people, including 78 percent of the world's poor. But it is subsidized in ways that promote inefficiency, inequity, and unsustainability. Subsidies are shown to drive the deterioration of water quality and increase water scarcity by incentivizing overextraction. In addition, they are responsible for 14 percent of annual deforestation, incentivizing the production of crops that are cultivated near forests. These subsidies are also implicated in the spread of zoonotic and vector-borne diseases, especially malaria. Finally, oceans support the world's fisheries and supply about 3 billion people with almost 20 percent of their protein intake from animals. Yet they are in a collective state of crisis, with more than 34 percent of fisheries overfished, exacerbated by open-access regimes and capacity-increasing subsidies. Although the literature on subsidies is large, this report fills significant knowledge gaps using new data and methods. In doing so, it enhances understanding of the scale and impact of subsidies and offers solutions to reform or repurpose them in efficient and equitable ways. The aim is to enhance understanding of the magnitude, consequences, and drivers of policy successes and failures in order to render reforms more achievable.

Pressures are mounting to increase spending on wages and for social protection to mitigate the impact of the weather shocks and high inflation. While the 2020 budget includes a significant increase in social spending, it is likely insufficient to meet the pressing needs.

Within the overall productivity gap of the region are substantial differences across the sectors of economic activity and production units. Boosting Productivity in Sub-Saharan Africa: Policies and Institutions to Promote Efficiency documents the productivity trends in Sub-Saharan Africa in three different dimensions, assessing productivity at the aggregate level, the sectoral level, and the establishment level. It characterizes the evolution of productivity in the region relative to other countries and regions, as well as country groups in Africa, classified by their degree of natural resource abundance and condition of fragility. The volume suggests that the persistence of the productivity gap in Africa vis-à -vis the technological frontier can be attributed to the slow accumulation of physical and human capital relative to the region’s growing population, as well as the poor allocation of these resources. These allocative inefficiencies are the outcome of policies and institutions that introduce distortions in the decision-making process of individuals. Hence, the volume assesses the implications of production decisions across agricultural farms and manufacturing firms. It presents evidence on aggregate productivity from the perspective of production units, using recent household surveys for farmers and firm-level surveys for select countries, as well as frontier estimation techniques. It documents the extent of severe resource misallocation across agricultural and manufacturing production units. These distortions decelerate the growth of the production units, disincentivize their adoption of productivity-enhancing technologies, and reduce the ability of their peers to learn new techniques. Boosting Productivity in Sub-Saharan Africa highlights the adoption of digital technologies to reduce some of these market frictions. Mobile money has increased financial inclusion in several countries, and digital financial technologies have given individuals access to savings instruments and loan products. Enhancing access to credit can help individuals invest in schooling and overcome the costs of formality. Economic recovery continues at a sluggish pace with growth in the region expected to pick up to 3 .1 percent in 2020 and 3 .2 percent in 2021. Accelerating poverty reduction in Africa requires action in four policy areas: fertility reduction, leveraging the food system on and off the farm, addressing risk and conflict, and providing more public financing to the poverty reduction agenda. Sustaining growth and eradicating poverty calls for policy solutions to empower African women in the following dimensions: building the right skills, relieving capital constraints, securing land rights, connecting women to labor, addressing social norms that limit women's economic opportunities, and boosting the capacity of the next generation.

Book excerpt: Financial inclusion has been noted as a key driver of poverty alleviation and growth. Yet, most of the scholarly work that exists lacks a comprehensive discussion of how the poor interact with financial services and the channels through which such services can affect their livelihoods. This book offers researchers who focus on financial inclusion and African economies a one-stop resource for understanding the channels of transmission for financial inclusion as well as an application of these channels through original country-specific empirical papers. The book provides a back-to-basics presentation of the transmission of financial services to growth and poverty. This theoretical discussion is complemented by an empirical presentation of the various services used by the poor, with a focus on Africa. Case studies of financial inclusion in six African countries cover a broad range of topics most important to African countries and highlight the unique African setting. These empirical papers provide important learning points. Firstly, hybrid financial institutions such as cooperative financial institutions and financial social entrepreneurs are the best way to increase financial inclusion in Africa. They provide important vehicles to circumvent the restrictive and exclusive bank-based financial markets typical of African economies. Secondly, digital finance is a potent tool for improving financial access and usage in Africa, and its impact on poverty operates through both traditional and nontraditional financial instruments. Thirdly, investment in infrastructure which supports complementary markets is critical and is likely to have a greater effect on credit rationing than direct provision of credit to small businesses.
