Book excerpt: The Constitution of Kenya: Contemporary Reading, provides an in-depth assessment of the interface between constitutionalism and Kenyas new Constitution. Focusing on the historical trajectory on the search for a new Constitution, Chapter One lays the groundwork upon which the fault line between constitutionalism and the issue areas are articulated in the other chapters in relation to the new Constitution. The superb chapters on the carefully selected issue areas, make this edited volume an essential reading. The book makes an important contribution to the evolving constitutionalism and policy clarification on Kenyas new Constitution. It is a welcome and timely intervention by legal scholars and practitioners on the new constitution and the challenges facing Kenya in its implementation. The book is an excellent teaching and reading manual for students in law, history, politics, diplomacy, and international relations as well as for the practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: This ambitious work is the definitive account of Russia's land reform initiatives from the late 1980s to today. In Russia, a country controlling more land than any other nation, land ownership is central to structures of power, class division, and agricultural production. The aim of Russian land reform for the past thirty years--to undo the collectivization of the Soviet era and encourage public ownership--has been largely unsuccessful. To understand this failure, Stephen Wegren examines contemporary land reform policies in terms of legislation, institutional structure, and human behavior. Using extensive survey data, he analyzes household behaviors in regard to land ownership and usage based on socioeconomic status, family size, demographic distribution, and regional differences. Wegren's study is important and timely, as Russian land reform will have a profound effect on Russia's ability to compete in an era of globalization.

Available in PDF, EPUB and Kindle. Book excerpt: This study is an attempt to contribute to our understanding of one of the most important reforms currently advocated by development economists to reduce rural poverty in developing countries: land reform. Dr. Cohen has based his study on models in which three social groups are acting: these, for brevity's sake, are called land lords, peasants and the groups who comprise the non-agricultural sector. Peasants include the so-called landless peasants which western countries generally term agrarian workers. The method can be extended to larger numbers of groups. The actors are involved in various activities, including production, consumption and saving, the latter being available either for physical or for financial invest ment. This implies that various wealth components appear in the model alongside flows of goods and services. Use is made of determinate models with linear and non-linear equations of a dynamic character. The models are employed to estimate socio-economic development under alternative regimes. Regimes differ, on the one hand, according to which group is in power and, on the other hand, according to the instruments of economic policy they use. It is an attractive feature of Dr. Cohen's study that the models are applied to two countries for which all the necessary statistical material has been estimated: India and Chile. For both countries a brief socio-political sketch precedes the numerical application of the models. For India five instruments of socio-economic policy are considered: land transfers, measures to stimulate productivity, credit policies, taxes and tenure and wage regulations.

Book excerpt: Despite 250 years of land reform all over the World, important land inequalities remain, especially in Latin America and Southern Africa. While in these countries, there is near consensus on the need for redistribution, much controversy persists around how to redistribute land peacefully and legally, often blocking progress on implementation. This book focuses on the "how" of land redistribution in order to forge greater consensus among land reform practitioners and enable them to make better choices on the mechanisms of land reform. Reviews and case studies describe and analyze the al.
