En outre, pour marquer le 100e anniversaire de la Commission de Shanghai sur l'opium et célébrer cent années de contrôle international des drogues, le Rapport contient une analyse en profondeur du développement du système de contrôle international des drogues. Il contient également une courte annexe statistique qui fournit des données détaillées sur la production, les prix et la consommation. À linstar des années précédentes, le présent Rapport se fonde principalement sur les données tirées des réponses au Questionnaire destiné à l'élaboration des rapports annuels envoyé par lONUDC aux gouvernements en 2007, complétées en tant que de besoin par dautres sources, lorsquelles existent. Signalons à ce sujet deux limitations : i) les États nenvoient pas toujours leur réponse au questionnaire de façon assez systématique cette remarque concerne aussi bien le nombre des États ayant répondu que lexhaustivité de leur réponse, et ii) la plupart des pays ne disposent pas de systèmes de contrôle suffisants pour fournir des données fiables, complètes et comparables au plan international. Toutefois, les système nationaux de surveillance progressent et lONUDC a contribué à leur amélioration.

It provides detailed estimates and trends on production, trafficking and consumption in the opium/heroin, coca/cocaine, cannabis and amphetamine-type stimulants markets. The drug problem is being contained but there are warning signs that the stabilization which has occurred over the last few years could be in danger. Notable amongst these is the increase in both opium poppy and coca cultivation in 2007, some growth in consumption in developing countries and some development of new trafficking patterns. There have also been encouraging contractions in some of the main consumer markets. This year, almost one hundred years since the Shanghai Opium Commission in 1909, the Report presents an historical review of the development of the international drug control system.

L'ONUDC a envoyé cette année 200 exemplaires de son Questionnaire; il a reçu 118 réponses à la section concernant l'abus de drogues, et 116 à celle qui concernait l'offre illicite. D'une manière générale, l'aptitude des États membres à fournir des informations sur l'offre de drogues illicites est très supérieure à sa capacité de fournir des données concernant la demande. En dépit de progrès louables, par exemple en ce qui concerne les estimations de prévalence, il reste encore beaucoup à faire pour pouvoir établir une base solide et fiable permettant l'analyse des tendances et des politiques suivies.

As in previous years, the present Report is based on data obtained primarily from the annual reports questionnaire (ARQ) sent by Governments to UNODC in 2007, supplemented by other sources when necessary and where available. Two of the main limitations herein are: (i) that ARQ reporting is not systematic enough, both in terms of number of countries responding and of content, and (ii) that most countries lack the adequate monitoring systems required to produce reliable, comprehensive and internationally comparable data. National monitoring systems are, however, improving and UNODC has contributed to this process.
