Hadesbeck’s “Watch Out” lists on behalf of the Security Service included labour activists, medical doctors, lawyers, university professors and students, journalists, Indigenous and progressive farm leaders, members of the clergy, and anyone involved in the peace and human rights movements. Defying every warning given to him by his handlers, Hadesbeck kept secret notes. Using these notes, author Dennis Gruending recounts how the RCMP spied upon thousands of Canadians. Hadesbeck’s life and career are in the past, but RCMP surveillance continues in new guises. As Canada’s petroleum industry doubles down on its extraction plans in the oil sands and elsewhere, the RCMP and other state agencies provide support, routinely branding Indigenous land defenders and their allies in the environmental movement as potential terrorists. They share information and tactics with petroleum industry “stakeholders” in what has been described as a “surveillance web” intended to suppress dissent. A Communist for the RCMP provides an inside account of Hadesbeck’s career and illustrates how the RCMP uses surveillance of activists to enforce the status quo.

Book excerpt: Since 1977, people have asked Jane Hall over and over what it was like to have been among the first few female members in the RCMP, and, like so many of her peers, she has avoided answering the question. How could one sentence do the question justice? Finally, after years of thoughtful contemplation, she has borrowed a phrase from the father of one of the original members of the North West Mounted Police--Sub-Inspector Francis Dickens : "It was the best of times, it was the worst of times." But the reason for avoiding the answer, like the question itself, was a little more complex than simply not having the correct words. To truly tell the complete story, some of the bad as well as the good must be told; and that was why senior female members like Ms. Hall had chosen to remain silent, fearing that any abbreviated response could be misinterpreted or subverted to unfairly attack the RCMP. Just Watch Us investigates why and how this movement was targeted, weighing carefully the presumed threat its left-wing ties presented to the Canadian government against the defiant challenge its campaign for gender equality posed to Canadian society. Based on a close reading of thousands of pages of RCMP documents declassified under Canada’s Access to Information Act and the corresponding Privacy Act, Just Watch Us demonstrates that the security service’s longstanding anti-Communist focus distorted its threat assessment of feminist organizing. Those in the former Eastern Europe have undergone the most obvious changes in their targets and the legal context within which they operate, but these changes have affected all the agencies to some extent. It is these changes that will provide the context of structures and processes through which the agencies will respond to the September 11, 2001 attack on New York and Washington. This edited collection of papers by an international group of experts in the study of security and intelligence examines recent and current developments in the light of the rule of law and democracy and specifically addresses a number of common themes. Firstly, security and intelligence agencies are placed within the broader context of their parent state, including whether their powers originate in legislation or executive decree and the form of oversight. Secondly, the types of agency - civilian, military, foreign and domestic - are considered in the context of their historical development, including the transition from authoritarian to liberal state forms. Thirdly, the changes in their mandate and targets are discussed, in particular, towards 'terrorism', 'transnational organized crime' and economic intelligence. Finally, each author considers the enduring issue of how the impact of security and intelligence agencies is to be assessed in terms both of security and human rights. This book represents the first systematic attempt to present a collection of contemporary studies on the shifts in this crucial aspect of the operation of all states, and to do so within a framework of common themes. Although significant differences remain in the operation of security intelligence, all the authors highlight the common dilemmas that accompany the attempt to provide security but to do so democratically.
