City of Springfield v. Springfield Gas and Electric Company. Complaint as to Rates for Gas Service. Decision of the Illinois Public Utilities Commission, Fixing Rates. March 9, 1916. Five separate valuations of the respondent's gas property were submitted in this case - two for the respondent, two for the petitioner, and one by the Commission's engineer. Considerable conflict in opinion as to the basis of valuation which should be used in a rate-making case, and as to unit prices, overhead costs, depreciation and other important valuation matters was shown in the different valuations. The Commission compares the theories and methods brought out in the testimony and data presented and discusses the different questions at length. The Commission holds that a fair value cannot be found "either by formula or by undertaking to fix or to assign an individual value to each of the many component parts which enter into the aggregate plant or to segregate the various elements of present value represented by overheads, working capital, materials and supplies, intangibles, 'going values, ' etc." The Commission is of the opinion that a finding of value should "embrace the respondent's system as a whole" and should be found by "a reasonable exercise of mature judgment, having its basis in a proper consideration of all relevant facts."
