Le présent rapport tente de mesurer et d’apprécier la portée de ce choc technologique pour le tourisme français. Du côté de l’offre, de nouvelles opportunités sont apparues pour valoriser le potentiel touristique et le promouvoir. Des géants mondiaux de l’e-tourisme sont apparus depuis quinze ans.L’e-tourisme français et européen existe, même s’il éprouve des difficultés à atteindre une taille critique et à combler son retard Enfin, les acteurs institutionnels du tourisme, au niveau des territoires comme au niveau national, doivent aussi s’adapter à l’ère numérique. D’une façon générale, l’absence de véritable structuration de la filière touristique se fait particulièrement ressentir dans le rapport que les différents acteurs entretiennent avec l’outil numérique La deuxième partie du rapport traite plus particulièrement de la question de l’offre d’hébergement touristique et de la manière dont les acteurs mondiaux de premier plan tels que Booking, Expedia, Airbnb ou Tripadvisor, impactent l’économie du secteur. Les hôteliers français sont aujourd’hui en première ligne pour contester des pratiques qu’ils considèrent nocives à leur égard. Le numérique a également contribué à élargir considérablement le champ d’activité de la location saisonnière. Le rapport se penche également sur la question de la fiabilité des avis de consommateurs sur Internet. En premier lieu, des actions doivent être menées afin que l’industrie touristique française parachève sa mue numérique. En conclusion, les préconisations des rapporteurs sont les suivantes : 1. Encourager l’innovation dans le secteur touristique et favoriser l’essor de start-up, en particulier dans le domaine du m-tourisme ou de l’exploitation de données. 2. Faciliter l’accès des entreprises innovantes aux financements existants et mieux les intégrer à l’écosystème touristique. 3. Mettre en place un « 35e plan » de reconquête industrielle au bénéfice de la filière touristique, axé sur la thématique de l’e-tourisme, pour rapprocher les acteurs du secteur et identifier les enjeux à venir en termes d’innovation. 4. Mettre davantage l’accent sur la formation aux outils numériques des professionnels du secteur, dans une approche de commercialisation directe plus efficace. 5. Intégrer la dimension numérique dans l’ensemble des programmes de formation professionnelle pour les métiers du tourisme, notamment ceux de l’hôtellerie. 6. Rapprocher les producteurs de l’offre des acteurs qui œuvrent déjà à leur offrir des solutions innovantes, en direction notamment du marché domestique. 7. Promouvoir les initiatives de mise en commun par des acteurs aujourd’hui atomisés des moyens permettant leur mise à niveau. Il s’agit ensuite de redéfinir les partenariats conclus entre l’industrie touristique et les pouvoirs publics, au niveau des territoires comme au niveau national. 8. Redéfinir le rôle et les missions des organismes institutionnels de tourisme face aux mutations générées par le numérique dans leur rapport avec les prestataires locaux et la clientèle touristique. 9. Favoriser la mutualisation des moyens au niveau territorial pour la production de contenus touristiques diffusables et exploitables en ligne, dans une logique de destination plus que dans une logique administrative. 10.Définir une stratégie nationale de marques, de portée à la fois mondiale, européenne et nationale selon les clientèles ciblées, dont le pilotage serait assuré par Atout France, en tant que fédérateur des acteurs institutionnels. 11. Donner aux destinations françaises une visibilité accrue par la création d’un portail national qui bénéficierait de la remontée des contenus des différents niveaux institutionnels et qui en assurerait la promotion. 12. Enfin, les pouvoirs publics ont également une responsabilité vis-à-vis des professionnels afin de leur offrir un cadre juridique propice au développement des activités touristiques. 13. Adapter le cadre normatif applicable aux acteurs traditionnels du tourisme afin que ceux-ci ne soient pas pénalisés face aux acteurs de l’e-tourisme. 14. Opérer une remise à plat des règles relatives à l’information et à la protection du consommateur en matière d’e-tourisme. 15. Encourager la mobilisation des acteurs du tourisme en faveur d’une véritable concurrence libre et non faussée, à l’échelle européenne, pour le référencement sur les moteurs de recherche. Mieux protéger nos marques sur Internet dès lors qu’elles peuvent être détournées en étant commercialisées comme mots-clés ou en noms de domaines. Faire en sorte que les acteurs de l’e-tourisme, basés ou non en France, apportent une meilleure contribution aux charges publiques par des mesures visant à davantage d’équité fiscale. Sur tous ces points, prendre l’initiative d’une concertation européenne afin que les enjeux du tourisme soient mieux pris en compte à cette échelle.

Austrian-born economist Fritz Machlup had focused his research on the patent system, but he came to realize that patents were simply one part of a much bigger "knowledge economy." He then expanded the scope of his work to evaluate everything from stationery and typewriters to advertising to presidential addresses--anything that involved the activity of telling anyone anything. The Production and Distribution of Knowledge in the United States then revealed the new and startling shape of the U.S. economy. Machlup's cool appraisal of the data showed that the knowledge industry accounted for nearly 29 percent of the U.S. gross national product, and that 43 percent of the civilian labor force consisted of knowledge transmitters or full-time knowledge receivers. Indeed, the proportion of the labor force involved in the knowledge economy increased from 11 to 32 percent between 1900 and 1959--a monumental shift. Beyond documenting this revolution, Machlup founded the wholly new field of information economics. The transformation to a knowledge economy has resonated throughout the rest of the century, especially with the rise of the Internet. As two recent observers noted, "Information goods--from movies and music to software code and stock quotes--have supplanted industrial goods as the key drivers of world markets." Continued study of this change and its effects is testament to Fritz Machlup's pioneering work.
