Book excerpt: Regardless of military occupational specialty or pay grade, every Marine must be fully prepared to perform as a rifleman in a combat situation. This thesis studied three critical parameters which significantly influence the effectiveness of the individual combat skills training which every rifleman should receive. This type of training must replicate as closely as practicable the actual environmental and physical parameters expected to be encountered in a combat, or other "real world," situation. The closer the leader comes to creating these conditions, the more realistic his training is said to be. Realism is enhanced the more it involves the actual stresses and fears of the modern battlefield. Statutory safety rules and policies also play an important role in the mind of the leader as he attempts to develop and execute realistic training. The interdependence of these three elements requires the Marine Corps leader to harmonize their influence for maximum effectiveness. It is also his challenge to carefully weigh and balance the risks associated with making his unit's training more realistic. The author's study is apparently the first of its kind on this specific subject. His methodological approach to research included a review of all the existing documentary materials which established current training philosophy or policy, an analysis of the results of a survey sent to contemporary Marine Corps combat veterans, and a synopsis of interviews conducted with several international officers resident at the 1991 U.S. Army Command and General Staff College. Conclusions derived from this study were done on a Corps-wide basis. That is, qualitative analytical judgments were made for the average unit or school conducting routine combat skills training. In the author's opinion, training is not being conducted as realistically as it could be, the causes and countermeasures for battlefield stress are not being formally instructed, and existing safety policies are often unneces.

The methodology employed structured interviews given at eight posts selected for both Forces Command (FORSCOM) and Training and Doctrine Command (TRADOC) installations. Personnel were selected to represent the providers of TADSS and the users, from individual soldier to training administrator. Virtual Simulation was employed by the combat maneuver arms where available. Constructive Simulation is widely used by companies and battalions and not often by platoons. The TADSS most often used at platoon level was the multiple integrated laser engagement system or MILES. MILES was not consistently employed in a manner that would ensure realism or objective casualty assessment. Unit Conduct of (UCOFT) and Weaponeer are the simulators most often used. The Standard Army Training System (SATS) is used mostly to prepare training schedules, but the software is unfriendly and needs considerable revision to reach its full potential. TADSS information should be collected on a periodic basis by TRADOC using a modified set of these study procedures."--DTIC.

On one hand, commanders must conduct hard, tough, realistic training-to train as they will fight. On the other hand, they are critically aware that safety is paramount. This seems to be demanding the impossible, as if realistic training and safety are incompatible partners in a marriage destined to fail. Basically, the problem lies in a failure to integrate the requirement for safety with the demand for realistic combat training. Each element is too often viewed separately, and, in the process, safety is erroneously seen as an inhibitor to training. Yet, nothing could be further from the truth. The fact is, effective realistic training can be conducted with an acceptable risk factor. Simply stated, safety is a by-product of risk reduction A high management of inherent mission risks. Essentially, the risk management approach is the identification of risks associated with a particular operation and the requirement to weigh these risks against overall training value to be gained. Any increase in the level of difficulty in the mission produces a corresponding increase in the risk involved.
