L’exploitation de ces hydrocarbures aux Etats-Unis peut bel et bien être qualifiée de révolution et produira des effets durables. L’effondrement du prix du gaz américain – deux fois moins élevé qu’en Europe et trois fois moins élevé qu’en Asie – a plusieurs conséquences majeures aux Etats-Unis : les populations ont fait des économies substantielles sur leur facture d’énergie, le gaz concurrence fortement le charbon pour la production d’électricité, le secteur de la pétrochimie connaît un véritable boom et les importations de pétrole diminuent fortement. Par ricochet, en Europe, le charbon américain prend la place du gaz dans le mix électrique du fait du faible prix du CO2, l’industrie énergo-intensive dans son ensemble, et l’industrie pétrochimique en particulier, devraient être menacées dans les prochaines années. Le présent rapport souligne la nécessité de réagir rapidement pour anticiper les conséquences de la révolution du gaz de schiste sur l’économie européenne. Trois leviers d’actions sont explorés : la hausse du prix du carbone, l’exploitation des hydrocarbures de schiste sur le territoire européen et la mise en place de règles spécifiques pour les industriels énergo-intensifs.

L'avantage économique conféré par l'exploitation du gaz de schiste est supposé être capturé par la baisse du prix relatif du gaz naturel aux États-Unis par rapport au prix du gaz en Europe. L'effet de cette baisse du prix relatif sur la production industrielle, les exportations, l'investissement en capital, l'emploi et les importations est ensuite mesuré pour différentes industries en fonctions de leurs intensités énergétiques à travers des calculs d'élasticités. L'étude distingue les élasticités de court-terme de celles de long-terme. Les résultats montrent que l'impact du choc d'offre de gaz naturel consécutif à l'exploitation massive de gaz de schiste sur le secteur manufacturier dans son ensemble est relativement faible. Cet impact est cependant très important pour les industries manufacturières les plus intensives en énergie. Cependant, celles-ci représentent une faible part dans la valeur ajoutée totale du secteur manufacturier.

Geography and Social Movements corrects this oversight, bringing a geographical perspective to the study of social movements. Byron A. Miller directly addresses the implications of space, place, and scale in social movement mobilization, and then demonstrates their significance in a detailed comparative analysis of peace movements in three municipalities around Boston. In focusing on the Boston area -- an old northeastern region, heavily industrialized with many companies working on military contracts, and also a center of education -- Miller is able to explore how campaigns aimed at curbing nuclear arms operate within the cultural, political, social, and economic confines of particular places and spaces.
