Book excerpt: Les télécommunications optiques, en plein essor depuis plus de 20 ans, sont arrivées à un virage technologique. Tous les liens optiques commerciaux installés aujourd'hui utilisent la modulation de lumière la plus simple OOK (On Off Keying), et aussi la plus facile à mettre en place. Ce type de modulation a permis depuis ses débuts et jusque dans la fin des années 90 à transmettre de plus en plus vite les informations. Pour encore augmenter la vitesse de l'information, on doit nécessairement monter en débit binaire, en puissance, en nombre de canaux. Le problème est que ces améliorations ne sont plus possibles avec la OOK, des effets physiques s'y opposant. A l'heure où les besoins en capacité de transport, elles, n'ont pas de limites, une solution est de changer le type de modulation de lumière utilisé, afin de repousser encore un peu plus loin les limites physiques de la transmission. Les formats de modulation DPSK, DQPSK et PSBT sont de très bons candidats mais nécessitent d'ajouter dans les systèmes de réception ou d'émission des composants optiques de démodulation: les interféromètres de Mach-Zehnder (MZI). Ces composants ont donc un avenir prometteur dans les futurs liens de communication optiques. Aujourd'hui, la fabrication de ce type de composant repose sur la connaissance précise de son fonctionnement et des paramètres caractéristiques s'y rapportant. La fabrication des MZIs nécessite aussi de connaître les caractéristiques minimales à garantir pour que le composant soit viable dans un système de transmission entier, une stabilisation thermique poussée étant aussi un élément incontournable. Cette thèse tente donc de répondre à ces problématiques, en confirmant d'abord les performances supérieures de la DPSK par rapport à la OOK. Ensuite, les structures MZIs et leur fabrication sont étudiées pour d'une part obtenir par simulation l'ordre de grandeur des performances requises, et d'autre part pour établir un protocole de fabrication adapté. Plusieurs structures MZIs ont été fabriquées, caractérisées et testées sur un système de transmission PSBT 43 Gbit/s, donnant des résultats très prometteurs.

Aujourd'hui, l'exigence des opérateurs porte plus que jamais sur des systèmes de transmission à la fois performantes, flexibles en capacité, faciles à gérer et surtout à des coûts d'investissement et d'opération très bas. Un des axes de progrès les plus étudiés dans la recherche d'un bon compromis performance-complexité-coût réside dans les formats de modulation en transmission. Jusqu'à maintenant, les systèmes de transmission ont majoritairement utilisé les formats classiques NRZ (Non-return to Zero) et RZ (Return to Zero) jusqu'à des débits de 10 Gbit/s. La transmission sur fibre optique à des débits de 40 Gbit/s et plus doit faire appel à des format de modulation plus évolués. Ce travail de thèse a porté sur la conception d'un nouveau format de modulation optique qui concilie une bonne résistance à l'ensemble des effets de propagation dans la fibre et un impact réduit sur l'architecture des systèmes de transmission. Pour ce faire, une méthode de conception a été développée et une étude détaillée pour différentes configurations génériques de transmission a été menée afin d'établir sa pertinence dans différents domaines d'application.

En effet, la conversion des techniques analogiques en numérique s'avère générer de nombreuses contraintes qui brident les performances du système résultant. Aussi, ce travail définit de nouveaux algorithmes, qui s'affranchissent des structures complexes présentant des chemins critiques difficiles à réduire, telles les boucles de rétroaction très souvent utilisées dans les architectures analogiques et qui ne sont pas toujours adaptées aux composants numériques. L’architecture détaillée d'un modulateur de phase et d’amplitude, et celle d'un démodulateur associé sont présentées et implantées sur un circuit FPGA. Leurs performances peuvent être supérieures d'un facteur 8 à celles obtenues par simple transposition des architectures analogiques existantes sur un circuit numérique. Elles présentent en outre, de bonnes capacités d'évolution. En effet, la structure parallèle de ces architectures permet d’atteindre un débit de données élevé, et leur conception modulaire permet de les réutiliser par blocs dans le cadre d’un processeur réseau complet

Endorsing the adjustment of existing rules to meet pluralist objectives, the author outlines a single, coherent regulatory approach. He shows how a careful analysis of the implications of technological convergence helps to solve conflicts between regimes. Specifically, the analysis addresses the level – national or EU – at which particular regulatory responses should emerge, the objectives guiding action, and the tools through which these objectives may be pursued. These conclusions command the attention of policymakers, regulators, and lawyers active in the ongoing development of communications law.
